Background
Reach Out Cameroon is a Non-Governmental Organization created in 1996 and obtained its legal
status in the year 2000 and authorization as a National NGO with MINAT in 2024. The
organisation supports underprivileged groups especially youth and women through a
community-centered approach and advocacy through three major pillars: Health, Human Rights
and Governance; and Economic security
The health department is committed to advancing health outcomes and promoting equity in
healthcare delivery throughout Cameroon. Established in response to critical health disparities
faced by underserved populations, ROC has been at the forefront of community-based health
interventions for twenty-eight years.
The Community Health Equity Through Systems Strengthening (CHESS) project, funded by the
United States Agency for International Development (USAID), represents a strategic initiative
designed to address systemic barriers to health equity within Cameroon's health landscape.

universal access to essential health services for all segments of the Cameroonian population
through advanced community participation.
By fostering inclusive governance, CHESS seeks to ensure that health systems are responsive to
the needs of all community members, particularly the most vulnerable groups.
Reach Out Cameroon (ROC) in collaboration with the Ministry of Public Health (MoH) and
funding of USAID will roll out this 5 years project that will build the capacity of 25
disease/population-based Civil Society Organizations (CSOs) in Cameroon to effectively
implement Community-Led Monitoring (CLM), support Community-Based Surveillance (CBS)
systems for early case detection and notification; strengthen the capacity of existing national
dialogue structures and Community Health Workers (CHWS) to meaningfully engage in
community health governance, human rights, and health promotion through innovative
context-specific Social and Behavioural Change (SBC) communication strategies.
By the close of the project that will be implemented in 150 health districts across all 10 regions
of Cameroon, the 25 CSOs coordinating 300 community champions or site monitors will have
improved, implemented, monitored and evaluated CLM, CBS, and UHC interventions on HIV,
Tuberculosis, malaria and family planning thus contributing to the achievement of the project
goal of improved equitable and universal access to essential health services for all segments of
the Cameroonian population through advanced community participation.
To effectively lead these initiatives, we require the services of a Program Director for
Community Governance. This position is essential for establishing frameworks that ensure
accountability, transparency, and responsiveness in health service delivery, ultimately leading to
improved health outcomes and equity in the communities we serve
The Programs Director will play a critical role in shaping and implementing the project's vision,
overseeing initiatives that facilitate community participation and governance in health systems.

The Program Director shall have principal responsibility for overall project management and
technical operations to ensure that the project tasks are completed, and the objectives of the
project are successfully met. S/he will serve as the principal institutional liaison to USAID and will
have regular and transparent communication with the USAID Agreement Officer’s
Representative (AOR)
Responsibilities
▪ Capacity building: S/he will develop training materials and conduct capacity-building
workshops for community governance structures and health workers
▪ Leadership/management S/he will be responsible for ensuring that the project is running
smoothly, complying with all USAID rules and regulations, and that the project PMP, work
plans, and programmatic reports are completed and submitted on time.
▪ Reporting: The Program Director is responsible for the development and submission of
the annual work/implementation plans, quarterly and annual progress reports, in
collaboration with the M&E Specialist, and develops requests for incremental funding.
▪ Budget management: S/he will oversee program budgets, ensuring financial
accountability and adherence to donor requirements
▪ Stakeholder engagement: S/he will have principal responsibility for representation for
the projects to the United States Government (USG) and to the Government of
Cameroon.
▪ The Program Director bears ultimate responsibility for ensuring that sub-grantees meet
USAID and other program requirements.
▪ Advocacy: Represent Reach Out Cameroon in forums related to community governance
and health equity, advocating for policy changes that support underserved populations
Required Qualification and Experience
▪ A master’s degree in public health, Social Sciences, Program Management and/or other
relevant discipline
▪ A minimum of 8 years of experience in public health programming including at least five
(5) years leading similar programs involving multiple partners, stakeholders, and
geographic target areas in Sub-Saharan Africa (preferably Cameroon).
▪ Proven ability to work collaboratively with key National, regional and district
stakeholders related to the three diseases.
▪ Experience working on community health projects especially in collaboration with CSOs,
community health workers, as well as National, regional, and District and community
health actors.
▪ Experience working on community-based surveillance or community led monitoring and
Universal health coverage.
▪ Proven ability to work collaboratively with key National, regional and district
stakeholders related to the three diseases.
▪ Strong analytical, and problem-solving skills, and exceptional oral and written
communication skills.
▪ Fluency in English and French will be an added advantage.

NB: This position is contingent upon an award from USAID. Cameroon nationals are strongly
