Summary:
The U.S. Mission in Cameroon is seeking eligible and qualified applicants for the Communication and Special Initiatives  Project Manager position in the Centers for Disease Control and Prevention (CDC).

Duties
The Communication and Special Initiatives Project Manager is responsible for creating and delivering complex information to both internal and external audiences, serving as a critical link between CDC and the Public Diplomacy section of the U.S. Mission in Cameroon. The incumbent designs and executes strategic communication plans, provides technical assistance to CDC Cameroon leadership and partners, conducts formative research, establishes media contacts, coordinates press coverage for events, manage special initiatives, oversees large-scale meetings and events, provides project management guidance, lead workforce development initiatives, manages employee recognition programs, liaises with CDC headquarters teams, and ensures proper monitoring and evaluation of communication and policy efforts. This role plays a crucial part in enhancing organizational effectiveness through effective communication strategies.


The Communication and Special Initiatives Project Manager will report directly to the Deputy Country Director.

Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a:



Security Certificate; or

Public Trust - background investigation Security Clearance.


All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.


Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
A Master’s Degree in Communication, Business Administration or Project Management is required.

Qualifications:
Experience: A minimum of five (05) years of progressively responsible experience in managing communication-related projects and special initiatives within a large organization is required.


Language:



Fluent (speaking, reading, writing) in English.

Fluent (speaking, reading, writing) in French.

Job Knowledge: The ideal candidate for this position must possess a strong working knowledge of current communication project management best practices. S/he should have a broad perspective and thorough understanding of the principles involved in effectively communicating public health programs to diverse audiences. This includes knowledge of organizational and operational concepts and practices utilized by public, private, or non-profit agencies engaged in health communication and special initiatives to enhance organizational effectiveness. Additionally, S/he should have a solid understanding of the systems and structures that influence policies, program priorities, and regulations within health programs. A good working knowledge of USG-supported public health programs, strategies, methods, processes, and evaluation techniques is also required to effectively plan, develop, implement, and evaluate results.


Skills And Abilities: The incumbent must possess advanced oral and written communication skills in both English and French, along with active listening abilities. S/he should have excellent organizational skills, effective project management abilities, and a proven track record of working independently to deliver projects within deadlines. The ability to work collaboratively in a team structure within a diverse multicultural environment is essential. The incumbent should demonstrate sound editorial judgment, sensitivity to local host government and USG political dynamics, excellent networking skills, and proficiency in computer applications such as MS Word, Excel, and PowerPoint. Basic skills in graphic design software and programs (e.g., Adobe Creative Suite, Canva, Piktochart) are required. Additionally, the incumbent should be adept at communicating effectively within CDC Cameroon and with external entities regarding communications issues. They should be capable of organizing and planning during crisis situations, anticipating, and addressing communications needs proactively, and providing instruction on the use of communications and project management technologies to staff members.

The U.S. Mission offers a competitive compensation and benefits package for local employees.


SALARY: The annual gross salary includes: the Basic Rate, the Miscellaneous Benefits Allowance, and the End-of-the-Year Bonus. Seniority Allowance is paid in accordance with local labor law. A Cashier allowance is paid for eligible positions.


MEDICAL BENEFITS: The U.S. Mission in Yaoundé directly reimburse eligible employees for covered medical expenses incurred for them and/or eligible dependents, subject to the stated limits of the Local Compensation Plan.


LEAVE BENEFITS: Subject to the stated limits and rules of the Local Compensation Plan, employees are entitled to the following types of leaves: Annual Leave, Sick Leave, Maternity Leave, Special Leave.


HOLIDAYS: The U.S. Mission in Yaoundé and the Embassy Branch Office in Douala observe American and Cameroonian public holidays, about 19 holidays per year.
