Summary of terms
A. Background
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and improving health outcomes in low- and middle-income countries by enabling governments and the private sector to strengthen and sustain quality health systems.
CHAI Cameroon has been operational since 2007, supporting the Government of Cameroon at both national and sub-national levels to deliver lifesaving health services across the country. Over the past decade, CHAI has supported the Ministry of Public Health (MoH) to reduce Maternal, Newborn and Child mortality, enhance the quality of Sexual and Reproductive Health (SRH) services, and improve the availability and accessibility of contraceptive products. Building on this work, CHAI recently received funding from the Hormonal Intra-Uterine Device (H-IUD) Access Group via the Catalytic Opportunity Fund (COF) to support the introduction of H-IUDs into Cameroon's public health system. CHAI Cameroon invites interested and capable individual consultants or organizations to submit proposals to provide graphic design consultancy services in support of the SRMNCH program, including the development of family planning (FP) information, education and communication (IEC) materials, H-IUD training modules, and enhancement of the Expanded Program on Immunization (EPI) e-learning platform. Offerors are invited to submit proposals in response to this RFP in accordance with Section D, Instructions for Preparation of Proposal and Submission to CHAI. This RFP does not obligate CHAI to make an award or fund an applicant, nor does it commit CHAI to reimburse costs incurred for proposal preparation.

- Questions and Answers
All questions regarding this RFP must be submitted in writing by the deadline above to chaicameroonprocurement@clintonhealthaccess.org with the subject line: "Graphic Design RFP – Clarification". CHAI will only consider written requests for clarification. Only written answers from CHAI will be considered official and carry weight in the RFP process. Answers of guidance received outside of the official channel from employees or representatives of CHAI will not be considered official information regarding this RFP.
2. Proposal Submission and Validity
All proposals must be submitted electronically to chaicameroonprocurement@clintonhealthaccess.org by the deadline above with the subject line: "Graphic Design RFP – Proposal Submission". If files exceed 10MB, the offeror should request an upload link by emailing with the subject line: "Graphic Design RFP – Requesting Upload Link". Proposals received after the deadline will not be considered. By submitting this proposal, the offerors confirms that the proposal is valid for a period of 60 days.
3. Award
CHAI will examine the offers to determine if they are complete, comply with all the conditions of the RFP, and have been duly signed and are in general order. CHAI will select the offer that represents the best overall value. CHAI anticipates making one award to one entity; but reserves the right to make no award, or to make multiple awards.
C. Eligibility Requirements
Offerors, regardless of entity status (individual consultant, for-profit, not-for-profit), must be legally registered or authorized to conduct business in Cameroon. A valid copy of a business license, professional registration, or equivalent documentation must be provided with the offer submission. All offers must be submitted using Annex A below and signed by the cognizant officer of the organization.
D. Instructions for Preparation of Proposal
Offerors are required to use the form in Annex A to reply to this RFP. Failure to provide all required information may result in rejection or disqualification. Information the respondent considers proprietary must be clearly marked as such and will be treated confidentially.
1. Technical Proposal
Offerors must submit a technical proposal addressing the Scope of Work in Section G. The technical proposal should include the following sections (maximum 10 pages total):
• Technical Approach and Methodology: Describe your proposed approach to designing, producing, and delivering the IEC materials, training modules, and e-learning content as outlined in the Scope of Work. Include your design process, quality assurance steps, and tools/software to be used (maximum 3 pages).
• Capabilities statement: Provide a detailed description of relevant past experience in graphic design for health communication, IEC materials, animations, and e-learning platforms. Include or attach a portfolio of at least 3 samples of directly relevant prior work (maximum 3 pages, with portfolio as an annex).
• Key Staff: Provide CVs of the consultant(s) who will carry out the work, demonstrating proficiency in Adobe Creative Suite, e-learning authoring tools (e.g., Articulate Storyline, Moodle), and bilingual communication in English and French (CVs as annex, not counted toward page limit). Could include key individuals who will complete the work and copies of CVs.
• Draft Work Plan: Provide a draft work plan showing major activities, milestones, and a timeline across the 6-month period of performance (maximum 2 pages).Could include a request for a draft plan for management of the scope of work
2. References
Offerors must complete the table in Annex A with past performance references. At least three references for similar work. References may be contacted by CHAI at any time during the evaluation process.
3. Budget
The resultant award will be deliverables-based. Offerors must provide a detailed budget in XAF (CFA Francs) showing costs associated with each deliverable, including labor, non-labor costs, materials, and any other direct costs. The budget must cover the full 6-month period of performance and be accompanied by a cost narrative explaining each line item and the assumptions used. Once the agreement is signed, no additional fees, taxes, or costs may be added post-award. Budgets must be accompanied by a brief cost narrative that describes each line item and the assumptions made in the total cost.
E. Evaluation Criteria and Negotiation
CHAI will make an award based on which proposal represents best overall value. CHAI may award to a higher-priced offeror if a higher technical evaluation score justifies the additional cost. The following criteria will be used to evaluate proposals:

