1. Background
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S.
President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS).
The project provides strategic technical assistance and direct service delivery to achieve HIV
epidemic control among at-risk populations, strengthen global health security, expand tuberculosis
detection and treatment, improve maternal and child health, address malaria, and promote health
systems strengthening.
In Cameroon, the EpiC project supports the continuation and expansion of life-saving HIV
prevention, treatment, care, and support services, with a strong focus on community-led approaches
integrated with facility-based systems to close gaps in HIV case finding (first 95) while sustaining
progress toward the second and third 95 of the UNAIDS targets.
Family World International (FAWOI) is a civil society organization committed to fostering
autonomous and sustainable communities through capacity building, skills development, and
strategic partnerships. FAWOI operates across five thematic areas: Health, Education, Protection,
Economic Empowerment, and Developmentwith a strong emphasis on women’s and girls’ wellbeing.
FAWOI will implement the FHI360-led EpiC Cameroon project in the Southwest Region,
specifically in the health districts of Muyuka, Kumba North, Mamfe, Tombel, and Bangem.
2. Position Summary
FAWOI is seeking qualified and motivated HIV Testing Services (HTS) Providers to deliver
comprehensive community-based HIV screening, counselling, testing, linkage, and support services.
The HTS Provider will report to the Case Manager and work closely with peer outreach navigators
and the Monitoring & Evaluation team to ensure timely, ethical, and high-quality service delivery.
Each HTS Provider is expected to conduct a minimum of 300 HIV tests per month and identify at
least 10 new HIV-positive clients per month.
3. Key Responsibilities
A. Community Engagement
• Build trust with community leaders, key populations, local CBO staff, and health facilities.
• Participate in community dialogues, support groups, and health promotion activities to
stimulate demand for HIV services.
B. HIV Testing Services
• Mobilize community members for HIV testing, including targeted outreach to priority
populations.
• Provide health education on HIV prevention and treatment, PrEP, PEP, STIs, TB, and noncommunicable diseases.
• Participate in community mapping to identify at-risk populations using approved screening
tools.
• Mentor other team members on safe, ethical, and standard HIV testing practices.
C. Linkage to Treatment and Prevention
• Accompany newly diagnosed HIV-positive clients to health facilities for same-day ART
initiation (handshake model).
• Track clients who miss appointments or decline linkage and provide tailored follow-up
support.
D. Adherence and Retention Support
• Provide ongoing peer counselling for treatment adherence and psychosocial support.
• Conduct community follow-ups through home visits, phone calls, SMS reminders, and checkins.
• Support viral load monitoring by reminding clients of appointments and escorting them where
possible.
E. Documentation and Reporting
• Complete daily activity and data collection tools accurately and timely.
• Participate in daily debriefings with the Case Manager on testing uptake, linkage, and
retention.
• Maintain strict confidentiality and uphold client privacy at all times.
4. Required Qualifications, Skills, and Experience
Education
• GCE Advanced Level or Baccalaureate.
• HND in Laboratory Sciences or Nursing is a strong advantage.
Experience
• Must be a community member familiar with the assigned health district (candidates must
clearly indicate the district they are applying for).
• Experience working with CBOs, community outreach programs, PEPFAR-funded projects,
or HIV case management.
• Prior training in the 3-test algorithm and/or HTS demand creation is an added advantage.
Skills and Competencies
• Strong communication, counselling, and interpersonal skills.
• Fluency in local dialects is an added advantage.
• Ability to maintain confidentiality and build trust with clients and communities.
• Willingness to travel frequently within communities, households, and outreach sites.
• Sensitivity to cultural and sociopolitical contexts, including experience operating in insecure
environments where applicable.
• Basic computer skills.
