Terms of Reference: Recruitment of APIA Coordinator (Individual Long-term Consultant)

1. Background:
The establishment of an Adaptation Project Preparation Incubator for Africa (APIA), geared towards incubating projects preparation for implementation of climate actions in Africa with an emphasis and on developing the capacity of African direct access entities (DAE) to expand adaptation investments, has been decided. The action is underpinned by adaptation priorities identified nationally and through regional convening, building on AAI existing and ongoing efforts as a continental platform.
The Adaptation Project Incubator for Africa (APIA) is therefore seeking a qualified and dynamic individual to serve as the APIA Coordinator. APIA, aligned with the Africa Adaptation Initiative (AAI), aims to incubate and prepare projects for the implementation of climate adaptation and resilience actions in Africa, with a focus on enhancing the capacity of African direct access entities (DAE) in expanding adaptation investments.

2. Objectives of the Position:

The APIA Coordinator will be responsible for overseeing the establishment and operationalization of the Adaptation Project Incubator for Africa. Key objectives include:
✓ Develop and implement the core program of APIA in line with the broader goals of AAI.
✓ Coordinate with relevant stakeholders to identify, prioritize, and incubate climate adaptation projects in Africa.
✓ Build and strengthen the capacity of African DAEs in project development and implementation.
✓ Foster collaboration and coordination among regional and international partners involved in climate adaptation efforts in Africa.

3. Key Responsibilities:

The APIA Coordinator will be tasked with the following responsibilities:
✓ Develop and execute the overall strategy and workplan for APIA.
✓ Lead the identification, screening, and prioritization of climate adaptation projects.
✓ Establish and maintain effective partnerships with African DAEs, government entities,
NGOs, and international organizations.
✓ Provide technical support and guidance to project teams during the incubation process.
✓ Organize and facilitate workshops, training sessions, and other capacity-building
initiatives for DAEs.
✓ Ensure the effective functioning of the APIA Technical Support Unit.

4. Qualifications and Experience:

✓ Advanced degree in environmental science, climate change, sustainable development,
or a related field.
✓ Proven experience (at least 7-10 years) in project management, particularly in climate change adaptation or related fields.
✓ Familiarity with the climate adaptation landscape in Africa and experience working with African governments and institutions.
✓ Familiarity with international climate funds, Green Climate Fund (GCF) and Adaptation Fund (AF)
✓ Strong understanding of project development processes, climate financing mechanisms, and direct access modalities.
✓ Excellent communication, coordination, and networking skills.

5. Duration and Location:

The initial duration of the assignment is twelve (12) months, starting in Mid-March 2024, with a possibility of extension. The consultant will be based at the Unitied Cities and Local
Governments of Africa (UCLG Africa) office in Rabat (Morocco).
