The purpose of the position is to support the implementation of all NRC Programs in the North-West. The Monitoring, Evaluation, and Learning (MEL) Officer will work closely with all the MEL team members to ensure the overall design and implementation of MEL systems and procedures and ensure that all aspects of the MEL system are adhered to. He/she will work under the supervision of the Field Office Coordinator, who will provide him/her full support in the implementation of all relevant activities.
A - Generic Responsibilities
- Ensure adherence to NRC policies, tools, handbooks, and guidelines
- Implement delegated support function portfolio according to the plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
B - Specific Responsibilities
- Support program staff in the planning and execution of MEL, including the methodology and development of data collection tools as well as data management, analysis, and use
- Support the implementation, dissemination, and use of evaluations and monitoring data in program development, adjustment, or revision
- Ensure timely preparation of investigation reports, in coordination with the MEL Coordinator
- In collaboration with the Data Officer, prepare the progress of the indicators on a monthly basis
- In collaboration with the Data Officer, create and monitor the project tracking tool
- Under the supervision of the Field Office Coordinator, facilitate periodic project review meetings
- Track performance indicators in GORS for programs
- Follow up on the update of data on CORE in collaboration with the program teams.
- Contribute to organizational learning by supporting specific analyses, lessons learned, and reports
- Capacity building and training of programme and MEL support staff in the technical and conceptual areas of MEL
- Ensure the implementation and follow-up of the complaints and feedback mechanism in collaboration with the CFM Assistant
- Develop, on a monthly basis, a report of complaints and feedback
- Supervises and mentors MEL support staff in the execution of MEL plans
- Contribute to the design of the MEL staff structure and resources, including collaboration with program staff to identify and plan for MEL needs
- Perform any other duties as assigned by the immediate supervisor
- Capture and archive the most significant changes made by the project (testimonials and case studies)
- Manage the databases of the various projects in the intervention area; Support the Project Implementing Partners in the development of a Monitoring, Evaluation and Learning Plan in their respective sites
- Oversee all MEL activities as described in the MEL and Learning Plan
- Support the Implementing Partners in the development of the protocol on data security and confidentiality in their respective sites
- Conduct the Data Quality Assessment (DQA) on a monthly and quarterly basis according to the standard model previously defined and approved, with project implementation partners and Program teams
- Ensure compliance with the deadlines of the various reports produced by local partners related to monitoring and evaluation activities
- Analyze data on a monthly basis and make recommendations to supervisors for program performance/guidance and decision-making

D - Context/ Specific skills, knowledge, and experience:
- At least Bachelor’s degree in monitoring and evaluation, social studies, development studies or similar.
- Proven practical experience in MEL planning and execution with at least 3 years of experience in a humanitarian and/or development program, preferably with an international NGO.
- Experience in collecting, analyzing, managing, and reporting on data.
- Experience in monitoring multi-sectoral projects including WASH, shelter, education, food security and livelihoods, civil documentation, and housing land and property.
- Experience in managing data from different core competencies in a backup program is essential.
- A proven ability to use MS Office software (especially Word, Powerpoint, and Excel) is essential.
- Experience in using GIS tools, data collection platforms (Kobo/ODK), data visualization software (e.g. Power BI, Google Data Studio) is a plus.
- Previous experience working in complex and volatile contexts.
- Documented results related to the responsibilities of the position.
- Fluency in English is required
- Knowledge of French is an asset
- Experience in report writing

• Duration of the contract: 12 months, renewable depending on the availability of funds
