Summary:
The U.S. Embassy in Yaoundé is seeking a Human Resources Assistant to support key personnel functions for locally employed staff, including position classification, recruitment, and management of the merit-based compensation system. Other responsibilities include processing personnel actions, managing staff records, supporting Official Residence Expenses (ORE) staff hiring, and administering the awards and benefits programs.

Duties
Key Responsibilities


Position Classification



Prepares and reviews position descriptions for accuracy and determines when a position needs reclassification

Works with supervisors to resolve any issues with paperwork before submission for review


Recruitment



Advises supervisors on filling vacant positions, including guidance on hiring rules, equal employment opportunity requirements, and recruitment timelines

Writes and posts job announcements and helps ensure hiring managers understand different categories of applicants and the overall hiring process

Advertises open positions through the embassy's recruitment system, social media, and within the embassy community

Screens applications, coordinates interviews and language or subject-matter testing, and sends job offers to selected candidates and notifications to those not selected

Works with the Health Unit and Regional Security Office to help candidates complete required medical and security clearances, following up to prevent delays

May help with recruitment for other posts to meet hiring requirements

Reviews internal applicants for openings and prepares required documentation

Submits new employee paperwork to the payroll office for processing


Official Residence Expenses (ORE) Staff Support



Coordinates hiring for ORE staff working for the Ambassador or Deputy Chief of Mission, including advertising openings, screening applicants, arranging interviews, and coordinating security and medical clearances

Helps draft employment contracts and advises on local labor law, including calculating severance pay when required


Onboarding and Orientation



Assists with renewing work permits for staff who are not citizens of the host country

Prepares check-in and check-out paperwork for local staff and helps with documentation related to extending employment agreements

Leads HR briefings for new American officers on personnel matters affecting their teams

Helps new locally employed staff complete required employment, payroll, and benefits paperwork

Introduces new employees to their teams and supervisors, and walks them through the staff handbook, compensation plan, code of conduct, mandatory training, and terms of employment


Personnel Actions and Data Analysis



Processes a wide range of personnel actions, including new hires, promotions, salary changes, reassignments, extensions, suspensions, unpaid leave, resignations, and retirements

Serves as the embassy's point of contact with the payroll center for salary, allowance, and separation payment issues

Provides financial analysis and budget projections to support decisions on promotions, terminations, retirements, and awards programs


Performance Management and Training



Supports the performance management program by ensuring supervisors complete required performance plans and reviews on time and free of errors

Tracks deadlines and offers guidance on completing the necessary forms

Helps develop training materials and conduct presentations on topics like performance management, classification, and recruitment


Awards Program



Helps organize the embassy's awards programs, including planning ceremonies and following up on cash award processing


Records Management



Creates and maintains official personnel files, ensuring they are secure and only accessible to authorized staff

Maintains personnel and dependent records and supports the embassy's HR reporting needs


Other Administrative Duties



Reviews and updates the embassy's staffing plan, reflecting new titles, grades, and salary changes

Drafts or contributes to management notices and HR policies

Provides backup support to other HR and administrative staff as needed

Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a: 



Security Certificate; or 

Public Trust - background investigation Security Clearance. 


All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.


Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
A Bachelor’s degree in Business Administration, Public Administration, Human Resources, Psychology or Law is required.

Qualifications:
Experience: At least three (03) years of progressively responsible experience in a complex administrative field requiring high levels of customer service, in an international organization or large local organization is required.


Language: 



Fluent (speaking, reading, writing) in English.

Good working knowledge (speaking, reading, writing) in French.


This may be tested.


Job Knowledge: Good working knowledge of local labor law, and social security law as well as prevailing practices and customs as they apply to compensation, retirement, and other phases of personnel management is required. Good working knowledge of theories, concepts and practice of all aspects of HR Management: staff motivation, performance management, and position management in an organization is required.                   


Skills And Abilities: Good working knowledge of MS Word, Outlook, PowerPoint and Excel; Excellent customer service and interpersonal skills are required. Excellent organizational and formal presentation/public speaking skills are required. This may be tested.

The U.S. Mission offers a competitive compensation and benefits package for local employees. 


SALARY: The annual gross salary includes: the Basic Rate, the Miscellaneous Benefits Allowance, and the End-of-the-Year Bonus. Seniority Allowance is paid in accordance with local labor law. A Cashier allowance is paid for eligible positions.


MEDICAL BENEFITS: The U.S. Mission in Yaoundé directly reimburse eligible employees for covered medical expenses incurred for them and/or eligible dependents, subject to the stated limits of the Local Compensation Plan. 


LEAVE BENEFITS: Subject to the stated limits and rules of the Local Compensation Plan, employees are entitled to the following types of leaves: Annual Leave, Sick Leave, Maternity Leave, Special Leave.


HOLIDAYS: The U.S. Mission in Yaoundé and the Embassy Branch Office in Douala observe American and Cameroonian public holidays, about 19 holidays per year.

Once HR Office receives the medical clearance and the security certification, the applicant will receive a Formal Offer with an agreed start date.
