Job Title: Strategic Information and Evaluation Advisor
Project: HIV FREE PROJECT

FHI 360 is currently recruiting 1 SI&E for the HIV-Free project.
CONTEXT
The HIV Free Project is a project funded by the President’s Emergency Plan for AIDS Relief
(PEPFAR) and the Centers for Disease Control (CDC), in Cameroon. Cameroon Baptist
Convention Health Board (CBCHB) is implementing the HIV-Free project in 3 regions of the
Republic of Cameroon: the West Region, the North West Region, and the South West Region.
FHI 360 will use its technical, strategic information, and capacity-building expertise to provide
tailored technical assistance (TA) to the Cameroon Baptist Convention Health Board
(CBCHB)-led project to meet the following four objectives:
• To ensure equitable epidemic control, and provide sustainable, quality, comprehensive,
and tailored services across the clinical cascade for all PLHIV and at-risk populations.
• Strengthen and provide support using QA and QI methodologies to optimize service
delivery, inventory management, and SI/M&E to ensure continuity of evidence-based
client-centered care.
• Develop innovative, complementary, and sustainable health system strengthening
initiatives with MOH to align with international guidelines, and best practices to ensure
quality, well-documented services and systems at all levels.
• Leverage and adapt existing systems to respond to public health threats and priorities for
PLHIV.
JOB SUMMARY
The SI/M&E Advisor will lead the conception, design, and implementation of SI/M&E
processes for the project, in alignment with donor specifications and programmatic deliverables.
S/he will provide technical and scientific leadership to those designing, and implementing
technical strategies, programs, or tools in specific technical areas. S/he provides technical
advice based upon expertise and knowledge of evidence-based methods and strategies, current
practice, and established operational and research standards to ensure quality and rigorous
design. Assesses current technical, scientific, managerial, and operational efficiencies at the
program, and regional, levels as appropriate. Provides guidance to ensure that program
implementation adheres to appropriate technical standards and guidelines and that the program
is technically sound from an SI/M&E perspective.
MAIN DUTIES AND RESPONSIBILITIES
Specifically, the SI&E Advisor will:
• Support SI/M&E activities related to the performance of the HIV Free project, includingSI/M&E design; measurement of appropriate indicators; development of appropriate
SI/M&E recording and reporting forms and mechanisms; data quality assurance
processes and systems; database maintenance; appropriate data analysis; and appropriate
dissemination of results.
• Ensure that the quality of the project monitoring and evaluation in the sites is of a high
standard by supporting the development and implementation of appropriate mechanisms
and tools to ensure data quality.
• Provide relevant technical guidance and assistance to the project SI/M&E teams at all
levels (zonal, regional, site) assisting them in the performance of all their SI/M&E
activities.
• Leads the project activities in data analytics, data visualization, reporting, and in health
information systems.
• Develops strategies and tools for the design and implementation of specific technical
components; such as CQI, TQLA, IPC, etc.
• Contributes to planning and making recommendations for project concept, operations,
and/or implementation.
• Responsible for planning and scheduling own workflow and timetables, within area and
function guidelines.
• Develop and/or adapt and monitor the use and inform necessary modifications to
SI/M&E tools in line with up-to-date SI/M&E and programmatic requirements; and
support timely and accurate data flow.
• Work with all stakeholders to support the correct implementation and use of monitoring
and evaluation tools, and adherence to complete, correct and timely reporting.
• Contribute to the design and technical development of monitoring and evaluation
initiatives at national and regional level. Provide related capacity building support at
zonal and regional level.
• Help ensure that the quality of program/project activities adheres to SOPs by supporting
the development and implementation of appropriate mechanisms to ensure quality of all
program interventions.
MINIMUM REQUIREMENTS
Applied Knowledge & Skills:
• Strong diagnostic, analytical and problem-solving skills;
• Strong health information systems management, data analytics and data visualization
skills;
• Excellent oral and written communication skills.
• Strong influencing and negotiation skills.
• Strong consultative skills.
• Strong critical thinking and problem-solving skills to plan, organize, and manage
resources for the successful completion of projects.
• Ability to motivate, influence, and collaborate with others.
• Ability to build positive local working relationships with local communities,government officials, and where appropriate, donor representatives.
Competencies:
• Ability to work independently and manage a high-volume workflow.
• Relevant and strong computer software skills.
• Strong interpersonal, writing, and oral presentation skills in English/ French
Education:
• Master’s degree in public health, epidemiology, biostatistics, demography,
population studies, or other related fields preferred.
Experience:
• At least 7+ years of relevant work experience in Monitoring and Evaluation of
Health and HIV/AIDS projects.
• Experience with PEPFAR-funded activities, PEPFAR monitoring, evaluation, and
reporting experience preferred.
• Familiarity with Cameroon’s institutional, policy, and programming context for
HIV clinical and community services.
• Demonstrated ability to work effectively with a range of stakeholders including
government representatives, local community organizations, donors, and other
stakeholders.
Typical Physical Demands:
Typical office environment. Ability to sit and stand for extended periods; ability to lift 5-50
lbs.
Technology to be Used:
Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail,
telephone, printer, calculator, copier, cell phones, PDAs, and other handheld devices.
Travel Requirements:
10%-25% in-country travel
