Care and Health Program (CHP) is a Non-Governmental Organization (NGO) established in 1996 and based in Cameroon. For over 30 years, CHP has been involved in prevention-related activities, including research on STIs/HIV/AIDS, PMTCT (Prevention of Mother-to-Child Transmission), family planning activities, community research and awareness campaigns on pandemics and endemic diseases, and the fight against vandalism and drug use, not only in Cameroon but also in Central and West Africa.
As part of the implementation of the project to strengthen surveillance of Guinea worm disease in Cameroon, CHP is a partner of the Carter Center.
In the context of this project, CHP is recruiting the following profiles:
I- Job Title: Community Surveillance Supervisor (8)
Contract period: 3 Months, beginning from May 1st, 2026
Place: Guere and Yagoua Districts

Summary:
The Community Surveillance Supervisors for the Guinea Worm Eradication Program (GWEP) in Cameroon hold an important position within the GWEP initiative. They work closely with the communities that are at-risk for Guinea Worm (GW), village volunteers and community stakeholders, as well as Subdivision Health Departments and relevant partners/stakeholders on the Guinea worm eradication efforts in specific areas (villages) targeted for active community-based surveillance and interventions. The Community Surveillance Supervisor is responsible for ensuring the implementation of the community-based surveillance system in their assigned villages and the implementation of key interventions to interrupt the transmission of GW (vector control, health education, filter distribution and update, advocacy for provision of safe water, tethering/proactive tethering, etc.). The Community Surveillance Supervisors are responsible for training and supporting Community Surveillance agents and village volunteers, and ensuring a positive relationship between the community, community leaders, and the Guinea Worm Eradication program.
This position will be primarily based in two health districts, Guere and Yagoua. Daily responsibilities are expected to be conducted at the community level, which will include work in more remote and distant locations. A Community Surveillance Supervisor is typically responsible for between 3-5 villages/communities; however, this is subject to change based on distances between locations, number of households in a community, geography of the area, and epidemiological factors.
Community Surveillance Supervisors report directly to Guinea Worm Eradication Program Officer/s.
Education & Experience/Minimum Qualifications :
• High School Diploma or equivalent work experience and one (1) year of proven experience working with public health/community-based programming.
• Experience electronically recording data.
• Strong interpersonal skills.
• French and fluency in language of the community within the assigned coverage area is required.
Key Responsibilities
1- Responsible for ensuring the implementation of the community-based surveillance system and the implementation of key interventions to interrupt the transmission of GW vector control, health education, filter distribution and update, advocacy for provision of safe water, tethering/proactive tethering, etc.) in the assigned villages and communities.
2- Responsible to ensure every endemic village has at least two volunteers, with consideration for gender parity.
2. Responsible to ensure every village under active surveillance has at least one community surveillance agent.
3. Responsible to ensure all interventions and surveillance activities are implemented as per the Standard Operating Procedures/Technical Guidelines within their specific coverage areas. This includes but is not limited to :
• Investigation of GW rumors within 24-hours.
• Supporting/ensuring case/infection containment
• Ensuring all targeted households (HHs) receive, maintain, and know how to use their cloth/cone/pipe filters
• Treating all targeted and eligible water-sources with vector control, on the approved cycle.
• Ensuring daily health-education activities occur
• Ensuring knowledge of the cash reward for Guinea Worm case identification is at least 80%
4. In coordination with Program Officers and/or Technical Advisors, supports annual Guinea Worm Community Surveillance Agent and village volunteer trainings, and ensures village volunteers are trained on effective surveillance and delivery of community-directed interventions.
5. Coordinates mass health education activities with Community Surveillance agents and village volunteers.
6. Conducts and leads monthly community surveillance agent and village volunteer meetings.
7. Conducts community meetings, in coordination with Program Officers / Technical Advisors, as needed.
8. Re-supplies Community Surveillance Agents with required intervention materials (filters, health education materials, etc.)
9. Maps and collects baseline information on communities and waterpoints and ensures these are updated on a monthly basis and communicated to the Data team.
10. Collect, screen, and submit monthly GW data with the Program Officer. Ensure copies are shared with relevant authorities and partners.
11. Support GW assessment and survey activities.
12. Support integrated health activities, for example during Mass Drug Administrations (MDA), as requested by their supervisor.
13. Identifies potential risks to the program implementation and develop mitigation strategies with the Program Officer.
14. Monitors use of community registers and their accurate summary into carbonized forms, and/or electronic data collection tools.
15. Supports the Program Officer in providing relevant health entities, government administrators, political leaders and partners with reports as approved by the Program Manager.
16. Ensures compliance with all organizational policies and procedures Coordinates efficient office procedures in support of program activities.

II- Job Title: Data Clerk

Summary:
The Data Clerk, under the direct supervision of the GWEP Data Manager assists technical staff and program managers by providing accurate technical data for programmatic decision-making.
This position is based in Nouldaina with travel to Guinea worm endemic communities and Carter Center-assisted areas.
Education & Experience/Minimum Qualifications :
• High school diploma and two (2) years proven experience with data entry in a similar role.
• French fluency
Key Responsibilities
1. Enter key surveillance data gathered from Field Agents, Supervisors, and Technical Advisors/Field Officers into appropriate databases:
o Rumor and Infection line lists
o Abate databases
o Proactive Tethering (APCC) databases
o Filter distribution databases
2. Review and correct hand-written and electronic data reports.
3. Support filing of monthly synthesis, investigation, other surveillance reports.
4. Communicate with Field Agents, Supervisors, and Technical Advisors regarding data discrepancies and errors and ensure issues are resolved effectively.
5. Generate basic data analyses.
6. Review and correct output reports of any errors.
7. In coordination with the Program Officers, and the local Health Department, prepare Guinea Worm samples and ensure prompt sending to Yagoua, and coordinate with the Data Manager and Operations Manager to ensure shipment to the US Centers for Disease Control and Prevention, USA.

