UNICEF Global Staff Survey and Pulse Checks were conducted in 2020, 2021, 2022 and 2023 and covered the below areas:

Türkiye Country Office took multiple measures to address issues affecting the office culture and to promote staff engagement, and positive improvements were noted.

The overall objective of the assignment is to assist UNICEF Türkiye in leading in further analysis of the workplace culture and advise on the refinement of the Türkiye country office improvement plan, aligned with UNICEF’s Organizational culture principles and core values.

The consultant will work closely with the Staff Association and be supervised by the Human Resource Manager.

How can you make a difference? 

The consultant’s tasks & responsibilities will include: 

  • Analysis of prior years’ Global Staff Surveys and Türkiye improvement plans of 2021, 2022, & 2023 and advise on key priority areas that the office should focus on.
  • Designing a set of creative and diverse facilitation methods and tools, prioritizing participatory approaches to ensure all staff speak up.
  • Facilitation of the focus group sessions and ensure open conversations and feedback from staff on their experiences in the workplace and recommend actions to address challenges and the areas of dysfunction identified by staff and managers. 
  • Conduct a review of internal (within Türkiye and UNICEF) and external (beyond UNICEF) best practices on organizational culture with key examples and recommendations for Türkiye’s consideration.
  • Produce and present an improvement action plan for implementing organizational change in Türkiye aimed at addressing and, where possible, resolving the cultural issues raised in the GSS. The plan should be accompanied with a monitoring mechanism with clear set of indicators at the section and office level to track progress towards results and behavioral change.
  • Provide a change management process to accompany the improvement action plan.

To qualify as an advocate for every child you will have… 

  • Advanced degree in Human Resources Management, Leadership, Psychology, Communications, Business Administration, Public Administration, Change Management, Gender, Anthropology, or a relevant social sciences field.
  • At least ten years of experience in consulting on change management, culture change, organizational improvement, leadership and management practices, team collaboration; and organizational and individual behaviors. Experience with the UN system an asset.
  • Proven track record in developing and rolling out culture change initiatives, including with organizations and other UN agencies.
  • Experience in human resources, talent management and investigations.
  • Proven track record in gender equality in the workplace initiatives
  • Proven track record in leadership and management initiatives including capacity building and training.

  • Strong organizational, interpersonal, and communications skills
  • Excellent written and verbal communication in English
  • Good judgment, high sense of responsibility, tact, and discretion.

Procedures and logistics

  • The consultancy will require travel to Ankara & Gaziantep especially for the facilitation of the focus group discussions. Payment will be based on actual expenses or published DSA rates.
  • The consultant will use her/his computer and other equipment.
  • The consultant will submit reports and briefs in electronic form.

 

UNICEF will provide access to the virtual meeting place (ZOOM/Microsoft Teams) 

 

Evaluation process and methods

 

The Proposal will include: (a) technical proposal (b) financial proposal which is to be submitted separately. The technical proposal needs to demonstrate the qualification and experience of the institution as well as the proposed approach (workplan) towards delivering the expected outputs of the consultancy assignment. At least two reference letters or evaluations from previous clients are expected in the technical proposal. The financial proposal should include the daily rate. Technical proposals will be evaluated first. Only financial proposals from technically qualified individuals/institutions will be reviewed.

Technical proposals obtaining a score of at least 70 points will qualify for financial evaluation. Interviews may be conducted to assess suitability for the country office needs.

 

  1. Financial proposal evaluation criteria

The lowest financial bid will receive the following maximum score: Lowest Bid 100

The formula for calculating the financial score is the following:

Payment: UNICEF will issue a contract in USD for International Consultants and in TRY for National Consultants. 

National Consultants are expected to submit their financial proposals in TRY.

International Consultants are expected to submit their financial proposals in USD.

  1. Final evaluation (combined technical and financial evaluation)

The total score of each bidder will be the weighted sum of the technical score and the financial score as

shown below. The maximum total score is 100 points.

Total Score = 70% X Technical Score + 30% X Financial Score

* All deliverables as per the scope of work must be satisfactorily completed and accepted by UNICEF TCO to facilitate payment. Delivery estimated working days are tentative.

UNICEF shall, unless otherwise specified in the contract, make payment within 30 days of receipt of the Contractor's invoice which is issued only upon UNICEF's acceptance of the work specified in the contract.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
