JOB TITLE: Logistics Management Information System _ LMIS Specialist (Consultant)
REPORT TO: Deputy Country Director
LOCATION: Yaoundé, Cameroon
PROJECT: USAID Global Health Supply Chain Program-Procurement and Supply Management
(GHSC-PSM) project in Cameroon
Background:
The purpose of the USAID Global Health Supply Chain-Procurement and Supply Management (GHSCPSM) project is to ensure uninterrupted supplies of health commodities in support of the United States’
Government (USG) funded public health initiatives around the world. The project provides direct
procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief
(PEPFAR), the US President’s Malaria Initiative (PMI). In supporting USG-funded global health activities,
GHSC-PSM will develop and manage a wide array of services for health commodity procurement and
related systems strengthening technical assistance encompassing different elements of a comprehensive
supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following
three project objectives:
• Global Commodity Procurement and Logistics,
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities.

GHSC-PSM is seeking a Logistics Management Information System (LMIS) specialist to serve in a
consultant capacity to evaluate and assess the current LMIS in Cameroon in collaboration with
consultants from the Global Fund. The purpose of this consultancy is to improve the performance of the
supply chain of health products overall and with special attention to HIV, TB, and malaria) plus covid-19
and reproductive health products. All work conducted under this scope will be conducted in close
collaboration with the Global Fund LMIS team.
This position is contingent upon funding approval from donor.
Principle Responsibilities and Deliverables:
• Conduct an assessment (qualitative and quantitative) of the LMIS in coordination with Global
Fund
• Design a unique LMIS architecture for said priority diseases while accounting for the weaknesses
and strengths of the currently existing system,
• Develop a LMIS implementation plan including the training of trainers as well as the training of
LMIS users, and the budgeted cascade training plan.
• Provide the tools (management tools, LMIS reporting tools, LMIS participant manual, trainer's
manual), LMIS User Procedures Manual, monitoring and evaluation plan.
• Develop a national LMIS continuing education strategy.
Job Qualifications
• Bachelor’s degree in an information technology or relevant field required.
• Minimum of 5 years of relevant work experience designing and coordinating large-scale MIS
programs required.
• Relevant experience specifically related to logistics information management systems and webbased systems strongly preferred.
• Extremely strong Computer Science fundamentals and analytical abilities; deep knowledge of
object-oriented programming languages such as Java, Python, C# or C++ and architectures, such
as microservices, SOA and distributed systems.
• Demonstrated experience for designing, managing, and implementing donor-funded MIS
programs in developing countries or low-resource settings highly preferred.
• Experience working on an USAID or donor-funded project preferred.
• Experience with public health supply chain in Cameroon preferred
• Experience with OpenLMIS or similar Open Source softwares highly preferred.
• Ability to work with cooperating partners in implementing complex programs.
• Excellent interpersonal, written, and oral communications skills; proven diplomatic and public
relations skills.
• Demonstrated leadership, versatility, and integrity.
• Fluency in French and advanced English is required.
Duration of Assignment
Approximately 4 months (Estimated September 2023 – December 2023, contingent upon approval of
funding by donor, with possibility of extension)
Location of Assignment
The location of assignment is in Yaoundé with intermittent travel throughout the country as needed.
Supervision
The LMIS Specialist shall report to the Deputy Country Director or his designee.
