TERMS OF REFERENCE

Purpose of consultancy:
The Information and Communication Technology (ICT) Consultant will support the management of the organisation’s resources, assisting in implementing ICT standards and applications, managing data, information and workflow and provide ICT and administrative support services and daily technical support to staff.
Scope of work:

Supporting the implementation of ICT management systems and strategies; complying with corporate information technology standards for the Country Office (CO), supporting the use of Enterprise Resource Planning systems for improved business results and improved client services;
Ensuring effective functioning of CO hardware and software packages; performing technical functions, including assisting with the installation and repair of commercial and in-house hardware and software applications; assisting with routine repairs, application management, maintaining supplies inventory; monitoring of server traffic and performance; provision of support in backing up and restoring files, and virus prevention; Coordinate with the HQ service (ITSO) on the addition of a CO switch to finalise the Meraki Mesh WiFi project,
Ensuring ICT security through restriction of administrative rights to prevent the loading of unauthorised software; ensuring that desktop, laptop and server passwords and related policies are in line with established corporate standards;
Supporting networks administration, including trouble-shooting network problems and responding to user needs regarding network access; Ensuring All ICT systems namely Firewall, Switches, Central UPS system, CCTV and Access Control/Biometric system, Photocopiers are operational.
Providing administrative support by managing software, hardware and parts, including the maintenance of an up to date inventory; maintaining CO databases and providing orientation and coaching to staff; maintaining a library of ICT related reference materials; preparation of statistical reports as required.
Providing support on system access requests and modification; as focal Point for Global directory and Global Service Desk, provide Help desk support to enable staff/personnel have access to ICT tools such as Google Apps, Email, and QUANTUM Enterprise Resource Planning Application. undertaking profile changes in the Biostar 2 biometric system and VoIP server for new or departing colleagues. All personnel contract , email access , groups and QUANTUM profiles request treated GSD requests done on behalf of personnel to re-establish their email access and GSD requests undertaken to resolve office issues
Duration and working schedule:
The consultancy will be for six months.
Place where services are to be delivered:
The ICT Consultant is located in Country Offices (CO) in Yaoundé.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The work of the ICT consultant will be reviewed on a monthly basis.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The ICT consultant will be required to provide a monthly report of activities based on the monthly work plans and an end of consultancy report to her/his direct supervisor.
Supervisory arrangements:
The ICT consultant will work under the overall supervision of the Resident Representative and reports directly to the International Operations Manager.
Expected travel:
The ICT consultant may make occasional travel to the regions as required.
Required expertise, qualifications and competencies, including language requirements:
Education:
Completed secondary education is required
A University Degree in Computer Science or related field is an asset
Knowledge and Experience:
Relevant certifications in hardware and software management and application ;
6 years of relevant working experience, including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications;
Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, ERP;
Some experience in client support, such as a Help Desk or User Support Unit.
Languages: Fluency in English and French.

Payment to the consultant will be on a monthly basis after a satisfactory certification of delivery.
