1. Background
Reach Out Cameroon, a leading women-led and youth-focused non-governmental organization, has
been at the forefront of health, human rights, economic security, and sustainable development
initiatives for over 28 years. With an increasing number of donor-funded projects, the need for
dedicated oversight and effective management of sub-awards has become critical to our operations.
As part of our strategy to ensure transparency, compliance, and efficient use of resources across our
programs, Reach Out Cameroon is seeking a highly qualified Sub Award Management Specialist. This
position is vital in ensuring that all sub-award agreements are properly administered, monitored, and
aligned with both donor and organizational guidelines.
The Sub Award Management Specialist will be responsible for managing the full lifecycle of sub-
award processes, from proposal development and contract negotiation to compliance monitoring
and financial reporting. This role will require working closely with the finance, program, and

compliance teams to ensure that all sub-awardees are meeting performance, financial, and
contractual obligations.
In this capacity, the successful candidate will contribute to Reach Out Cameroon’s ability to
effectively manage grants and partnerships, fostering sustainable development outcomes in the
communities we serve. This position is critical for maintaining the integrity of our grant management
systems, ensuring that sub-awardees are equipped with the tools and support needed to deliver on
their commitments.

2. Responsibilities
The Sub Award Management Specialist will perform the following key duties:
2.1 Sub-Award Management and Compliance:
▪ Manage the full lifecycle of sub-awards, from solicitation to closeout, ensuring compliance
with donor rules, regulations, and Reach Out Cameroon policies.
▪ Provide oversight for sub-recipient performance, including monitoring financial and
programmatic reports, and ensure timely submission of deliverables.
▪ Ensure proper documentation for all sub-award processes, including agreements,
amendments, and compliance records.
2.2 Capacity Building and Support:
▪ Provide technical assistance to sub-recipients to strengthen their capacity in grant
management, financial reporting, and compliance with donor requirements.
▪ Organize regular training and workshops on donor regulations and sub-award
management best practices for sub-awardees.
2.3 Financial Oversight:
▪ .
▪ Work closely with Reach Out Cameroon’s finance team to ensure proper financial tracking,
reconciliations, and reporting for sub-awards.
2.4 Risk Management:

▪ Identify potential risks related to sub-award management and work with the team to develop
mitigation strategies.
▪ Ensure timely corrective actions are taken for any non-compliance or performance issues.
2.5 Monitoring and Evaluation:
▪ Support monitoring and evaluation of sub-award performance, ensuring alignment with
project objectives and donors reporting requirements.
▪ Collaborate with the project M&E team to collect and analyze data on sub-awardees
performance and share best practices amongst sub-awardees.
2.6 Reporting:
▪ Prepare regular updates on sub-award status, financial performance, and compliance issues
for submission to the Programs Director.
▪ Ensure all reports are submitted accurately and on time, in line with donor guidelines.
2.7 General Administration:
▪ Maintain an organized system for tracking sub-award agreements, financial disbursements,
deliverables, and compliance records.
▪ Provide administrative support to project teams for managing sub-award activities as
needed.
2.8 Quality management
▪ Promote and use the Reach Out protocols and other operating procedures
▪ Ensure projects are implemented in line with donor requirements and in accordance with
Reach Out, donor and international standards.
2.9 Code of Conduct
▪ Reflect the values of Reach Out with team members, local staff beneficiaries and external
contacts
▪ This job description covers the main tasks that are anticipated. Other tasks may be assigned
as necessary.
3. Qualification
3.1 Educational Background
▪ A Master’s degree or professional certification in Project Management, Finance, Accounting,
Business Administration, Public Administration, or a related field.
▪ Advanced certifications on Grants Acquisition and Management is an added advantage

3.2 Experience
• Minimum of 5 years of experience in grants management, finance, or project administration,
with at least 3 years in managing sub-awards for donor-funded programs with major
international donors.
• Experience working in non-governmental organizations (NGOs) or the international
development sector.
• Demonstrated experience in managing sub-awards, including budget management,
compliance, and risk mitigation.
3.3 Technical Skills
▪ Strong knowledge of donor regulations, and the ability to interpret and apply them.
▪ Proficiency in financial management software and Microsoft Office Suite (especially Excel).
▪ Familiarity with sub-award agreement preparation, financial monitoring, and reporting
requirements.
▪ Ability to analyze budgets, financial reports, and monitor compliance with financial policies.
3.4 Compliance and Risk Management
▪ In-depth understanding of financial and operational compliance, including policies related to
sub-award management, procurement, and reporting.
▪ Proven ability to conduct compliance checks, audits, and risk assessments for sub-award
recipients.
3.5 Communication and Interpersonal Skills
▪ Excellent written and verbal communication skills in English (French is an added advantage).
▪ Strong interpersonal skills, with the ability to engage and collaborate with sub-awardees,
program teams, and donors.
▪ Ability to provide training and capacity-building support to sub-awardees in areas of
compliance, financial management, and reporting.
3.6 Problem-Solving and Analytical Skills
Strong analytical and problem-solving abilities, particularly in identifying financial
discrepancies, non-compliance issues, and proposing corrective actions.
