Period of assignment/services: 01 Month

TERMS OF REFERENCE
Hiring of Individual Consultants Videographer/Photographer) to visually document PPRD Projects In the NW And SW Regions
Duration: 1 Month
Duty station: 1. North-West region (Boyo, Bui, Donga-Mantung, Menchum, Mezam, Momo, and Ngo-Ketunjia)
2. South-West region (Fako, Koupé-Manengouba, Lebialem, Manyu, Meme, and Ndian)

1. Context and Rationale
Cameroon has been experiencing a socio-political crisis in the Northwest and Southwest Regions since 2016, causing a huge death toll in both the civilian and combatant populations, economic decline, and a huge number of internally displaced persons and refugees. The crisis in the NW and SW has broken the social fabric, damaged public infrastructure, and slowed down the economies of both Regions as shown in an assessment done by the Ministry of Economy, Planning and Regional Development (MINEPAT) in 2019 and updated at the end of 2020.
In terms of housing, over 116,000 persons have been affected, with more than 23,273 housing units damaged or destroyed, with approximately 107 villages burned in the NW region and 99 in the SW region. The education sector has suffered immensely, with approximately 174 out of 555 schools damaged in the NW region and around 119 out of 501 schools damaged in the SW region. Health facilities have also been targeted, with approximately 13% of health facilities damaged in the NW region and about 10% in the SW region. Transportation infrastructure has been heavily impacted, with approximately 258 km of roads and 14 bridges damaged in the NW, while 315 km of roads and 26 bridges were affected in the SW.
Economically, the crisis has devastated key sectors such as agriculture and livestock. Agricultural production has plummeted by 51% in the NW region and 39% in the SW region, with significant drops in the production of essential crops like Arabic coffee and cocoyam. Livestock damages have also increased substantially, with livestock numbers and productivity declining sharply.
It is based on this assessment that one of the recommendations of the Major National Dialogue (the Reconstruction plan for the NW and SW Regions) materialized through the Presidential Plan for Reconstruction and Development (PPRD).
The government of Cameroon and UNDP collaborated in the formulation of the PPRD of the Northwest (NW) and Southwest (SW) Regions. The PPRD fits into the government’s efforts to resolve the current crisis in these two Regions. It is against this backdrop that UNDP has engaged in Recovery activities in both regions.
Since its launch, UNDP has realized key infrastructure such as health centres, schools, and water points, significantly improving access to basic services in crisis-affected communities.
To enhance visibility, promote accountability, and strengthen community ownership, UNDP seeks to document the progress of completed infrastructures. This assignment entails the production of high-quality photographs and videos that showcase community impact, infrastructure use, and testimonies.
2. Objectives
The overall objective of this assignment is to enhance the visibility of the PPRD infrastructures. Specifically, the assignment aims to:
• Produce high-quality visual documentation (photos and videos) of completed infrastructure.
• Collect outcome data from the use of the completed structures.
• Interview key stakeholders to express their views on the structures and the changes they brought to the community.
3. Working Methodology
The consultant will work closely with the UNDP Communication and Project Team, Responsible Parties, and beneficiaries.
An initial inception meeting will be held to align expectations, communication guidelines, and deliverables.
A detailed filming schedule and storyboard will be submitted for approval before filming begins.
Field missions will be coordinated with UNDP Communication and Project Team, to document the completed infrastructure.
Raw footage will be shared with the UNDP Communications Team at designated milestones for feedback.
Regular progress reports will be submitted, and drafts of the works will be reviewed collaboratively before final submission.
Ethical standards will be strictly respected, ensuring informed consent is obtained from all persons featured.
4. Key Content to be Produced (Deliverables)
At least 40 photographs per site depicting infrastructure use, community interaction, and context.
One 1-minute highlight video per site
One 4-minute impact video per site with testimonies and activity coverage.
Organized archive of visuals, including captions, metadata, and consent forms.

