1. Background
Reach Out Cameroon is a Non-Governmental Organization created in 1996 and obtained its legal
status in the year 2000 and authorization as a National NGO with MINAT in 2024. The organisation
supports underprivileged groups especially youth and women through a community-centered
approach and advocacy through three major pillars: Health, Human Rights and Governance; and
Economic security
The health department is committed to advancing health outcomes and promoting equity in
healthcare delivery throughout Cameroon. Established in response to critical health disparities faced

by underserved populations, ROC has been at the forefront of community-based health interventions
for twenty-eight years.
The U.S. Agency for International Development administers the U.S. foreign assistance program
providing economic and humanitarian assistance in more than 80 countries worldwide. The
Community Health Equity Through Systems Strengthening (CHESS) project, funded by the United
States Agency for International Development (USAID), represents a strategic initiative designed to
address systemic barriers to health equity within Cameroon's health landscape. (CHESS) project

Cameroon's health landscape. The goal of the project is to ensure equitable and universal access to
essential health services for all segments of the Cameroonian population through advanced
community participation. By fostering inclusive governance, CHESS seeks to ensure that health
systems are responsive to the needs of all community members, particularly the most vulnerable
groups.
Reach Out Cameroon (ROC) in collaboration with the Ministry of Public Health (MoH) and funding
of USAID will roll out this 5 years project that will build the capacity of 25 disease/population-based
Civil Society Organizations (CSOs) in Cameroon to effectively implement Community-Led Monitoring
(CLM), support Community-Based Surveillance (CBS) systems for early case detection and
notification; strengthen the capacity of existing national dialogue structures and Community Health
Workers (CHWS) to meaningfully engage in community health governance, human rights, and health
promotion through innovative context-specific Social and Behavioural Change (SBC) communication
strategies.
By the close of the project that will be implemented in 150 health districts across all 10 regions of
Cameroon, the 25 CSOs coordinating 300 community champions or site monitors will have improved,
implemented, monitored and evaluated CLM, CBS, and UHC interventions on HIV, Tuberculosis,
malaria and family planning thus contributing to the achievement of the project goal of improved

equitable and universal access to essential health services for all segments of the Cameroonian
population through advanced community participation.
For effective coordination and project implementation, the CHESS project has grouped the 10 regions
of Cameroon into three zones: Zone 1: Buea (North West, South West, West, Littoral Regions); Zone
2: Yaoundé (Centre, South, East regions) and Zone 3: Garoua (North, Far North, Adamawa regions).
Therefore, three zonal Field Coordinators are needed to ensure this project's successful
implementation by coordinating efforts among various stakeholders and fostering a collaborative
environment for community engagement.
2. Overall Job Description
The Zonal Field Coordinators shall be subject matter specialists in community-led monitoring, health
promotion and community governance. They will report to the Health Promotion Technical Lead on
their activities on community health governance, CSO capacity building and health promotion.
He/she will be responsible for the overall technical and programmatic coordination of the project at
each zone covering at least 3 regions and an average of 45 health districts by the end of the grant.
Will ensure project implementation plans and strategies take into consideration zonal, regional and
district sociocultural and other contextual realities. Will equally ensure subgrant implementation at
the regional level managing 6 to 9 subgrants more closely. They will lead project advocacy with
regional stakeholders within the 3 to 4 regions of their zone, negotiating easy access for CSOs. They
will further support CSOs by leading activities related to community accountability, community-led
monitoring, organizational capacity building and coalition building among and within CSO networks,
as well as advocacy within all regions of the zone at a more proximal level. With the support of the
Sub-Award Management Specialist, they will lead individual CSO OCA and the development of unique
CSO capacity-building plans. They will develop and share biannual performance letters to CSOs on
both strengths and weaknesses and pointing out key areas of improvement in collaboration and with
the technical support of the central teams.
3. Responsibilities
• Activity Coordination: Oversee the day-to-day implementation of all project activities within
the zone, ensuring timely execution and adherence to project timelines.
• Stakeholder Engagement: Conduct regular meetings with CSOs, local health authorities, and
community leaders to build partnerships and enhance collaboration. Act as the primary
liaison between ROC and local stakeholders.

• Capacity Building: Organize and facilitate training sessions and workshops for CSOs and
community health workers on Community-Led Monitoring (CLM), Community-Based
Surveillance (CBS), and community governance.
• Reporting: Prepare and submit comprehensive reports detailing activities, outcomes,
challenges, and lessons learned.
• Field Visits: Conduct regular field visits to assess the implementation of project activities,
ensuring compliance with quality standards and identifying areas for improvement.
• Technical Assistance: Provide ongoing technical support to CSOs in implementing
community-led health initiatives, ensuring the use of data for advocacy and decision-making.
• Documentation and Best Practices: Collect and document best practices, success stories, and
challenges faced in the field. Share these insights with project management and stakeholders
to inform future strategies.
• Community Engagement: Actively engage with community members to encourage their
participation in health governance and decision-making processes, promoting ownership of
health initiatives.
1. Qualifications
• The Zonal Field Coordinators must have a Master’s in Public Health with at least 3 years’
experience in community health involving HIV, malaria, TB and family planning and CBS
• Experience with USAID-funded projects and health systems in Cameroon will be an added
advantage
• Strong communication, leadership, and organizational skills.
• Proficiency in English and French
