Incursions by Armed Organized Groups (AOGs) in the Lack Chad Basin have resulted into 114,000 Nigerians seeking refuge in Cameroon and a further 322,000 Cameroonians as IDPs in urgent need of humanitarian assistance. Cameroon’s Eastern regions are still home to nearly 300,000 refugees from the Central African Republic and the third crisis is the on-going violence in the two English-speaking regions of North-west and South-west where nearly one million Cameroonians have been displaced due to this crisis.NRC has been operational in Cameroon since April 2017, and currently has five field offices; Maroua and Kousseri in the Far North; Buea in the South-west; Bamenda in the North-west and Batouri in the East.Role and responsibilitiesThe Finance Manager will be responsible for ensuring that the financial set up of the Country Office is according to NRC standard. S/he will play a pivotal role in the financial steering of programme/project implementation.Generic responsibilities:Ensure that country set up adheres to Financial Handbook, NRC policies, donor and auditor requirementsOver the Implementation of NRC’s financial systems, routines and proceduresMaintain overall budget control and monitor cash flowsManagement of financial teamTraining of line managers and staff with financial responsibilitiesProvide regular analysis and reportsImplement anti-corruption policyPromote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilitie:Lead preparations for and follow up on auditsProvide input on operational support in proposal development and project implementationCoordinate the Master Support Budget and BPO development processesGenerate monthly financial reports including BvAs and provide financial analysis with appropriate advice to the Country Management Group and budget holdersSupport budget holders on the budgeting process and prepare donors financial reports in due timeLead and develop the finance team capacity in the country including training and development of local finance proceduresCoordinate weekly meetings between finance staff for information sharingConduct routine field visits to monitor compliance of internal control and financial systemsImplementing and following up on audit findings for the smooth running of the country OfficePerforming and following up on any other duties assigned by line manager CompetenciesGeneric professional competencies:Minimum 3 years of experience from working as a senior Financial Manager, preferably with humanitarian organizationsExperience from working in complex and volatile contextsDocumented results related to the position’s responsibilitiesKnowledge about own leadership skills/profileSolid knowledge of computer software and modern accounting systemsFluency in both French and English
