BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As the United Nations frontline agency in the fight against hunger, WFP is continually responding to emergencies. WFP Cameroon is currently engaged in a large-scale response to ongoing humanitarian crises, working to reach hundreds of thousands of people affected by violence each month. Concerned about the increasing needs, WFP provides food assistance to displaced and vulnerable communities in an extremely challenging environment where humanitarian operations are hampered by conflict and the risk of attacks on humanitarian workers.

At present, WFP Cameroon with support from the World Bank is implementing the Emergency Food Crisis Response Project (PULCCA) on behalf of the Government of Cameroon. The agency has six project contracts with the Government of Cameroon that include cash transfers, public works schemes, nutrition home-grown school feeding, acquisition and distribution of warehouse equipment, and post-harvest equipment. Under Contracts 2, 3, and 6, WFP will implement engineering/construction-related activities in five regions of the country namely Far North, Adamawa, East, Northwest, and Southwest regions. These activities include the construction of school canteens, milk collection centres, community storage warehouses, fishponds, and water retention ponds, to mention but a few. Implementation of these construction activities requires close supervision to ensure that quality works are delivered on behalf of the Government of Cameroon. In this context, WFP intends to station Engineers in Bamenda, Meiganga, Batouri, and Maroua/Buea to monitor / supervise construction activities and ensure that the delivered works are of acceptable quality.

ACCOUNTABILITIES/RESPONSIBILITIES:

Supervise, programme, and coordinate the construction works, acting as the project(s) focal point between WFP Cameroon CO Engineering and the Contractors
Supervise and monitor quality and schedules for construction works up to projects completion, ensuring that works done by contractors are performed promptly and according to specification, within budget and on time, implementing cost recovery when required.
Conduct and chair regular site meetings.
Provide guidance to contractors and, including assessing contractor’s proposals and methodologies.
Check, record, test, and certify of completed works before they are covered by the contractor. Complete all necessary measurements and quality controls of the construction for the implementation of the works.
Maintain records including site correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records, daily photos, etc.
Assure the quality of the works during construction, continuously inspecting the materials and construction operations with regards to workmanship and compliance with the specifications.
In close coordination with the WFP Yaoundé CO, provide notice to the contractors of any defects and deficiencies, and issue instructions for the removal and substitution of the improper works, where provided under the contract.
Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
Identify project risks, prepare project risk logs suggesting mitigation measures for each of the identified risks, and proactively monitor the implementation of approved risk measures and advise WFP Cameroon Country Office management accordingly.
Report to WFP Cameroon when requested on progress, issues etc.
Coordinate and advise on interim and final payments to the contractors, in consultation with WFP Cameroon. Provide recommendations to hierarchy in relation to certifying payments on the project and for any additional financial obligations necessary to be entered into in order to complete the construction at project work site.
In close consultation with the WFP Yaoundé CO, advise on decisions required for the successful and timely implementation of the projects
Assist in the settlement of the Audits and Enquiries (if any) pertaining to the project(s).
Liaise and coordinate with other stakeholders, local government (Regional / Divisional Delegates), PULCCA, and other partner organisations involved in the projects.
Liaise with local authorities to obtain necessary authorisations for the implementation of the projects, co-ordinate activities throughout the project duration with relevant authorities as relevant and ensure certification upon project completion and handover.
Ensure that the Contractor(s) abide by the internationally recognised standards of health and safety for the works, adjacent properties, all site personnel and the general public.
Ensure the implementation of measures to improve health and safety on site during construction works by the Contractor(s) and Report all risks related to health and safety incidents and accidents in weekly progress reports.
Support WFP Field Offices and Facilities Manager on technical issues related to maintenance of WFP Offices, guest houses (if any) and warehouses.
Prepare scope of works and tender documents, project bills of quantities (BoQs), cost estimates and develop work specifications for the implementation of the works.
QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Bachelor’s degree in Civil Engineering or equal approved, or Higher diploma in Civil Engineering degree with relevant additional 4 years of experience.

Experience:

At least 3 years of proven engineering experience in construction supervision
Experience in Health and Safety and Quality Control
Experience of working in difficult security environments
Experience working in the humanitarian sector is desirable
Knowledge & Skills:

Office computer software programs including but not limited to AUTOCAD, Microsoft Office Packages
Knowledge of typical FIDIC Contracts packages – FIDIC Green Book
Knowledge of construction contracts management and administration processes
Knowledge and ability to use engineering survey equipment
Languages: Must be fluent in oral and written English and French.
