Provision of Tax Health Check Services for Evidence Action Cameroon
Evidence Action Cameroon (“Evidence Action”), an international NGO implementing evidence-based public health programs — including support to the Ministry of Public Health under the Triple Elimination of HIV, Syphilis and Hepatitis initiative — invites qualified, duly accredited tax advisory / tax audit firms to submit tenders for the provision of Tax Health Check Services.

Background & Objective
As part of its commitment to sound financial governance and regulatory compliance, Evidence Action Cameroon wishes to commission an independent, historical tax compliance audit covering the entire period of its operations in Cameroon, from opening/registration of the country office to 31 August 2026. The objective is to assess the organization's tax compliance position and provide a clear, actionable roadmap correcting any errors, omissions, underpayments, or overpayments identified, in accordance with Cameroonian tax law (Code Général des Impôts) and applicable CEMAC regulations.
Scope — Taxes & Obligations Reviewed
• Corporate income tax and/or tax-exempt status
• Payroll taxes: IRPP, Taxe de Développement Local, FNE, CFC, RAV/CRTV
• Value Added Tax (TVA)
• Withholding taxes on payments to third parties
• Business license tax (Patentes), local/municipal taxes, registration & stamp duties
• Annual tax return / financial statement filings (DSF)
• Any other applicable tax or parafiscal obligation, incl. CNPS cross-check
Duration & Methodology
Total duration: 2 weeks (10 working days), from kick-off to submission of the draft report. Week 1: inception, fieldwork, and reconciliation of declared vs. paid taxes. Week 2: transaction testing, quantification of exposures/credits, drafting of report and corrective action plan, and restitution meeting. Final report due within 5 working days of receiving Evidence Action's comments on the draft.
Qualifying Conditions
• Valid practicing license(s) from relevant Accounting/Taxation bodies
• Valid Tax ID (mandatory)
• VAT certificate, if available
• Evidence of registration with CAC
• Valid Tax Clearance Certificate
• Company profile
• Good track record and references from previous clients
• A list of three (3) referees whom you have served
Proof of the above must be provided. Applicants cannot apply if not registered, bankrupt/going bankrupt, non-compliant on tax obligations, in an undisclosed conflict of interest, in serious breach of prior contracts, or on a US Government sanctions list.
Team Composition Required
• Head of Mission — Certified Tax Expert (Conseil Fiscal Agréé), licensed in Cameroon
• Senior Auditor 1 — Master 2 (or equiv.) in Accounting/Finance
• Senior Auditor 2 — Master 2 (or equiv.) in Accounting/Finance, plus a taxation certificate/diploma
Evaluation Process
Stage 1 (Preliminary): pass/fail review of 8 mandatory documents (registration certificate, CAC director documents, practicing licenses, Tax ID, VAT certificate, Tax Clearance Certificate, 3 client references, company profile).
Stage 2 (Technical, 100 pts — min. 75 to qualify): firm's experience in tax audit services (years in business, clientele base, dedicated staff & experience) 50 pts; delivery time 15 pts; quality of prior work 15 pts; value for money 20 pts.
Stage 3 (Financial): commercial evaluation considering scope of cover relative to quality, price, payment terms, and delivery time.

Submission Requirements
• Submit the Bid Form together with a signed copy of the ITT
• Technical and financial proposals submitted together, in PDF, by email
• Email subject: “Reference EAC/ITT/250826/01 — Technical & Financial Proposals”
• Bid, correspondence, and documents must be in English
• All prices quoted in Cameroon XAF
• Bids must remain valid for at least 90 calendar days after the submission deadline
• Late bids will not be considered
