For the recruitment of a Consultant to update the CS4ME CLM guide for key
Malaria interventions,
For Civil Society Organizations.

I. Job description
Impact Santé Afrique (ISA) is an African nongovernmental organization based in Cameroon
whose main objective is to contribute to the improvement of population health by
implementing transformative and sustainable programs that will save lives and improve the

Impact Santé Afrique (ISA) coordinates the Civil Society Organizations (CSOs) Platform for
Malaria Elimination (CS4ME).
In December 2022, Impact Santé Afrique (ISA) developed a capacity-building guide on
community led-monitoring (CLM) of key malaria programs. It is a tool addressed to Civil
Society Organizations and other stakeholders working in the fight against malaria and
interested in the implementation of community monitoring. The aim of this guide is to build
the capacity of CSOs in CLM, in order to improve their contribution to quality monitoring of
malaria fight interventions in vulnerable communities.
CLM is a constantly evolving mechanism, in view of the evidence observed in the
implementation of this concept. It is therefore necessary to ensure that CSOs and vulnerable
communities have access to the most up-to-date information on this mechanism.
It is in this context that ISA intends to update the CS4ME CLM guide of key malaria programs.
We are therefore looking for a Consultant to update this guide.
Objectives
The main objective of this service is to update the CS4ME CLM guide of key malaria programs,
targeting CSOs.
Specifically, it will:
Propose a methodology for updating the CS4ME CLM guide of key malaria programs;
Update the guide;
Review the tool;
Validate the capacity-building guide;
Brief the ISA team on the updated CS4ME guide.
II. Key duties and responsibilities of the Consultant-Trainer
Under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and
working in collaboration with the Senior Civil Society Engagement Officer, the consultant
will be expected to perform the following tasks:
Participation in working meetings with the ISA team, CS4ME Secretariat;
Update the training tool for CSO capacity building;
Review and validation of the training tool;
Briefing of ISA team on updated CS4ME guide;2
Drafting and submission of end-of-mission report (mission progress,
recommendations).
Key deliverables expected:
1. The CS4ME community monitoring guide for key malaria fight programs is updated,
reviewed and validated;
2. ISA team members are briefed on the updated CS4ME CLM guide;
3. An end-of-mission report is written and submitted to ISA.
1. Period of the consultancy mission
This consulting mission will take place from Tuesday 8 to Friday 25 October 2024.
2. Candidate Profile
The desired expertise will concern the recruitment of a consultant-trainer whose
qualifications and skills are presented as follows
o Degree in one or more of the following areas: Master's degree in Project Management,
Public Health/Community Health, Social Sciences, Development Sciences, or equivalent
specialization.
o Extensive experience in monitoring and evaluation of community interventions,
advocacy, community engagement and capacity building.
o Experience in workshop facilitation and coordination of multi-sectoral partners in the
health sector, leadership qualities and consensus building skills.
o Good writing, analytical and synthesis skills.
o Familiarity with remote meeting and conferencing applications.
3. Documents to be submitted by the consultant
The application must include:
- A dated and signed CV, including 3 professional references.
- Terms of reference describing the methodology used and the chronogram of activities (2
pages maximum).
- A financial offer (1 page maximum).
4. Evaluation of tenders
The evaluation of the offers received will be based on the following criteria:
(i) The applicants of the applicant in conducting assignments similar to those specified
in these terms of reference.
(ii) The understanding of the mission's expectations and the proposed intervention
methodology.
(iii) The proposed financial offer.