5. Technical Specifications:
I. Videos:
• Format: Full HD (1920 x 1080 pixels) or higher.
• Frame Rate: 24 or 30 fps.
• Color Grading: Natural and vibrant, reflecting real conditions.
• Audio: Clear, processed for noise reduction; interviews must be understandable.
• Subtitles: English where the interview is conducted in Pidgin.
• Versions: Provide both clean (without music or graphics) and edited versions (with music, graphics, and subtitles).
• Style: Story-driven, emotional, and informative; footage should be stable (use tripod, gimbal, or stabilizer).
• Drone: Use drones for overview shots to enhance the quality and visual appeal.
II. Pictures:
• Format: High-resolution JPEG and RAW formats.
• Orientation: A mix of landscape and portrait.
• Editing: Light retouching only (color correction, brightness/contrast adjustment), no heavy filters, and no logos or tags on the pictures
• Metadata: Include basic metadata (location, date, project activity, beneficiary consent).
• Style: Bright, vibrant images showing human emotion, action, and transformation.
• Drone: Use drones for overview shots
6. Scope of Assignment
The assignment covers completed infrastructure in the NW and SW regions This include schools, health centers, water points, bridges, women centers, markets etc. See below a summary of the number of projects grouped in nine (9) lots for both regions per the divisions.

7. Qualification Criteria:
I. Education: Degree or diploma in videography, photography, mass communication, media, or a related field
II. Proven experience in videography and photography, particularly in documenting development projects.
III. Strong storytelling skills and ability to capture compelling narratives.
IV. Proficiency in video editing and film production. Evidence of at least 2 previous cinematographic works
V. Ability to work in a conflict-affected environment and adapt to challenging conditions.
VI. Excellent communication and interpersonal skills.
VII. Be able to maintain strict confidentiality regarding the content that will be included in the video. The video will be the exclusive property of UNDP, and the contractor is not allowed to share it with an external audience.
VIII. The fact that the contractor/consultant contracted with UNDP in the past with satisfactory delivery is an added value.
IX. Fluency in written and spoken English language is required. Knowledge of Pidgin English or a Local language of the SW or NW Region.

10. COPYRIGHT
UNDP will hold copyright of all content produced under each assignment.
Consultants can display and use final product as part of their portfolio to reference of work done with UNDP.
UNDP Cameroon holds the right to use the content in perpetuity in web and on multimedia platforms for an unlimited period.
UNDP Cameroon holds the right to transfer the content produced to third parties for their use such as donors, partners, government, other UN offices and agencies.
11. SECURITY
The responsibility for the safety and security of the Consultants, their personnel and property, rests with them. The Companies shall:
Put in place an appropriate security plan and maintain the security plan, taking into account the security situation where the services are being provided.
Assume all risks and liabilities related to the companies’ security, and the full implementation of the security plan.
12. PRICE PROPOSAL AND SCHEDULE OF PAYMENTS
UNDP will issue a contract based on the deliverables outlined in this Terms of Reference to engage the selected consultant. The contract will follow an output-based payment modality, regardless of any extension of the duration specified.
The total amount quoted in the consultant’s financial proposal must be an all-inclusive lump-sum, covering all costs required to deliver the assignment. This includes the professional fee, communication, transport, accommodation, subsistence, and any other applicable costs the consultant may incur in completing the assignment. No additional costs outside those explicitly stated in the approved financial proposal will be reimbursed.
PAYMENT SCHEDULE
Payments will be made in line with the approved payment schedule, upon certification of satisfactory completion of each deliverable by the Programme Coordinator of the Recovery Programme at UNDP Cameroon. The proposed payment schedule is as follows:

13. RECOMMENDED PRESENTATION OF OFFER
Interested individual consultants are required to submit the following documents to demonstrate their qualifications and suitability for the assignment:
I. An updated Curriculum Vitae (CV): The CV should clearly outline relevant academic and professional experience, particularly in video and photo production. Experience working in or with stakeholders in the North-West and South-West regions is an added advantage.
II. Technical Proposal: A concise document outlining the following:
A brief explanation of why the applicant considers themselves the most suitable for the assignment.
A clear and structured methodology for delivering the assignment, in line with the Terms of Reference.
A proposed work plan showing key activities, deliverables, and indicative timelines.
III. Contact details of the applicant: Include a valid phone number and email address.
IV. Contact details of two (2) professional referees: Referees should preferably be former supervisors familiar with the applicant’s work in similar assignments. Provide the full name, title, organization, phone number, and email address for each referee.
V. Financial Proposal: A financial offer indicating a fixed all-inclusive lump-sum contract price, supported by a detailed breakdown of costs. This should include the consultant’s professional fee, and any foreseeable costs related to the assignment (e.g. transport, accommodation, communication, incidental costs etc). The financial proposal should follow the standard UNDP template.
