JOB ADVERT FOR THE RECRUITMENT OF 35 ADULT AND PEDIATRIC PSYCHOSOCIAL COUNSELLOR AGENTS (APS) AND 20 DATA COLLECTORS (ACRR) IN THE NORTH WEST REGION


The North West Regional Delegation of Public Health in collaboration with the North West
Regional Technical Group for HIV and AIDS Control shall be recruiting psychosocial agents (APS), to support People Living with HIV and Data collectors (ACRR) for the filling, reporting of the various HIV data collection, and reporting tools, in some health facilities in the North West Region.
 
 
    I.     BACKGROUND
As part of the implementation of Cycle 7 Grant of the Global Fund to fight AIDS,
Tuberculosis and Malaria (2024-2026), the Regional Technical Group for the Fight Against HIV/AIDS for the North West Region (RTG HIV NW), intends to recruit 35 psychosocial counsellors and 20 data collectors.
Staff to be recruited shall be remunerated by the GC7 budget of the Global Fund to Fight AIDS, Tuberculosis and Malaria and will be assigned to certain treatment centres (CTA/UPEC) in the Region, with the aim of helping people living with HIV to take care of themselves and accompanying them through the therapeutic circuit.
 
    II.     JOB DESCRIPTION
The positions available are as follows:

Main duties:
Under the supervision of the treatment centre Coordinator, the psychosocial agent (APS) shall have the following tasks:
1)    Carry out educational talks on the subject of HIV testing and the importance of knowing his HIV status, and on the importance of taking antiretroviral treatment for life, using available communication media (leaflets, image boxes, video spots, etc.);
2)    Participate in voluntary counselling and testing sessions organised in the health facility and in the community (family screening, screening of index cases, mobile screening units in the health area and districts to which they are assigned, mass campaigns, etc....);
3)    Carry out pre- and post-test HIV counselling in collaboration with responsibles of entries points at the health facility;
4)    Physically accompany clients to screening points if screening is not carried out at the entry point;
5)    Drawing up a monthly plan for visiting all the health facility's departments (outpatient, inpatient, blood bank, laboratory, etc.) in order to record all newly identified HIV+ patients; 6) Collaborate with responsibles of entries points to organise referral of identified HIV+ patients to care services;
7)    Organize, with treatment centre responsible, the call of HIV+ clients who are not yet on antiretroviral treatment;
8)    Physically accompany newly identified HIV+ clients to HIV care services if this has not been done at the point of entry;
9)    Draw up a monthly work plan for monitoring clients in the cohort with the aim of listing all missed appointments (no-shows), those lost to follow-up, including those who have died and those who have been transferred;
10)    Work with data collectors to compile a daily list of all clients in the cohort who are lost to follow up, and draw up a follow-up table showing the fate of each client;
11)    Draw up a daily list of clients in the cohort who are due to collect ARV treatment and contact them to remind them of their appointments;
12)    Carry out home visits when necessary, with the agreement of the HIV site manager; 13) Collaborate with the managers of the psycho-social service in the health facility to run and monitor individual or group psycho-social support sessions through discussion groups on HIV management by age group or category (women, pregnant women, etc.), for new and/or former patients on ARV treatment;
14)    Organise HIV compliance and/or therapeutic education sessions;
15)    Produce a daily summary report of activities carried out;
16)    Produce a daily report on the level of achievement of indicators by gender and age group; 17) Produce a weekly and monthly summary report of the activities carried out and the level of achievement of the indicators;
18) Participate in all planning and coordination meetings of the health facility, and more specifically of the HIV care service, to present activity reports; 19) Systematically enrol clients for Universal Health Coverage (UHC).
 
 
N.B: Experience in a health programme would be an asset.

Main duties:
Under the supervision of the treatment centre Coordinator, the Data Collector (ACRR) shall have the following tasks:
1)    Filling out ART registers, dispensation register, collecting statistics and updating computerised patient monitoring data (DHIS2; DAMA; EMR; VINDATA;…) in accordance with the work schedule agreed with the treatment centre;
2)    Do weekly data triangulation with Data Clerks and others staff (APS,..);
3)    Produce and send to the ADMINISTRATION monthly reports (latest by the 05th of the following month) on their activities, duly validated by the head of health facility where applicable and the related electronic files, where applicable;
4)    Systematically enrol patients for Universal Health Coverage (UHC).
 
 
    III.     JOB PROFILE :
 
Applicants must:
 
✓    Be a Cameroonian;
✓    Be a holder of least a secondary school diploma (GCE-O Level, BEPC, CAP) ;
✓    Be resident of the health area they are applying for and preferably be a community health worker, a volunteer health care provider or have a good knowledge of HIV/AIDS;
✓    Be able to work in a team and under presure ; 
✓    Be able to work well with all staff and have a good character, honesty and integrity; 
✓    Have a good computer skill specially for data collectors (ACRR);
✓    Have a good written and spoken communication skills in English or French and good analytical and summarising skills ; ✓ Be physically and mentally fit.
 
 
    IV.     COMPOSITION OF APPLICATION FILES
Application files placed in a single closed envelope (a sealed envelope) must include:
    i.     a cover letter not stamped including the position applying for, addressed to the Regional
Coordinator or RTG HIV NW; ii. a detailed Curriculum Vitae presenting the applicant's qualifications and professional experience, signed and dated;
iii.     a certified true copy of the birth certificate; iv.     a certified true copy of a valid National Identity Card;
v.    certified true copies of the required certificates, signed by the competent administrative authority;
vi.    an attestation of presentation of the original secondary school diploma (GCE-O Level, BEPC,
CAP);  vii.     a 4x4 passport size photograph;
viii.    a certificate of non-conviction, no older than three (03) months;
ix.    medical certificate issued by a medical doctor practising in a public health facility;
x.    Proof of the applicant's professional experience photocopy of (work contracts, work certificates, certificate of completion of training course, etc.).
 
NB: The following are not eligible to apply:
➢    Minors under the age of 18 years ;
➢    Adults who have reached retirement age (60) ;
➢    Government employees (civil servants and government contractors, with an active registration number or in the process of being integrated) ;
➢    People who resigned/abandoned duty or sacked by RTG HIV NW during the previous grant cycle (NFM1 ; NFM2 and NFM3).
Candidates may not apply for more than one post at a time. Those who submit two or more applications for different positions will be purely and simply disqualified. Incomplete applications, regardless of the missing document, shall not be considered.
 
 
    V.     SELECTION PROCEDURES
The main selection procedures for candidates are as follows:
•    Examination of the application file;
•    Interview with the jury and possibly a practical test.

Each application file, written in English or French, must be received no later than 21st June 2024 3:30 p.m. local time, in a closed, non-identifiable envelope, against registration and discharge in a register, in five (05) copies, including one (01) original and four (04) copies:
at the office of the Regional Technical Group for the fight against HIV and
AIDS located in the Bamenda Regional Hospital Premises.
