Background
Reach Out Cameroon is a Non-Governmental Organization created in 1996 and obtained its legal
status in the year 2000 and authorization as a National NGO with MINAT in 2024. The
organisation supports underprivileged groups especially youth and women through a
community-centered approach and advocacy through three major pillars: Health, Human Rights
and Governance; and Economic security
The health department is committed to advancing health outcomes and promoting equity in
healthcare delivery throughout Cameroon. Established in response to critical health disparities
faced by underserved populations, ROC has been at the forefront of community-based health
interventions for twenty-eight years.
Reach Out Cameroon (ROC) with funding from TAKEDA Pharmaceutical Company Limited will
from January 2025 to December 2028 be implementing the project, “Increasing access to quality
sexual and reproductive health including menstrual hygiene and psychosocial support services
for extremely hard-to-reach and conflict-affected communities in Cameroon, Nigeria, and DR
Congo.” The project goal is to provide quality SRHR services including family planning, ANC,
delivery, menstrual hygiene, and psychosocial services in conflict-affected communities in the
Northwest and Southwest regions of Cameroon, North-Eastern Nigeria, and South Kivu in Eastern

DRC which have all been in protracted conflicts. Over four years, Reach Out Cameroon, supported
by its partners will increase access to quality SRHR services, including menstrual hygiene and
psychosocial support, for women and girls in 270 conflict-affected communities/health facilities
of Cameroon, Nigeria, and DR Congo by 40%. Close to 2 million conflict-affected people in hard-
to-reach areas, especially pregnant women, newborns, children above 5, and adolescents will
gain increased health outcomes. Community resilience and care-seeking behaviour will be
improved through 540 trained community health workers and 270 peer educators using pre-
recorded, modifiable sensitization audiovisual messages in local languages. This project is
implemented in partnership with HERWA Community Development Initiative in North-Eastern
Nigeria, and FOPAC SK in the Democratic Republic of Congo.
Reach Out Cameroon seeks the services of a Regional Coordinator to oversee the planning,
implementation and reporting of all field activities in the targeted communities in the North West
and South West regions of Cameroon.
KEY RESPONSIBILITIES
1. Program Quality:
With the support and guidance from the Country Coordinator.
• Document and disseminate project best practices within Reach Out NGO and other
organizations to promote quality and learning.
• Facilitate the establishment and implementation of standards of accountability,
effectiveness, and efficiency in the achievement of project goals, objectives, and
indicators in the assigned region.
• Support the Field Supervisors in ensuring that project data are collected and timely
entered at the regional level using the appropriate software.
• Ensure supervision of community led activities
2. Management and Administration:
• Conduct supervision visits in collaboration with other partners and ensure timely reports
are done on project activities in the assigned region.
• Ensure the quality control of all partners’ project activities and data in the assigned region
at both programmatic and financial levels.
• Produce regular complete and timely reports on project activities (both programmatic and
financial in collaboration of regional accountant) and submit to the Country Coordinator.
• Prioritize tasks and assignments, introduce contingencies, and make the best use of other
skills to face the pressure created by demanding and stringent deadlines.

3. Representation and Advocacy:
• In collaboration with the Field Supervisors, act as primary project contact to key public-
private stakeholders and local partners involved in addressing all project matters in the
assigned communities.
• Strengthen linkages with existing and potential district and community institutions for the
delivery of project results in the Northwest Region.
• Facilitate advocacy activities in the assigned project health districts to ensure the project
sustainability.
4. Project coordination at regional level
• Leads, manages, and supervises the project regional coordination to meet project
objectives.
• Mentors’ regional team, community health workers and volunteers to ensure high levels
of motivation, commitment, capacity, and teamwork.
• Ensure community health workers and peer educators possess the requisite knowledge
and skills to perform all assigned job responsibilities and promote organizational values
such as teambuilding, empowerment, risk taking, customer responsiveness and effective
communications.
• Coordinates all health system strengthening activities in collaboration with the relevant
stakeholders.

Required Qualification
• At least a master’s in public health or related advanced health degree. A first degree in a
health-related field and combination with 3 years qualifying experience may be accepted
in lieu of an advanced degree.
• Minimum of 04 years of project coordination/management and implementation, strategic
planning, monitoring and evaluation, team and office management or related field. Work
experience particularly in community development is highly desirable.
• Proven experience in building and maintaining institutional linkages required.
• Experience with participatory methods and partnerships required.
• Understanding of and experience with humanitarian development organizations, and
accompaniment and capacity-building principles in local partnerships highly desired.
• Accountability for goals and challenges
• Fluency in writing and speaking in English and Pidgin is required.

• Experience haven worked in the Northwest and South West regions of Cameroon in health
will be an added advantage.
