1. Background
FHI 360 is a global nonprofit human development organization dedicated to improving lives through
evidence-based, locally driven solutions. Through its projects in Cameroon, including the Strengthening
Infectious Disease Detection Systems (STRIDES) project, FHI 360 supports efforts to strengthen health
systems and improve public health outcomes. To support the implementation of project activities and ensure
the protection of critical office and information technology equipment against power interruptions and
voltage fluctuations, FHI 360 Cameroon intends to procure Uninterruptible Power Supply (UPS) units and
Automatic Voltage Regulators (AVR) 2000 VA in accordance with the specifications outlined in this
Request for Quotation (RFQ). FHI 360 therefore invites qualified, legally registered, experienced suppliers,
distributors, and authorized dealers of electrical and IT power protection equipment to submit quotations
for the supply and delivery of the required items. The selected supplier shall provide genuine, high-quality
products that meet the required technical specifications, warranty requirements, and delivery timelines while
demonstrating the capacity to provide after-sales support and all relevant product documentation. FHI 360
seeks a supplier that demonstrates professionalism, reliability, product quality, competitive pricing, and the
ability to ensure timely delivery. The issuance of this RFQ does not constitute a commitment by FHI 360 to
award a contract or enter into any agreement. FHI 360 reserves the right to accept or reject any quotation,
request additional information from bidders, negotiate with one or more bidders, or cancel the procurement
process at any stage without incurring any liability or obligation to any bidder.
2. Scope of Work
FHI 360 invites qualified and legally registered suppliers to submit quotations for the supply, delivery,
and warranty support of power protection equipment for its Garoua office. All equipment supplied must
be new, genuine, unused, and sourced through authorized distribution channels. The supplier shall be
responsible for delivery, installation (where applicable), commissioning, warranty support, and provision
of all relevant product documentation.

3. Supplier instructions and quotation format
Interested suppliers are requested to submit their quotations:

• Submit your proposal by email to cameroon.quotations@fhi360.org before the deadline stated
above.
• Use the following email subject line: “RFQ- EpiCFY25_032– Supply and Delivery of Uninterruptible
Power Supply (UPS) Units and Automatic Voltage Regulators (AVR) 2000 VA, Garoua
Cameroon”
• Proposed pricing, and any other applicable costs, must remain valid for at least thirty (30)
calendar days from the submission deadline. Bidders should clearly state any assumptions,
exclusions, and proposed payment terms.
• Late submissions may be rejected. It is the bidder's responsibility to ensure that the complete
proposal is received before the submission deadline.
• Requests for clarification must be submitted in writing to Cameroon.procurement@fhi360.org.
Any responses, amendments, or addenda that may affect all prospective bidders will be
communicated through the appropriate procurement clarification process.
4. Proposal Submission Requirements
Suppliers shall submit a complete proposal that includes the following:
• Valid and up-to-date administrative and legal documentation, including business registration and
applicable tax compliance documents.
• A detailed and signed Proforma Invoice indicating unit prices, quantities, total cost, applicable

taxes, and any other associated charges.
• Manufacturer's warranty information for the proposed equipment, including warranty period and
coverage details.
• Written acceptance of FHI 360's payment terms, namely payment by bank transfer within thirty
(30) days following satisfactory delivery of the goods and receipt of a valid invoice.
• Confirmation of product availability and a proposed delivery schedule, indicating the lead time
from receipt of Purchase Order (PO) to final delivery.
5. Evaluation and award methodology
Evaluation of quotations will be conducted in a fair, transparent, competitive, and documented manner in
accordance with FHI 360 procurement procedures. FHI 360 will assess quotations for completeness,
responsiveness, and compliance with the mandatory administrative, legal, and technical requirements
outlined in this RFQ for the supply and delivery of Uninterruptible Power Supply (UPS) units and Automatic
Voltage Regulators (AVR) 2000 VA.
Quotations that fail to meet the mandatory submission requirements or do not substantially comply with the
minimum technical specifications may be deemed non-responsive and may be excluded from further
evaluation.

6. General conditions and reservations
• Issuance of this RFQ does not constitute a commitment by FHI 360 to award a contract or
purchase any goods.
• FHI 360 reserves the right, subject to applicable policies and law, to amend or cancel this RFQ,
reject any or all quotations, waive minor irregularities where appropriate, request clarifications,
verify supplier information, and make no award.
• FHI 360 may conduct due diligence or background checks on prospective suppliers, consistent
with its policies.
• Costs incurred in preparing or submitting a quotation are the sole responsibility of the supplier.
• The selected supplier must comply with applicable laws, ethical business practices and FHI 360
supplier requirements, including any applicable safeguarding, anti-fraud, anti-bribery and
