We are recruiting a consultant for participatory prospecting in the ADILEM, ACODELIMIT and
ACODENDO community forests.
1. Context and justification
Article 32 of Law no. 24/2024 of 24 July 2024 governing forests and wildlife stipulates that a
community forest (CF) is a natural forest in the non-permanent forest estate allocated by the
State to a neighboring community that expresses an interest in it. The allocation of a
community forest is accompanied by a management agreement and a simple management
plan. Natural resources of any kind resulting from the exploitation of a community forest belong
to the community concerned, which disposes of them in accordance with the legislation in
force. Article 55 of the same law states that forest management includes: socio-economic
studies, inventories, natural or assisted regeneration, reforestation, participatory and
integrated management, the creation of infrastructures and the implementation of the
environmental management plan.
WWF is active in the TRIDOM landscape, more specifically in the district of Moloundou. Its
action plan includes support for the management of community forests in the southern
periphery of Nki National Park, namely the community forests belonging to the legal entities
ADILEM, ACCODELEMIT and ACODENDO, each covering 5,000 ha. In accordance with the
requirements of the manual of allocation procedures and the CF management standards, it
proposes to carry out participatory inventories (survey at a rate of 2%) in the said community
forests through a service provider.
.2. Objectives of the service
➢ Overall objective
Make available data on the flora, fauna and non-timber forest products, as well as a map of
the sectors in the ADILEM, ACODELIMIT and ACODENDO FCs, with a view to drawing up the
GMPs.
➢ Specific objectives
- Mobilise and train the communities concerned in participatory inventory techniques;
- Estimate the wildlife, timber and non-timber potential in the FC;
- Propose a map of sectors for each FC;
- Draft the inventory reports;
- Organise a meeting to present the results to each community;
- Finalise and submit the participatory survey reports.
3. Expected results
The following results are expected for each community forest:
- The estimated potential in terms of woody and non-woody species, in particular fauna,
flora and non-woody forest products is known;
- A map of the sectors is produced;
- The minutes of the training meetings of the community members involved in the work
and the results are available.
4. Methodological approach
It is in line with that contained in the manual of allocation procedures and community forest
management standards.
5. Delivrables
Deliverable 1: A participatory prospecting report complying with the requirements of the
manual of allocation procedures and management standards for each of the three community
forests.
Deliverable 2: A financial report with supporting documents meeting WWF Cameroon
accounting standards.
6. Duration of the project
The duration of the service is 30 days.(10 days*3)
7. Consultant profile
The following criteria will be used to evaluate the proposals received from potential service
providers:
- Forest inventory certification (eliminatory criterion);
- Professional experience in inventory work;
- Good knowledge of the area in which the community forests are located.How to apply

b. A detailed financial offer, including all tax charges relating to your scheme.
c. A complete administrative file (bank account certificate, copy of the NIC of the person
in charge of the structure or the consultant, certificate of compliance, trade register if
applicable).
d. Copy of forest inventory approval.
8. Tender evaluation criteria
In the event of selection, the disbursement plan to be considered will give priority to costs
related to field equipment, transport and costs of casual staff involved in the field work to be
justified.
Eligible proposals will be evaluated on the basis of full and open competition, in strict
competition, in strict compliance with the combined score method, where the technical
proposal will be weighted at 90%, and combined with the price offer, which will be weighted
at 10%.
