JOB ANNOUNCEMENT

Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient. SHWARI Health Association, in partnership with Georgetown University's Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon's Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.

SHAC Office Positions

Position:        Operations Officer, SAFECARE Project -Cameroon
Reports to:        Operation and Administration Manager
Location of work:    Yaoundé, Cameroon

Position Overview:    The Operations Officer will ensure the smooth day-to-day functioning of SHWARI Health Cameroon's programs and projects, including the SAFECARE-Cameroon project, by: Manage and oversee daily operations, ensuring compliance with company policies and strategies, Coordinate with various departments to ensure seamless execution of operational plans, Analyze processes for efficiency improvements and implement changes as needed, Maintain accurate records and reports, and provide data-driven insights to senior management managing operational processes, coordinating resources, and supporting program implementation. As an Operations Officer, you will be responsible for coordinating with various departments, managing administrative tasks, and supporting the implementation of operational plans.  S/He will develop and enact company policies and increase efficiency of operations for our organization. S/He must be a strong leader with excellent interpersonal skills and an outstanding NGO intellect.

Essential Functions
- Oversee the operational aspects of SHWARI's programs, ensuring efficient and effective implementation.
- Work closely with program managers to align operational goals with program objectives.
- Continuously assess and improve operational workflows and processes to increase efficiency.
- Develop and maintain operational policies, procedures, and systems to support program delivery.
- Ensure these policies and systems are in alignment with SHWARI's goals and compliant with local laws and donor regulations.
- Implement systems for tracking and evaluating operational performance to ensure consistent quality.
- Coordinate with program teams to ensure proper resource allocation and utilization.
- Collaborate with program managers to assess resource needs and allocate them effectively.
- Monitor resource utilization to avoid bottlenecks, shortages, or wastage, ensuring optimal use of available resources.
- Act as a liaison between different departments to facilitate smooth communication and coordination of resources.
- Manage logistics for program activities, including travel arrangements, equipment procurement, and supply chain management.
- Monitor program budgets and expenditures, ensuring compliance with financial policies and donor requirements.
- Liaise with partners, government agencies, and other stakeholders to facilitate program operations.
- Prepare operational reports and contribute to program progress reports.
- Ensure compliance with local regulations and PEPFAR guidelines in all operational activities.
- Stay informed about local laws, regulations, and guidelines that impact SHWARI’s operations.
- Implement processes to ensure compliance with PEPFAR and other relevant donor guidelines.

Qualifications and Experience
•    Bachelor's degree in Business Administration, Operations Management, or a related field.
•    Minimum of 3 years of experience in operations management, preferably in the health or non-profit sector.
•    Strong organizational and problem-solving skills.
•    Experience with project management and budgeting.
•    Knowledge of health sector operations in Cameroon.
•    Proficiency in MS Office and operations management software.
•    Fluency in French and working knowledge of English.
•    Professional fluency in oral and written English and French.
•    Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural environment with sensitivity and respect for diversity.
