Assistant Registration and Identity Management Officer

Organizational Setting and Work Relationships
The Assistant Registration and Identity Management Officer assists in the management and oversight of UNHCR's registration procedures as well as related activities in the Operation. The Assistant Registration and Identity Management Officer is normally supervised by the Registration Officer. The Assistant Registration and Identity Management Officer assists with the implementation of an operation-specific registration strategy, to ensure that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.
The Assistant Registration and Identity Management Officer provides day-to-day support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management.
The Assistant Registration and Identity Management Officer collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Assist in the implementation of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met.
- Assist in the drafting and implementation of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud.
- Assist in the implementation of appropriate procedures and systems for the assurance of quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents.
- Assist in conducting regular data quality checks to monitor the accuracy of data collected.
- Assist in the development of mass information campaigns to ensure that persons of concern have accurate information on registration procedures.
- Liaise with Government authorities and partners as necessary for delivery of assistance and other registration-related activities.
- In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and registration data reports on persons of concern.
- Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance.
- Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation.
- In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective.
- Draft and submit reports and statistics related to registration.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile

The Assistant Registration and Identity Management Officer is expected to coordinate registration activities in collaboration with the government counterpart, in achieving the strategic protection priorities of the operation.

Experience with registration, identity management and biometric systems within UNHCR’s PRIMES suite of tools. Technical competence is needed in proGres, KOBO, GDT, BIMS, data port and portal, analysis, data visualisation and presentation. Experience in process re-engineering (process redesign, process transformation, or change management).

Experience in data collection and analysis. Demonstrate understanding of digital identity standards and of civil registration, population registers and other national identity management systems.

Proven expertise in enhancing integrity protocols in registration processes.
Strong inter-personal, team building, and coordination skills as well as flexibility and adaptability competencies. The staff will supervise the DIMA in SO Maroua and needs experience in providing guidance and capacity building to data management staff in the range of responsibilities to be covered in a DIMA.

Demonstrated knowledge of UNHCR and interagency policies, standards, programmes and operations. Familiarity with planning, programming, strategic planning, project development, budgeting and resource mobilization.

The candidate needs to have experience in a diversity of operational contexts; emergency, repatriation, return of refugees and IDPs, IDP displacement (conflict and flood), and camp/site and out of camp/site responses.

S/he will also coordinate with government, UN and NGO partners on registration and data management activities.

Nature of Position:
The Head of Sub Office Maroua supervises the Registration and Identity Management Officer. The Assistant Registration and Identity Management Officer heads the DIMA team and is responsible for ensuring key operational data activities in the Far North of Cameroon are well designed, supported, and meet the operations objectives.

He/she is expected to coordinate quality, timely and effective registration and data management procedures that consider protection methodologies and integrate protection safeguards. For this reason, s/he will also be working closely with the protection team within SO Maroua.

Activities covered by this position include establishment and delivery of registration and enrolment activities for all persons served by UNHCR; provision of refugee identity documentation to 130,000 refugees; monthly and annual statistical reporting; survey and data management activities, profiling and protection monitoring, resettlement, and RSD case processing.

S/he will supervise the team of approximately 8 national registration and data management staff that compose the DIMA in SO Maroua.  S/he will also be responsible for providing registration and data management support and advice to FO Kousseri as well.  S/he will also coordinate with government, UN and NGO partners on registration and data management activities.

The Far North of Cameroon faces nearly every operational scenario confronted by UNHCR; IDP (conflict and natural disasters), refugees (prima facie and individual status determination), returnees (refugee and IDP), solutions (resettlement, integration, and voluntary repatriation), nexus (humanitarian-development-peace building), care and maintenance, emergencies, camp and non-camp populations.

Violence by the Islamic Sect, Boko Haram, led to an influx of about 130,000 Nigerian refugees into the Far North region of Cameroon.  Approximately 75,000 live in the Minawao Refugee Camp, the largest in West Africa, and fully supported by humanitarian assistance, with the others living in villages scattered along the Nigerian border and throughout northern Cameroon. Refuges continue to arrive at Minawoa, either from Nigeria or coming from Cameroonian villages due to continued insecurity and lack of access to a means of subsistence, with some 10,000 newly arrived in 2023.

This situation has also led to the internal displacement of the local population living along the border, to other localities. There are some 380,000 IDPs in the Far North, mostly living with host families.

Intercommunal violence in 2021 displaced approximately 35,000 people within Cameroon and another estimated 40,000 were displaced across the border to Chad.  A good number have these displaced have returned. The registration/enrolment of the returnee population is essential to provide cash and other forms of reintegration assistance in an on-goring return programme with Chad.

This is not a straight-up Registration and Identity Management position given the responsibility for managing the DIMA in the SO, the diversity of the activities, the need to provide data and information in the context of the nexus, and the importance of the position within the office.

Living and Working Conditions:
Based on the hardship living and Security conditions, Maroua were classified as Category E, Nonfamily duty station for international staff.

Medical facilities: basic medical facilities exist in Maroua to manage/stabilize urgent cases (for 24h) before evacuation to Yaoundé and then to outside of country as needed.  Capacity, infrastructure, and equipment to treat and take in-patient in appropriate medical and sanitation conditions is not sufficient.

Maroua is located about 1500 Kilometer from the capital city Yaoundé. Maroua has an airport for local flights. There are 3 humanitarian and 3 commercials flights per week departing and to Maroua. Maroua to Yaoundé is 1 hours 30 minutes by flight (non-stop).

The national staff in Maroua benefit, from the Special 10 in 9 arrangements of Compressed Work Schedule mitigation measures by which 10 working weeks are compressed into 9 weeks. While this does not create additional entitlements, it provides offices with greater flexibility in allowing locally recruited staff time off.
