1. SPECIFICATIONS
1.1. The Terms of Reference for this assignment, describing the services to be provided in detail,
can be found in Appendix 1.

4. COMPLETING AND SUBMITTING A PROPOSAL
4.1. Your proposal must have following five separate documents :
Expertise France purchasing rules and signed declaration of honour (see Annex 3)
Pre-qualification information (see section 4.3 below)
Technical proposal (see section 4.4 below)
Financial proposal (see section 4.5 below)
Proposals must be submitted in French.
4.2. Your proposal must be submitted by e-mail to the WWF-France contacts (see section 2). The
subject of the e-mail should be [BIODEV2030 - Regional Coordination TRIDOM - name of the
submitter]. The name of the submitter is the name of the company or organisation on whose
behalf you are submitting the proposal, or your own surname if you are submitting as an
independent consultant. Your proposal must be submitted in PDF format. You may submit
several emails, duly annotated, for example, Email 1 of 3, if the attached files are too large to
be transmitted in a single email. You cannot submit your proposal by uploading it to a filesharing tool.
4.3. Pre-qualification criteria
WWF-France will use the following pre-qualification criteria to determine whether you have the
capacity to provide the required goods and/or services. Please provide the necessary
information in a single and separate document.

4.4. Technical proposal
The technical proposal must address each of the criteria set out below explicitly and separately,
quoting the reference number of the criterion concerned (left-hand column).
Proposals in any other format will significantly increase the time required for evaluation, and
may be rejected at the discretion of WWF-France.
An updated CV of no more than 3 pages should be provided.

MBA or postgraduate degree in agricultural/forestry economics, natural resource
management, sustainable development, environmental sciences or other related fields ;
Strong project/programme management skills in the field and in managing multicultural
teams ;
At least 10 to 12 years' experience working with public sector, civil society organizations
(CSOs) and private sector stakeholders in the field of conservation and/or corporate social
responsibility (CSR) and sustainability, including significant experience of managing
politically sensitive projects;
Excellent knowledge of the Congo Basin region and the institutional and political context;
and a strong network in the three countries targeted by the project (Cameroon, Gabon,
Republic of Congo);
Fluent written and spoken French and English.
Proven experience in impact assessment techniques and familiarity with conservation
standards and environmental impact assessment tools is desirable;
Proven experience in mobilizing funding from various donors (public, private, international,
local, etc.) is a plus ;
Knowledge of the issues and stakeholders in the cocoa sector in the Congo Basin would
be highly appreciated;
Strong work capacity, ability to analyse and summarize;
Be passionnate of missions and business travel.
WWF-France will form a team of at least three people to evaluate the technical proposals
according to each of the following criteria and their relative importance:

4.5. Financial Offer
4.5.1. The financial proposal must be a fixed price with a monthly breakdown from 15 June 2024
to 30 March 2026. The overall budget of the financial proposal for the assignment must
include the following budget items: fixed daily fee in euros, ancillary costs, logistical costs,Page 4 sur 7
assignment costs (2 assignments in Congo and 2 assignments in Gabon over
the duration of the project).

