THE EFFICIENT USE OF THEIR INCOME FOLLOWING THE INCREASE IN THE PRICE OF COCOA
TERMS OF REFERENCE (ToR)
1. CONTEXT AND JUSTIFICATION
In the TRIDOM Cameroon landscape, since 2019, WWF has been implementing several projects and programs
including Mobilizing More Money for Climate (MoMo4C) which aims to promote relevant initiatives to face or
adapt to the effects of climate change in vulnerable areas. Developed using a progressive approach and referenced
by national policies and the Common Action Framework to combat cocoa-related deforestation. WWF
Cameroon is a signatory of the Common Action Framework for Deforestation-Free Cocoa developed by IDH
and the Cameroonian government.
This agreement commits WWF to promoting and supporting the deforestation-free cocoa approach, which
focuses on protecting forests in some areas of Cameroon within defined landscapes. The various funding sources
allocated for this purpose aim to sustain the work underway in the TRIDOM landscape by strengthening the
capacities of producers and cooperatives ensuring they adopt good agricultural practices thereby supporting their
journey toward professionalization.
They would then become business actors able to guarantee their credibility and reliability with national and
international partners and ready to build win-win partnerships. Producers aiming to produce high-quality
sustainable cocoa and partners ready to offer purchase prices and other significant services and benefits.
Since 2024, the cocoa price has been increased at the international market and this increase directly impacts the
local prices of cocoa in the TRIDOM Landscape. During the 2024 – 2025 big cocoa season, the increase was
500% passing from XAF 800 to almost XAF 4000. This amount can increase if the cocoa is of good quality and
has followed the sustainable production system through cooperatives. The dream of most cocoa farmers could
thus become reality: to considerably improve their family's standard of living by ensuring a better education for
their children, covering all their health needs, and food security, and improving their family's living environment.
Unfortunately, the reality on the ground is alarming: producers who suddenly find themselves in possession of
large sums of money, for the most part, engage in wild spending, from buying luxury cars to contracting new,
improvised, and questionable marriages, as well as excessive alcohol consumption, with the already identified
risks of serious illness.
To address this, WWF, which supports these producers, believes it is imperative to organize awareness-raising
campaigns to help them manage the substantial income they receive. In addition to training sessions within
cooperatives and other grassroots education activities, WWF plans to launch a media campaign by broadcasting
targeted spots on radio stations and social media platforms in the MINTOM, DJOUM, and YOKADOUMA
areas. These spots may also be extended to other regions as needed.

2. OBJECTIVES AND DELIVERABLES

The overall objective of the mission is to produce communication spots to serve during an awareness-raising
campaign
b) Specific objective:
• Identification of scenarios tools and methodology
• Production of short communication spots to be broadcast on radios and social media.
c) Deliverables
i. Deliverable 1 linked to OS1: Scenario, content, languages to be used, and tools to produce spots
ii. Deliverable 2 linked to OS2: Spots ready to be used.
3. METHODOLOGY
a. Guidance
In general, the consultation will be carried out starting with a meeting where clarification will be given to the
consultant to improve the understanding of the assignment.
b. Activities/methodology
The Service Provider is to propose the most appropriate methodology and/or technique for producing each
deliverable. Each deliverable will be subject to specific validation by the team in charge of monitoring
4. PERIOD OF THE MISSION AND DURATION
This activity will be carried out for three Months: From May 2025 to July 2025
However, a detailed timeline will be developed and approved by the project team before the commencement of
activities.
5. HUMAN RESOURCES NEEDS
The consultant will work closely with WWF’s Communication Team throughout the assignment, under
the coordination of the Senior Cocoa Expert. This assignment will be integrated into the broader mission of

Profile of the specialist
Qualifications and competences
• Bachelor’s degree in communications or related field: A degree in Communications, Public Relations,
Journalism, or a related field. A higher degree is an advantage.
• Excellent writing and verbal communication skills: Must be able to craft clear, concise, and compelling
messages for various audiences and channels, both written and verbal.
• Strategic thinking and planning skills: Should be capable of developing and implementing comprehensive
communication strategies that align with organizational goals and objectives.
• Digital literacy and social media expertise: Must be proficient in social media platforms, content
management systems, and other digital tools to reach and engage target audiences.
General working experience
• Mid-level (4-7 years of experience)
• Independent communication projects and campaigns
• Developing and implementing communication strategies
• Media relations, crisis communication, and stakeholder engagement
Other technical criteria
• Experience writing and editing for various channels (press releases, social media, websites, etc.)
• Knowledge of communication principles, theories, and best practice
• Familiarity with radio development spots (e.g., Adobe Creative Suite and other designing and illustration
software)
• Experience with project management tools and software
• Understanding of analytics and metrics for communication campaigns
The cost of technical support from other experts and support staff, which is at the sole discretion of the specialist
is not invoiced and is covered in the fees and other costs of the consultant.
Office and material,
An office will not be allocated to the Service Provider, however, the Service Provider may use, if necessary and
available, the facilities of the project unit based in the study area.
No material will be made available to the Service Provider
