The delegation of the International Committee of the Red Cross for Central Africa in Yaoundé is looking for one (01) qualified candidate to strengthen the team of the "Communication" department, as indicated below:
Position: Communication Officer 2 (H/F)
Location: Bamenda
Type of Contract: 12 months (offer reserved exclusively to cameroonians)
Starting Date: As soon as possible
Responsibilities
· Contributes to defining the objectives, strategies and action plans of the communication/prevention department in line with the priorities of the Delegation and the communication and/or prevention strategy;
· Develop an operational communications and community engagement strategy for the North-West;
· Implements relevant activities and develops operational communication tools for:
o Community Engagement and Accountability (CEA);
o Promotion of International Humanitarian Law (IHL);
o Strengthening the communication capacities of the National Society:
o Public and digital communication;
o Information/environmental analysis;
o Relationship with Civil Society.
· Supports the head of sub-delegation in networking with all influential actors and represents the ICRC to various relevant audiences;
· Monitors (and contributes to analysis of) political, social, security, and humanitarian developments, as well as other issues likely to have an impact on the reputation/perception of the ICRC and its ability to operate in the geographical area covered;
· Contributes to the implementation of the operational partnership with the Cameroonian Red Cross (Economic Security, Water & Habitat, Protection Family Links if possible);
· Plays the role of relay between the Cameroonian Red Cross and the ICRC (operational departments and management);
· Interprets and translates local languages in support of communications programs as appropriate;
· Provides technical and administrative support in communications (e.g., archiving, inventory management, event organization);
· Takes charge of training and coaching related to communication for employees of other departments in areas falling within their skills if applicable.
Required knowledge and experience.
· Master or equivalent in a relevant field such as communications, political science, international relations, law or journalism;
· Minimum 3 years' work experience in a field relevant to communication;
· Fluent spoken and written English and pidgin English; good written and spoken French;
· International Humanitarian Law / Human Rights Law knowledge an asset;
· Sound knowledge of the political, social and media environment in the country/region covered;
· Good ability to analyze/summarize and write clear and concise reports;
· Ability to create and maintain a network with local partners;
· Good knowledge of the social and cultural context of the North-West;
· Ability to take initiatives and fulfill responsibilities independently;
· Computer skills (proficiency in MS Office); familiarity with digital communication tools;
· Ability to handle confidential information, sense of professional discretion;
· Motivated, patient and pragmatic;
· Organizational skills, good leadership skills, rigor and ability to work as part of a team.