Per diems cover accommodation, meals and travel within the mission.
The expenses mentioned in point 2.3 will be reimbursed on the basis of receipts and must
be validated in advance with WWF France.
4.5.2. Prices include all costs.
The rates and prices submitted shall be deemed to include all costs, insurance, taxes, fees,
expenses, liabilities, obligations, risks and other items necessary for the performance of
the Terms of Reference. WWF-France will not accept any charges other than those clearly
indicated in the financial proposal. This includes applicable withholding taxes and the like.
It is your responsibility to determine whether such taxes apply to your organisation and to
include them in your financial proposal.
4.5.3. Applicable taxes on goods and services
Rates and prices quoted must be shown exclusive of tax and inclusive of VAT.
4.5.4. Currency of proposed rates and prices
All rates and prices submitted by proposers must be in EUR (project currency)..
4.6. Withdrawals and modifications
You may freely withdraw or modify your proposal at any time before the submission
deadline by sending a written notice to the WWF-France contacts. However, in order to
reduce the risk of fraud, no modifications or withdrawals will be accepted after the
submission deadline.Page 5 sur 7
5. EVALUATION OF PROPOSALS
5.1. Completeness
WWF-France will first check that your proposal is complete. Incomplete proposals will not be
considered further.
5.2. Pre-qualification criteria
Only proposals that meet all the pre-qualification criteria will be evaluated.
5.3. Technical assessment
5.3.1. Notation
A score from 0 to 10 will be awarded to your proposal for each of the technical evaluation
criteria, so that ‘0’ means low and ‘10’ means high.
5.3.2. Minimum score
Proposals that receive a score of ‘0’ for any of the criteria will not be considered further.
5.3.3. Technical score
The score awarded to each technical evaluation criterion will be weighted by the relative
weight of the criterion (see section 4.4). These weighted scores will be added together to give
the overall technical score for your proposal.
5.4. Financial evaluation and financial score
The financial evaluation will be based on the total price you submit. Your financial proposal
will receive a score calculated by dividing the lowest financial proposal that passes the
minimum quality thresholds (see section 5.3.2) by the total price of your financial proposal.
So, for example, if your financial proposal is for a total amount of EUR 100 and the lowest
financial proposal is EUR 80, you will receive a financial score of 80/100 = 80%.
5.5. Total score
The total score of your proposal will be calculated as the weighted sum of your technical
score and your financial score.
The relative weights will be:
Technical: 70%
Financal: 30%
So, for example, if your technical score is 83% and your financial score is 77%, you will
receive a total score of 83 * 70% + 77 * 30% = 58.1% + 23.1% = 81.2%.
Subject to the requirements of sections 4 and 7, WWF-France will award the contract to the
bidder whose proposal achieves the highest total score.
5.6. Interviews
Tenderers with the highest technical average will be invited to an interview phase.Page 6 sur 7
6. EXPLANATION OF THE PROCUREMENT PROCEDURE
6.1. WWF-France uses the open procedure for this contract. This means that the contract
opportunity is published on the WWF-France website and all interested parties can
participate, subject to the conditions in section 7 below.
6.2. You are invited to ask questions or seek clarification about this contract. Please email the
WWF-France contacts (see section 2), taking into consideration the deadline for submitting
questions in section 3.
6.3. All proposals must be received by the submission deadline indicated in section 3. above. Late
proposals will not be considered. All proposals received by the submission deadline will be
evaluated by a team of three or more evaluators in accordance with the evaluation criteria
set out in this call for tenders. No other criteria will be used to evaluate proposals. The
contract will be awarded to the bidder whose proposal receives the highest total score
following the evaluation and interviews. WWF-France reserves the right, however, to cancel
the contract and not to award a contract at all.
6.4. After interviews, WWF France will contact the successful bidder to notify him of its decision
and finalize the contract.
We will contact unsuccessful bidders after contract award and provide them with detailed
information. The timetable in section 3. gives an estimate of when we expect to have
completed the award of the contract, but this date may change depending on how long the
evaluation of proposals takes.
7. CONDITIONS OF PARTICIPATION
7.1. To participate in this contract, you are required to submit a proposal that complies with the
instructions of this invitation to tender and attached documents.
7.1.1.It is your responsibility to ensure that you have submitted a complete and fully compliant
proposal.
7.1.2.Any incomplete or incorrectly completed proposal may be considered non-compliant
and, as a result, you may not be able to continue with the procurement process.
7.2. To participate in this contract, you must meet the requirements indicated in Expertise
France's purchasing rules and sign the declaration of honour (Appendix 3). You must also
meet the following conditions :
Be free from any conflict of interest
Be registered in the relevant professional or trade register of the country in which you
are established (or resident, if you are self-employed)
Be in good standing with regard to the payment of social security contributions and all
applicable taxes
Not have been convicted of non-compliance with environmental regulatory
requirements or other legal requirements relating to sustainability and environmental
protection
Not be bankrupt or in liquidation
Have never been guilty of an offence relating to your professional conduct
Not have been involved in fraud, corruption, criminal organisation, money laundering,
terrorism or any other illegal activity.Page 7 sur 7
7.3. Each bidder may submit only one proposal, either individually or as a partner in
a joint-venture.
7.4. By participating in this contract, you accept conditions set out in this call for tenders,
including the following:
It is unacceptable to give or offer any gift or consideration to an employee or other
representative of WWF-France as a reward or inducement for the award of a contract.
Any such action will give WWF-France the right to exclude you from this and any future
contracts, and to terminate any contracts signed with you.
Any attempt to obtain information from an employee or other representative of WWFFrance concerning another bidder will result in disqualification.
Any price fixing or collusion with other bidders in connection with this contract will
entitle WWF-France to exclude you and any other bidder involved from this and any
future contracts and may constitute a criminal offence.
8. CONFIDENTIALITY AND DATA PROTECTION
8.1. WWF-France complies with the European Union's General Data Protection Regulation
(GDPR). The information you submit to WWF-France as part of this tender will be treated
as confidential and will only be shared to the extent necessary to evaluate your proposal in
accordance with the procedure explained in this tender, and to maintain a clear audit trail.
For audit purposes, WWF-France are required to retain your full proposal for 10 years and
to make it available to internal and external auditors and donors on request.
9. CONTRACT
The contracts, based on the WWF-France model in Appendix 3, can be modified by WWFFrance to reflect the specific requirements of the donor funding this particular market.
