As part of the implementation of the "Cameroon Agroforestry and Nature+ Opportunities for People's Empowerment (CANOPE)" project, WWF is looking for a Consultant to produce land use maps for 05 community forests (ABASSIANI, ADENAM, AJAM, ASDEL and EFOULANE-MEYONG) in the Mintom district, Dja and Lobo Department, South Region of Cameroon.
1. CONTEXT AND JUSTIFICATION
The overall objective of the Cameroon Agroforestry and Nature+ Opportunities for People's Empowerment (CANOPE) project is to preserve the ecosystem and biodiversity of the TRIDOM-Cameroon landscape, by promoting the adoption of nature-friendly solutions and strengthening the empowerment of Indigenous Peoples (IPs) and Local Communities (LCs).
This project also focuses on governance issues, working specifically with indigenous and local communities to improve their livelihoods. Its contributions are divided into four main themes: Forests, Food, Climate and Energy, and Governance Practices.
Within the framework of the Forests theme, the project aims to improve the management of 18,468 hectares of community forests and other non-permanent forests located in the municipalities of Mintom and Djoum (TRIDOM landscape). To this end, it promotes the development of cocoa-based agroforestry systems and other nature-friendly solutions in order to strengthen the empowerment of IPs and CLs and contribute to the project's vision.
To this end, the project plans to support these community forests in the development of Simple Management Plans (SMP), which will define the framework for their sustainable management. To have a complete SMP, knowing that communities carry out several activities in community forests, it is important to have a land use map for each community forest that the project supports.

2. OBJECTIVE
2.1 General objective of the service
Produce a land use map for the five selected community forests in the Mintom area using recent satellite imagery data and GIS analyses in order to obtain information that will enable a better understanding of the spatial distribution of the different use classes, identify crop areas, remaining forest areas and degraded areas, and provide a decision-making tool for the sustainable management of FCs.
2.2 Specific objectives
•
Collect and process high-resolution satellite images covering the 05 FCs;
•
Identify and classify the main land use classes, including in particular
▪
Dense, untouched forest;
▪
Degraded forest
▪
Cocoa crops
▪
Other cultures;
▪
Bare / degraded areas
▪
Watercourses and wetlands;
▪
Housing and infrastructure
•
Produce a validated thematic land use map;
•
Provide GIS files, statistics and a detailed technical report.

4. EXPECTED DELIVERABLES
•
Land use map of the 05 Community forests in PDF and JPEG.
•
GIS files: shapefiles, classified rasters, metadata.

Surface area statistics by occupation class (in hectares and percentage).
•
Technical report describing the methodology, results and recommendations.
5. START DATE AND DURATION OF THE CONSULTATION
The start date of activities is November 1, 2025 and the service will last forty (40) days.
6. PROVIDER PROFILE
The service provider must have:
•
Proven expertise in GIS (Geographic Information Systems), remote sensing and spatial analysis (ArcGIS, QGIS, ENVI, ERDAS or equivalent);
•
Ability to acquire, process and interpret satellite images (Sentinel, Landsat, etc.) for the classification and production of land use maps;
•
Experience in collecting and integrating field data (GPS, participatory surveys) to validate maps;
•
Good knowledge of national and international standards in forest mapping and land use.
7. THE TECHNICAL PROPOSAL INCLUDES THE FOLLOWING DOCUMENTS:

8. TEND EVALUATION CRITERIA
Eligible proposals will be evaluated based on full and open competition, in strict compliance with the combined score method, where the proposed technical proposal will be weighed at 80%, and combined with the price offer, which will be weighed at 20%.
It should be noted that failure to comply with the constituent elements of the bid offer is a disqualification criterion.
