The United Nations Children's Fund (UNICEF) in Cameroon is inviting local and regional manufacturing companies/producers for
pre-qualification through this Expression of Interest (EoI) for Programme supplies as per list below.
UNICEF intends to empanel manufacturing companies having proven expertise in the following production of supplies:
CATEGORIES OF GOODS
Water and sanitation: soaps, detergents, plastic buckets, basins, jerrycans, etc.
Non-food products: blankets, tarpaulins, kitchen equipment, etc.
Protective equipment against Covid-19: Pharmaceutical and/or locally manufactured masks, Hydroalcoholic gel in
various packaging, Thermoflash, etc.
Supply of school materials: pens, notebooks, rulers, erasers, etc.
Supply of wooden school furniture: wooden benches, desks/teacher chairs, cupboards, shelves, etc.
Printing services: books, brochures, flyers etc.
To respond to this request for EoI, all interested producers are invited to submit the documentations as stipulated in the
Expression of Interest form posted in UNGM at the following link:
Please read the requirements carefully to ensure that all documentations are submitted as well as the expertise.
An information sharing session will be held online on October 28th 2025 at 10:00 Hours Cameroon Local Time.
Companies(manufacturers) interested to apply for this EoI are encouraged to participate in this information sharing session.

IMPORTANT NOTE on submission of documents:
Interested companies must respond to this request for EoI and submit the required documents to dedicated email address camtenders@unicef.org with subject: “REOI–RO-CMR-2025-001 – Company Name”.
The companies may send as many e-mails as needed; however, the size of each e-mail (including the attachments) should not
exceed ten megabytes (10 MB). As an e-mail, can take some time to arrive after it is sent, we advise to send e-mail submissions
well before the deadline.
The companies are solely responsible for ensuring that all documents sent to UNICEF are readable, that is uncorrupted and free
from viruses and malware. Failure to provide readable files will result of documents being rejected.
For any queries related to this request for EoI, please send an email to yaoundesupply@unicef.org clearly indicating in the
subject line with reference "REOI–RO-CMR-2025-001". Any such queries should be submitted no later than 12:00 Hours
Cameroon Time on Monday, October 27, 2025.

SHORT TITLE OF ASSIGNMENT
Request of Expression of Interest for the establishment of an expanded list of companies (producers/manufacturers
only) of UNICEF Programme items and materials intended for delivery in UNICEF offices in the CEMAC zone
countries (CHAD/CAR/GABON/CMR/Equatorial Guinea....)
1. BACKGROUND
UNICEF works to ensure the survival, protection, and development of children through the procurement and timely
delivery of essential programme supplies and materials. To better serve the needs of children and communities in the
Central African Economic and Monetary Community (CEMAC) zone — comprising Cameroon, Chad, the Central African
Republic, Gabon, and Equatorial Guinea — UNICEF is seeking to broaden its network of reliable producers and
manufacturers.
The goal is to establish an expanded list of qualified manufacturers/producers that can supply UNICEF programme
items and materials in compliance with UNICEF’s quality standards, ethical requirements, and delivery timelines. These
programme items may include, but are not limited to, health, nutrition, education, water and sanitation, and child
protection supplies.
By identifying and prequalifying reputable producers and manufacturers within the region and internationally, UNICEF
aims to strengthen its local and regional supply capacity, reduce lead times, improve cost efficiency, and ensure
uninterrupted availability of critical supplies to CEMAC zone countries.
This Request for Expression of Interest (REOI) is part of UNICEF’s ongoing efforts to enhance supply chain resilience
and responsiveness in challenging operational contexts, where timely and consistent delivery of quality-assured
products is essential to meeting the rights and needs of children and their families.
2. OBJECTIVE
This EOI is intended to gather information from national manufacturing companies about their Operational, Financial
and Technical capacity to produce needed UNICEF programme supplies for Cameroon and neighboring countries
within a tight timeframe in order to contribute to UNICEF program goals.
The outcome of this REOI is to have a shortlist of suppliers specifically producers in UNICEF database who can deliver
various supplies as per list attached.
Shortlisted bidders may be invited to submit proposals for any upcoming (RFQ) Request for Quotation; (ITB)Invitation
to Bids; (RFP)Request for proposal to UNICEF based on the eligibility criteria specified in this EOI.
3. SCOPE OF WORK, TIMELINE AND DELIVERABLES
The needs may cover one or more of the following but is not limited to these:

4. QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Evaluation Method:
The technical evaluation shall be carried out in two stages.
• Stage 1
Stage-1 is a mandatory pass/fail stage where submissions will be screened to check whether the mandatory documents are
submitted or not. Only those submissions which pass the first stage will move to the next stage of evaluation.
• Stage-2
Those companies who pass the mandatory stage-1, their submissions will be evaluated against the Stage-2 Technical review of
samples will be done by an independent technical team on the basis of the conformity or not of the specifications. Only the
companies with complied items will be considered as technically compliant and will move on to Stage-3.
• Stage-3
In this stage bidders who pass the evaluation stage 1 & 2 shall be categorized based on their average turnover in the past three
years 2022 ;2023;2024. Companies will be categorized as A, B and C as per the table provided below.

Based on this categorization, companies may be invited to submit proposals for projects for various tenders advertised sometimes
depending on the requirements.

Please note that: only if all above answer have “yes” and that all the above documents are submitted, the company will

No additional communication will be made to seek submission of missing documents. It would be construed that the
company does not have those documents.

5. RIGHTS OF UNICEF
5.1 UNICEF reserves the following rights:
(a) to accept any proposal for this expression of interest, in whole or in part; to reject any or all proposals for this expression
of interest; or to cancel this solicitation process in its entirety.
(b) to verify any information contained in bidder’s response (and the bidder will provide UNICEF with its reasonable
cooperation with such verification).
© to invalidate any proposal for this expression of interest received from a bidder that, in UNICEF’s sole opinion has
previously failed to perform satisfactorily or complete purchase orders on time, or UNICEF believes is not in a position to
perform the contract.
(d) to invalidate any proposal for this expression of interest that, in UNICEF’s sole opinion, fails to meet the requirements
and instructions stated in this Request for Expression of Interest.
(e) to suspend or withdraw an award to a bidder at any time up until a contract has been signed with such bidder. UNICEF
is not required to provide any justification but will give notice prior to any such suspension or withdrawal of award.
5.2 UNICEF is not liable to any bidder for any costs, expense or loss incurred or suffered by such bidder in connection with
this Request for Expression of Interest or solicitation process, including, but not limited to, any costs, expense or loss
incurred as result of UNICEF exercising any of its rights in paragraph 5.1 above.
