REQUEST FOR PROPOSAL – FUEL SUPPLY SERVICES
1. Background
Clinton Health Access Initiative (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low- and middle-income countries. In Cameroon, CHAI operates programs supporting HIV, malaria, reproductive health, vaccines, and health systems strengthening. As part of our operational needs, CHAI is seeking to partner with a reputable fuel company based in Yaoundé to supply fuel to its fleet of vehicles and generators.
2. Invitation to Tender
CHAI invites proposals from licensed fuel providers in Yaoundé capable of supplying fuel through a prepaid card system, such as TOM cards. The contract will cover a one-year period, renewable based on performance and operational needs.
3. Technical Proposal Requirements
Bidders are expected to submit a technical proposal including the following:
- Company profile, including legal registration and licenses
- Experience in institutional fuel supply
- Details of card management system (e.g. TOM cards), including how fuel consumption is tracked and reported
- List of available service stations in Yaoundé (and other cities if available)
- Any additional services offered beyond fueling (e.g. oil changes, car wash, minor vehicle servicing, fleet management tools, mobile apps)
4. Financial Proposal
The financial proposal should include:
- Price per liter of petrol and diesel, including whether rates vary by volume or type of usage
- Any fixed administrative costs (e.g. card issuance fees, replacement fees, account maintenance charges)
- Payment terms (e.g. prepaid, monthly billing, credit limits)
- Discounts or benefits applicable to institutional clients
5. Evaluation Criteria