Offerors are expected to submit their best offer. CHAI reserves the right to hold further discussions, conduct negotiations, ask for additional information, or request clarifications before making an award. CHAI reserves the right to hold a best and final offer or competitive range stage prior to award. CHAI may, at its sole discretion, ask for offerors to conduct oral presentations.
F. Terms and Conditions of Resultant Agreement
Any agreement resulting from this solicitation will be subject to CHAI's standard agreement terms and conditions. A copy is available upon request. . For the purpose of this solicitation, please note that the following terms apply:
I. Confidentiality: Information the offeror considers confidential or proprietary must be clearly marked as such. All such information will be treated confidentially by CHAI for assessment purposes only. Should the offeror anticipate submitting confidential or proprietary information, please contact the procurement focal point to request a copy of CHAI's standard NDA.
II. Intellectual Property: All materials, designs, source files, and deliverables produced under the resultant agreement shall be the sole property of CHAI upon delivery and final payment. The consultant/firm may not use CHAI-branded materials for any purpose without prior written consent.
III. Payment: Payments will be made upon CHAI's acceptance of deliverables, in accordance with the deliverables schedule agreed at award.
G. Scope of Work and Deliverables
1. Scope of Work
The consultant(s) will be responsible for the following:
Content Design and Production
• Support the mapping and structuring of content for family planning IEC materials and H-IUD training modules in collaboration with the CHAI SRMNCH team.
• Design and produce visually engaging materials including graphics, layouts, infographics, animations, and short videos for FP/H-IUD demand generation and health worker training.
• Convert IEC and training content into user-friendly digital and print-ready formats, including interactive PDFs, ensuring consistency, clarity, and accessibility across all channels.
• Configure and upload content on e-learning platforms as needed.
EPI E-Learning Platform Enhancement
• Review and refine existing platform content to improve accuracy, coherence, pedagogical flow, and alignment with current immunization program guidelines and national training standards.
• Improve the platform's user interface and user experience (UI/UX) to enhance interactivity, responsiveness, and the overall learning experience for health workers and district managers.
• Conduct usability testing with target users, document feedback, and implement iterative improvements to optimize performance and accessibility.
• Develop and integrate multimedia elements (animations, infographics) into e-learning modules to strengthen learner engagement and knowledge retention.
Collaboration and Quality Assurance
• Participate in CHAI internal and stakeholder review meetings to present design work, incorporate feedback, and deliver high-quality outputs on schedule.
• Maintain well-organized design files and platform content with proper version control throughout the assignment.
• Proactively propose innovative design solutions to enhance user engagement across materials and platforms.

3. Required Competencies
The consultant(s) assigned to this work must demonstrate the following:
• Proficiency in Adobe Creative Suite (Illustrator, InDesign, Photoshop, Premiere, After Effects) or equivalent professional design tools, including AI-assisted design platforms, with a demonstrated ability to produce professional, culturally appropriate, and visually clear materials across print, digital, and interactive formats.
• Familiarity with e-learning authoring tools such as Articulate Storyline, Rise, Adobe Captivate, or Moodle, and a working knowledge of basic principles of instructional and user-centered design.
• Strong time management skills with a track record of delivering high-quality outputs within agreed deadlines.
• Demonstrated ability to work collaboratively, respond constructively to feedback, and adapt to changing priorities.
• Clear written and verbal communication skills in both English and French, with ability to present design concepts and progress updates effectively to diverse audiences.
4. Period of Performance
The period of performance is six (6) months, commencing around April 1, 2026, and ending on or around September 30, 2026. The period of performance aligns with CHAI's current funding cycle. CHAI reserves the right to extend or terminate the agreement in accordance with its standard terms and conditions.
