UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Everyone is invited to participate in the struggle to meet the challenges ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

How can you make a difference?

The purpose of the consultant is to provide high-level technical support and advice to the CILM Coordinator to launch the PNDN in Cameroon and its advocacy plan to accelerate results in the nutrition sector.

Task and Responsibility

Support for the joint evaluation of the SUN Movement / Revitalization of platforms.
Support for the development of an advocacy action plan for each target audience and identified priority advocacy materials.
Development of an implementation plan for the PMDNC of each sector for the years 2024, 2025, and 2026.
 Advocacy meetings with members of the networks of parliamentarians on nutrition and food security in view of the presentation of the PMDNC and the orientation of parliamentary committees on nutrition issues (workshop format or breakfast meeting)
Organization of a donor forum/roundtable for the presentation and mobilization of resources of the NDCMP.
 Organization of a Nutrition Business Forum with the private sector for its effective involvement in the development of nutrition, through corporate responsibility or social responsibility.
To qualify as an advocate for every child you will have…

Master's degree in, Public Health, Health Economics, Health Policy/Strategies
At least 15 years of experience in the design and management of nutrition programs, including multi-sectoral coordination skills.
Strong organizational skills and attention to detail, analytical skills, sound judgment and initiative, and Proven advocacy skills
Strong communication and writing skills.
 Fluency in written and spoken French, with a good knowledge of English.
To apply the consultant must submit a technical proposal including the following:

A certified sincere curriculum vitae (CV) + the P11 duly completed.
A copy of the diplomas mentioned in the CV.
A cover letter.

A detailed methodological note for the conduct of this mission, with an indicative schedule of the different stages of the consultation and the expected products or deliverables as well as the relative costs.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
