Position Title: Regional Liaison Officer TO1

PROJECT: USAID Global Health Supply Chain – Procurement and Supply Management (GHSCPSM)

Background: 

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC/PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC/PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics,
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Purpose

The Regional Liaison officer is part of the regional GHSC-PSM team with the Regional Logistic Officer and the Distribution and Dispatch Officer. Their interventions are complementary and aim to give USAID GHSC-PSM support to regional health actors on supply chain issues. The GHSC-PSM Regional Liaison officer will support the Regional Technical Working Group (RTG / HIV) with tracking and review of incoming orders from PEPFAR sites and determine the appropriate quantities for the development & issuing of a distribution plan. This person will also work closely with clinical IPs to ensure that facility requisitions are consistently aligned with the LMD schedule to standardize a process and avoid missing routine delivery opportunities, thereby, reducing the need for emergency orders.

 

Principal Duites and Responsabilités

 

  • Provide direct support to RTG HIV and the GAS Unit on supply chain issues.
  • Monitor the submission of orders by HF with regard to the defined LMD deadlines.
  • Work closely with clinical IPs to obtain the most recent HFs logistic data with a view of enriching the orders review process.
  • Liaise with the Regional Logistic Officer and RFHP to obtain the most recent RFHP stock status to inform the orders review process.
  • Share with stakeholders any supply risks of health commodities at HFs identified during the data analysis as well as recommended mitigation plans
  • Contributor to the definition of a methodology for reviews and validation of HFs orders
  • Lead the review and validation of HFs orders, focusing on determination of the quantity to allocate to HFs
  • Participate in the development and the release of a distribution plan and schedule.
  • Performs documented assessments of the quality of HF orders.
  • Ensure communication with regional entities (RFHP, GAS Unit, Clinical Partners, GHSCPSM, etc.) on the status of orders and distribution plans
  • Support the RTG M&E unit in activities relating to the Supply Chain, namely: Periodic analysis meetings, targeted supervision and improvement of data analysis tools
  • Maintain proper filing of documentation related to conducted activities.
  • Prepare weekly, monthly, quarterly technical reports on logistics activities as required.
  • Perform other assigned tasks requested by the supervisor.

 

Job Qualifications

 

  1. Bachelor’s Degree in pharmacy, Public Health, Logistics management or other related Sciences.
  2. Long-term working resident experience in Cameroon with strong understanding of the Cameroon public health and pharmaceutical sector. Previous donor-funded field experience (e.g. PEPFAR, Global Fund, etc.) desired.
  3. Specific experience in supply chain and programming related to HIV/AIDS, Malaria or TB strongly desired.
  4. At least 3 years of relevant work experience
  5. Excellent interpersonal skills and demonstrated ability to interact professionally with a diverse staff, clients and stakeholders.
  6. Demonstrated competence to assess priorities and manage a variety of activities in a time- sensitive environment and meet deadlines with attention to detail and quality.
  7. Demonstrated intermediate computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
  8. Fluency in French is required. Fluency in English is preferred.
  9. Ability and willingness to relocate to different regions of Cameroon.

 Supervision 

 The Regional Liaison Officer will report directly to the Deputy Country Director – TO1
