Under the direct supervision of the Head of Field Office and the technical guidance of the Chief Security Officer for Cameroon, the incumbent will be responsible for the following duties:
Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations in the NWSW regions, to ensure information is accurately collated and sent to the Heads of Field Offices for NWSW regions to support reporting and decision making.
Review security related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders.
Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against WFP personnel, assets, and other resources.
Plan and co-ordinate WFP personnel activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery.
Analyse security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making.
Produce weekly activities reports and other ad hoc reports for submission to the Heads of Field Offices in NWSW and to the CSO at the CO.
Support the implementation of risk management measures to ensure compliance.
Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity in line with business requirements.
Monitor and ensure that all access control procedures are effective and stringently followed by all personnel and visitors, to maintain a safe and secure environment.
Maintain close working relation with other Security Stakeholders (UNDSS, INSO, NGOs etc) and attend security meetings and other fora on behalf of WFP (Security Cell, ASMT etc)
Maintain close working and coordination relationship with WFP CP in the NWSW regions and chair the weekly WFP/CP Access and Security Officers/Focal Points meetings.
In collaboration with the WFP Humanitarian Access Officer and the WFP Security Operations Support Officer, provide support to the NWSW and FN regions access efforts.
Supervise the Field Security Associates in the NWSW regions and act as OIC Security Unit in the absence of the Chief Security Officer for Cameroon.
Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis.
Deliver security training to WFP personnel and review security training needs to develop measures to meet business requirements.
Provide on-the-job training to other WFP security personnel supporting their development and high performance.
Support the Heads of Field Offices for NWSW regions during Donors’ visits to WFP activities and coordinate all necessary security arrangements and required briefings to the Donors.
Perform any other related duty as may be required by WFP Heads of Field Offices in the NWSW and/or CSO.
Specific Qualifications & Experience Required
Education
Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Required Experience
At least five (5) years of progressively responsible professional experience in the security within a humanitarian context, especially with the UN/NGO.
Desired Experience & Skills
Has gained sound knowledge of security operations technical processes.
Has provided technical guidance and training to staff members within area of expertise.
Has supported research and collation of data which feeds into reports that inform security operation activities.
Excellent communication skills to maintain frequent correspondence with both, internal and external authorities with regards to security advisories and security incidents.
Previous NGO/UN experience is an advantage
Languages
Working Languages: Fluency (level C) in English and good working knowledge of French
