FHI 360 anticipates the need for these services through 30 September 2026.
Following this tender, FHI 360 intends to establish a long-term service with the
selected provider to support recurrent needs. We intend to establish specific price
levels and parameters for ordering the services covered by this tender.
FHI 360 will issue specific purchase orders, as needed, for the acquisition of
services for the period covering right up to September 2026. The selected provider
must deliver the services described in the purchase orders issued by FHI 360.
This is not a guarantee, and the issuance of purchase orders is contingent upon
donor funding, programmatic needs and vendor performance.
Quote Validity:
Proposed Vendors agreed to hold prices in its offer firm for 90 days from the date
specified for the receipt of offers, unless another time is specified in an addendum of the
RFP.
Company Background
The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S.
Department of State (DoS) supports the implementation of the Meeting Targets and
Maintaining Epidemic Control (EpiC) project in Cameroon. EpiC Cameroon strengthens
HIV prevention, testing, care, and treatment services, particularly among vulnerable and
high-risk populations, including key populations, children/adolescents living with HIV, and
pregnant and breastfeeding women.
Project Background:
Meeting Targets and Maintaining Epidemic Control (EpiC), is a global project funded by the
U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of
State (DOS), that provides strategic technical assistance and direct service delivery to
achieve HIV epidemic control among all at-risk populations; strengthen global health security
(GHS), including outbreak response; expand tuberculosis detection and treatment (TB),
improve maternal and child health (MCH), address malaria; and promote health systems
strengthening (HSS) including supply chain management.
The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV
prevention, treatment, care, and support services in Cameroon, building upon the
foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening
community-led platforms and integrating them with facility-based systems to increase access
to quality HIV-related services for the general population at higher risk of HIV. The program
will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining
the gains of the second and third 95 of the UNAIDS target. Collaboration with the
Government of Cameroon (including the Ministry of Public Health and the National AIDS
Control Committee), PEPFAR clinical partners, the Global Fund, and local community
organizations will be essential to ensure the delivery of high-quality, evidence-based case
finding, family-centered where necessary and population-specific interventions.
Scope of Work

As part of the implementation of the EpiC Project in Cameroon, Family Health International
(hereinafter referred to as "FHI 360") is soliciting written price quotes from service providers
for the design and printing of registers, booklets and forms for FHI 360 Cameroon.
FHI 360 is obligated to pay only for services ordered through purchase orders issued and
delivered by the provider in accordance with the terms and conditions of the proposal in
the long terms service. Bidders are responsible for ensuring that their bids are received by
FHI 360 in accordance with the instructions, terms, and conditions described in this
Request for Proposals (RFP). Failure to comply with the instructions described in this RFP
may result in the disqualification of a bid.
Only written responses sent by FHI 360 will be considered official and will be taken into
consideration in the tendering process and subsequent evaluation. Any verbal information
received from FHI 360 employees or any other entity should not be considered an official
response to any question regarding this tender.
Proposal
Service providers wishing to submit a bid in response to this RFP are invited to submit their
proposals, which must include the following elements:
- Company presentation including, but not limited to:
• General information about the company,
• Presentation of the company's experience in the design and printing of registers,
booklets and forms.
Presentation of at least 5 examples of projects similar to our request that the service
provider has completed within the last four years, accompanied by high-quality color
photos.
• Reference certificates and a list of at least 3 professional references that FHI
360 may, at its discretion, contact (Client's Social Security Number, full name,
position, contact information - phone number and email address of the contact
person).
• The company's administrative file, including a copy of the Tax Identification
Number certificate, Trade Register certificate, a copy of the Professional Tax
certificate, and a copy of the National Identity Card of the company's legal
representative.
• Contact person: name, contact information (postal address, email, other), and
phone number of the person in charge of the file.
• A quote A financial statement indicating the price for each service in Francs
CFA (XAF), excluding VAT (AMOUNT HT), the VAT amount, and including VAT
(TTC).
Price offers in response to this RFP must present fixed, lump-sum unit prices, all
inclusive, including services and all other costs related to transportation and delivery
to the destination: FHI360 Offices in all the zones, regions of Cameroon.
Prices must be submitted in Francs CFA (XAF) Price offers must remain valid up to
September 2026. -Bidders are requested to submit quotations on official letterheads,
stamped and signed.
-Price offers must indicate acceptance of the payment terms listed below by FHI 360:
• No advance payment or security deposit.
• Payment by bank transfer within thirty net working days of receipt and
acceptance of invoices by FHI 360.
• Provision of two original, stamped, and signed letterhead invoices showing:

EVALUATION CRITERIA & AWARD OF SERVICE:
The Service will be established with the selected service provider whose offer
complies with the instructions of this RFP, who meets the eligibility requirements, and
who is considered to offer the best value for money based on a comparative technical
and financial analysis, according to the application of the following evaluation criteria:
