1) Background and Rationale
Taking into consideration the present socio-political crises ravaging the Southwest and Northwest Regions
of Cameroon, wherein the Ndian Division is also greatly affected, and the high rate of poverty amongst
the population, the Bakassi Councils areas have been selected to conduct the Needs Assessment for the
Promotion of Infant and Pregnant Women Healthcare Project implementation. The Project is aimed at
curbing down the infant mortality rate and improve maternity healthcare. The Project would also
encompass a Sustainable and Efficient Routine Immunization programme of Infants and young children
within the Bakassi area. The local population would also be thoroughly sensitized as promoted and
presented by the Chief Medical Officer (C.M.O.) for the Bakassi area to increase healthcare and hygiene
awareness of the local population and make these people see the the importance of medical pre-natal
consultations. Some government owned Health Centre(s) would be identified and selected for the Project
implementation within the Bakassi area to accompany the Government initiative to improve the
healthcare of its local population especially in these Southwest and Northwest Regions that have be
greatly affected by the ongoing socio-political crises. In this present socio-political context, it is relatively
safe in these Municipalities to carry out Community (CSR) projects and/or sensitization /immunization
campaigns because of their proximity to the Military camps (B.I.R) at Idenau, Jabane, Rio, Isangele and
Akwa. More to that these communities are landlocked terrain with difficult accessibility except through
the sea, making it difficult for armed groups to access the area and operate easily.

Results of the previous needs assessments show that there is high rate of illnesses and even
mortality of infants and pregnant women especially while giving birth. This is mainly due to the
lack of equipped healthcare facilities and proper hygiene conditions. Another huge contributing
factors to increase the death rate is the lack of health personnel in the few scantly equipped
health centres and the high rate of poverty make it difficult for the population to attend and pay
for better and equipped health facilities for a proper pre-natal and healthcare services. The results
are birth defects, preterm (premature) birth, low weight birth, stillbirth, pregnancy/prenatal
related illness and in severe cases the death of child and/or mother during pregnancy or delivery.
Sometimes, even after safe delivery, there is no efficient routine immunization leading to death
of these newly born / infants. The population also lack information on basic sanitation and hygiene
there by increase their exposure to many illnesses that could easily be treated and eradicated
such as cholera, malaria, meningitis, measles, STDs Covid-19, etc. Having this in mind, the
company wishes to reduce the rate of pregnancy/prenatal related illnesses and their
complications including infant mortality by proving adequate prenatal, maternity and
neonatology healthcare equipment, supporting a sustainable and efficient routine immunization
programme as well as putting in place system to provide and train medical personnel to provide
healthcare services within the selected Health centre(s). This will greatly reduce infant mortality
and improve the health of pregnant women. In the long run, the local population will be schooled
on basic hygiene and health procedures to improve their health and due to the multiplier effect,
this would likely improve the livelihood of these populations as a whole
2) Objective of the call for tenders
The objective of this call for tenders is, Reach Out solicit competitive offers for the supply of medical
equipment and accessories.
3) Eligibility
Participation in the call for tenders is open equally to any legal person, company or enterprises based in
Cameroon.

5) Place of Delivery
Contracted supplier shall delivery all items listed on the invitation to bid at Isangele Health District in the
Ndian Division within the time frame indicated on the purchase order. The supplier shall handle the cost
and ensure transportation to place of delivery. Late delivery shall not be allowed.
NB Contracted supplier shall install and train users on usage of the equipment delivered at the health
District
6) Submission of offers
a) The offer must be submitted at the Reach Out’s head offices in; Buea (Small Soppo Office), and retain
a discharged copy confirming deposit signed by Reach Out.
b) Offers must be received before the deadline specified above. The offer and all correspondence and
documents related to the tender must be written in English or French.
c) All offers must be submitted in one copy signed and marked “original” and four copies signed and
marked “copy”. Inside the offer submitted, should contain three separate and sealed envelopes, one for
administrative documents, the other for technical specifications and the last, proforma invoice.
d) Bidders should submit picture samples of the items listed above alongside their applications. This shall
be to match the technical specifications.
e) All offers, inclusive of any annexes or supporting documents, must be submitted in sealed envelopes
bearing only:
The 3 unidentifiable sealed envelopes will be titled:
- 1st envelope: Bid file for the supply of Maternity and Neonatology Medical equipment Administrative
offer
- 2nd envelope: Bid file for the supply of Maternity and Neonatology Medical equipment technical offer
- 3rd envelope: Bid file for the supply of Maternity and Neonatology Medical equipment financial offer
The outer envelope containing the 3 sub envelopes shall carry the following information
a) The tender reference number;
b) The title of the tender
c) The words “Not to be opened before the tender opening session”;
7) Evaluation of offers

Reach Out has in place a purchase committee to handle the evaluation and selection process. Tender
proposals will be assessed by the Purchase Committee against set criteria, including bid eligibility, the
extent to which the requirements have been met, and the overall value for money proposition. The
evaluation will be carried out in three steps;
• Verification of valid administrative documents submitted as indicated on this call for tender.
Files with incomplete, fraudulent or invalid documents shall be rejected and not evaluated.
• Evaluation of technical files and samples provided and allocation of points. The samples with
specifications will be compared to the specifications provided on the call for tender and grade on 70
points. Samples may be physical or picture
• The price offer will be the last step to be evaluated. Bid file that matches with the required specification
and which presents the best prize within the budget shall be retained and contracted.
Reach Out can also:
• Accept the whole, or part only, of any tender
• Reject all of the proposal’s tenders if they do not meet the minimum requirement
• Re-launch this request for Tenders
• Change either the quantity or quality of one or more of the items in the call for tender before the signing
of the contract with the retained services provider if any.
Successful Tenderers will be expected to enter into a formal contract with Reach Out Cameroon. While
any attempt by the Tenderer to obtain confidential information, enter into unlawful agreements with
competitors or influence the evaluation committee or Reach Out during the process of examining,
clarifying, evaluating, and comparing tenders will lead to the rejection of its offers and may result in the
termination of a current contract where applicable.
Reach Out will not be liable for any costs or expenses incurred in mounting application file. Reach Out
reserves the right to keep confidential the circumstances that have been considered for the selection of
the offers. Part of the evaluation process may include a presentation from the Tenderer and a site visit by
an appointed Reach Out staff.
NB: Only Reach Out’s internal procedures would be used in the evaluation of the tender process.

• Distribution license for medical devices (agrément)
• Taxpayers card
• Localization Plan
• Company profile
• Tax compliance certificate
• Bank attestation in the Tenderers name.
10) Technical offer
• Bid details on the items tendered.
• Samples of items. All bids must accompany samples.
• List of Tenderer’s main customers including any Non-Governmental Organizations
• Management of Contract Proposal and period of delivery
• Contact details of three Referees including the Type of contract, period of performance, company name,
contact name, telephone number, e-mail
11) Financial offer
• Proforma Invoice
Payments will be made only after the delivery and reception of all items on purchase order. Payments
shall be done via bank transfer to the contracted service provider’s account.
The proforma and the final bill should be stated in figures and in words.
NB:
I. Retained contractor shall be issued a purchase order and a contract
II. Contracted supplier may register the contract with Cameroon taxation department
III. ROC shall retain income tax (2.2% for real regime or 5.5% for simplified) on the total cost on PO
and pay to Cameroon taxation office. Contraction will received a tax retention note on request.
IV. Any false declaration will lead to the rejection of the candidate's file.
12) Date, Time, and Place of Submission of Applications.
Applicants are expected to submit their application files in English or in French in 05 copies, one (01)
original and four (04) copies. The application files are to be submitted in any Reach Out head offices in;
Small Soppo Office, Buea – South West Region
