JOB ADVERSEMENT : Prevention & Site Activities Coordinator - Care and Health Program (CHP)

 A-    BACKGROUND

 Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic

 The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

 The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.

Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.

These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.

In the context of this project, CHP is recruiting a Prevention & Site Activities Coordinator with the following criteria:

PROJECT PERIOD: 4 Years

CONTRACT PERIOD: 07 Months, beginning from February 28, 2024

PLACE: Douala

CONTRACT TYPE: CDD

TRIAL PERIOD: 3 Months Renewable after evaluation.

 B. JOB SUMMARY

DESCRIPTION OF DUTIES

The Prevention and Site Activities Coordinator will be a member of the CHILL team based at the CHP offices in Douala -Kribi, sites. He will perform the following duties:

Coordination (30%)

    Represents CHILL when needed in Regional strategic planning meetings, including meetings with government (RTG) and other stakeholders. Briefs the CHILL team on the results of such meetings and prepares written reports, as requested.
    Ensures the roll out and implementation of various program interventions/strategies across the different program areas such as prevention, care, treatment, monitoring and evaluation.
    Assists in and guide implementing partners (IP) monthly planning meetings and validates the monthly action plans.
    In collaboration with the care and treatment team, organizes monthly coordination meetings between DICs and partner health facilities.
    Participates in Implementing Partners’ weekly debriefing meetings.
    Ensures that prevention and HCT materials and all related supplies/commodities are timely supplied to DICs.
    Ensures the tracking of all commodities put at the disposal of CBOs to be distributed to clients.
    Assists and follows-up CBO partners in implementation of their action plans.
    Participates in program design meetings, which include planning, implementation, monitoring and evaluation.
    Participates in making arrangements for all visits at community or DIC levels.
    Participates in the planning and implementation of all events at CHILL sites, including the logistics for trainings, meetings, visits etc
    Informs the DCOPP of any attempted fraud, fraud, corruption or misuse of resources from implementing partners.

 Technical (30%)

    Serves as the CHILL regional lead for behavioral, biomedical and structural prevention of HIV/AIDS. Priority areas include, but are not limited to, linking prevention and community-based programs, including online outreach mediated approach to care and treatment services such as HIV testing services (HTS), gender issues including gender-based violence (prevention and response), PreExposure Prophylaxis (PrEP), condoms and lubricants, and information/education/communication materials.
    Actively participates in the development and implementation of strategies, guidelines, operational procedures etc. for implementing HIV/AIDS prevention activities.
    Manage and track prevention commodities supplies at the level of the Region.
    Participate in training Peer Leaders or capacity strengthening of partner Organizations’ teams on prevention aspects in his/her Region.
    Provides supportive supervision of planned activities and takes corrective measures
    Participates in the identification of gaps and proposes training themes for strengthening the technical and organizational capacities of IP

 Quality assurance/improvement (15%)

1.      Serves as the prevention team lead at the Regional level on all relevant quality assurance and improvement initiatives, including SIMS, ensuring that partner agencies understand and are empowered to contribute to/improve upon quality standards in prevention programming.

2.      Supports partner CBOs to assess progress against HIV prevention standards, identify gaps in performance, solve problems, test solutions, and scale them, as appropriate, to address gaps in standards and improve performance.

3.      In collaboration with other Regional Team members, participates in routine data validation sessions at Partner Organizations.

4.      Contributes to the capacity assessment of IP and follow-up on the capacity development plans

5.      Provides coaching and support towards the improvement of services based on various quality assessment visits such as: QA/QI, SIMS, External Evaluators

6.      Contributes to non-stigmatizing service provision through regular visits, on-site supervision and feedback from clients;

Monitoring (10%)

o   Contributes to the capitalization of results and good practices of the project.

o   Assists in the monitoring of quality services by making sure all services are offered based on established Standard Operating Procedures and service delivery tools.

Reporting (10%)

1.      In collaboration with M&E and finance team, ensures the respect of technical and financial deadlines for reports submission by IP.

2.      Provides regular feedback to CBOs on their technical performance and follow recommendations.

Financial (05%)

1.      Validates all proposed activity budgets by Ips.

2.      In collaboration with Accountants at CBOs, ensures that all expenses made match technical reports.

OTHER: Any other duties as assigned by the supervisor

 C. REQUIRED QUALIFICATIONS

 
EDUCATION

Bachelor’s Degree in Public Health or Associates Degree with field experience required.

 EXPERIENCE

Minimum two (2) years of professional experience in the position of site Coordinator or prevention officer in local NGOs. Have skills in the use of Microsoft Office software (Word, Excel, Power point etc.).

SKILLS

·        Written and oral fluency in French language is required. Additional fluency in written and oral English is preferred.

·        Understanding of rules and regulations related to USAID project funding, sub-contracting and reporting requirements desired.

·        Strong interpersonal skills, including the ability to work effectively as part of a team. S/he must have strong time-management skills in order to prioritize and manage numerous activities concurrently.