Summary:
The Guinea Worm Eradication Program (GWEP) Data Manager is responsible for supporting the implementation and management of the Carter Center–assisted Guinea Worm Eradication Program’s database systems in the Guere and Yagoua Health Districts, as well as in any additional areas where the program expands within Cameroon. This role ensures the accuracy, consistency, and timely use of data to inform decision-making and program planning.
The Data Manager oversees data collection, entry, analysis, and reporting, and supports the development and maintenance of data standards and tools. The position also provides training to field and health personnel on electronic data collection systems and promotes best practices in data management, storage, and integrity.
This position reports directly to the GWEP Program Manager and is primarily based in Yagoua, with regular travel to Guinea Worm–affected communities in the region. Occasional travel to Yaoundé (approximately 15%) may be required to attend meetings, workshops, or training.
Education & Experience Minimum Qualifications:
A bachelor's degree in data analysis, statistics, or a related field, and six (6) years of data collection, management, analysis, and reporting, preferably within the public health or global health sectors OR an equivalent combination of education, training, and experience.
Key Responsibilities:
• Data Standards and Accuracy:
Support the development and maintenance of data standards to ensure consistency and accuracy in data usage across reports and queries.

• Guinea Worm specimen/sample handling:

IV- Job Title: Program Officer GWEP

Summary:
The Program Officer will collaborate with the appropriate ministries, health departments and partners in the districts of Yagoua and Guere to implement Guinea Worm Eradication Program (GWEP) activities in the Extreme North East region.
This is a key position based in the most prioritized areas for the program. Currently, these are the health districts of Yagoua and Guere, covering 14 health areas and 153 villages. The location is subject to change based on changing epidemiological factors. Travel to other locations in the region due to training, case/infection response, and other technical needs is expected.
Program Officers are directly involved in collaborating with the health authorities and the communities in the Extreme North to implement and monitor the community-based surveillance system and all interventions to interrupt Guinea worm transmission (GW).
The Program Officer (GWEP) will report directly to the GWEP Program Manager. They are responsible for supervising Field Supervisors in their coverage areas. Travel to Guere, Yagoua, Gobo, Maroua, and neighboring subdivisions/districts for the purposes of training, attending meetings, and conducting health interventions may be required.
Education & Experience/Minimum Qualifications:
• Bachelor’s degree in public health, epidemiology, or similar field and three (3+) years’ experience working with public health/community-based programming OR a combination of skills, experience, and Education.
Key Responsibilities
1. Collaborate with the Cameroon Ministry of Health (MOH), Regional Health Directorates, District Health Departments, and other relevant partners on Guinea Worm Eradication Program (GWEP) activities.
2. Actively participate in the development of an annual GW plan of action (PoA) and ensure the implementation of activities as per the plan.
3. Supervise all aspects of program planning, implementation, evaluation of surveillance, and knowledge awareness activities in Guere and Yagoua Districts, specifically at the assigned municipal levels.
4. Conduct supportive supervision visits within Guere and Yagoua Districts in collaboration with the Program Manager and staff from the Ministry of Health, Regional Health Directorates and Municipal Health Departments.
5. Supervise Field Supervisors within designated coverage area.
6. In coordination with the GWEP Program Manager, partners, and relevant government authorities, organize annual trainings for Supervisors, District Health Workers, Field Agents and volunteers. Ensure that appropriate training is provided at all levels.
7. Conduct monthly Supervisor meetings in designated coverage areas.
8. Support Supervisors to conduct monthly field agent and volunteer meetings in each supervisory area.
9. Collaborate with the Data Officers to compile monthly, quarterly, and annual reports, and submit them to all concerned stakeholders.
10. Ensure frequent and consistent travel to communities and villages to provide technical assistance to field officers/volunteers and ensure the quality of implemented activities and reporting.
11. Oversee and ensure all technical interventions to interrupt GW in the prioritized municipalities are implemented at a high level and with the buy-in of all parties, especially community members and community leadership.
12. Attend review meetings and other task force meetings assigned by the GWEP Program Manager.
13. Work closely with the Data Manager, Assistant Data Manager, and Data Clerk to ensure timely and proper management of data.

Summary:
Under the direct supervision of the Senior Operations Officer, the Logistics Assistant/Store/Warehouse is responsible for supporting the logistics and supply chain operations of the Carter Center in Yagoua. This role involves managing inventory, coordinating the receipt and dispatch of goods, maintaining accurate records, and ensuring efficient storage practices. The Logistics Assistant/Store/Warehouse will report to the Senior Operations Officer in Yagoua to ensure that logistics activities are carried out in compliance with organizational policies and procedures and may oversee loaders and casual workers.
This position will require frequent travel to areas of GW operations in Yagoua and other parts of Cameroon.

The Program Officer : He/She will be working closely with the GW team at MOH and the GW program team in the Field to prepare the various activities to be implemented according to the approved WP so that the CHP accounting team will be able to better cost them, make sure that the approved WP is implemented according to the timeline, verify that the various program indicators are met .
The Program Officer, is in charge of monitoring and evaluation of the project.
