Terms of Reference for Recruitment of Enumerators for the Multisectoral Needs Assessment in the North West and South West Regions of Cameroon

1. Background and Context
The ongoing crisis in the Northwest and South West Regions of Cameroon has
significantly affected the livelihoods, safety, and access to basic services for
thousands of people. The regions have experienced extensive displacement,
destruction of infrastructure, and limited access to education, healthcare, and
economic opportunities. In response, the Jesuit Refugee Service (JRS) aims to
conduct a precision Multisectoral Needs Assessment to understand the current
humanitarian situation and to tailor its intervention to the specific needs of the
affected populations.
The targeted localities for this assessment are Nkambe and Ako in Donga Mantung
Division, Menchum Valley and Wum in Menchum Division, Akwaya and Mamfe in
Manyu Division, Alou and Fontem in Lebialem Division. The assessment will involve
both quantitative household surveys and qualitative data collection methods,
including Key Informant Interviews (KII) and Focus Group Discussions (FGDs).
In line with a community-centered approach, JRS seeks to recruit enumerators from
these localities who have a strong understanding of the local context, languages,
and cultures to ensure accurate data collection and meaningful engagement with
community members.
2. Objective of the Enumerator Recruitment
The objective of this recruitment is to engage local enumerators from the targeted
localities to conduct data collection activities for the Multisectoral Needs
Assessment. These enumerators will be tasked with collecting quantitative data
through household surveys and qualitative data through KIIs and FGDs. Their local
knowledge and familiarity with the community will be crucial in ensuring data
accuracy and fostering trust with respondents.
3. Responsibilities of Enumerators
Enumerators will be responsible for the following tasks:
a. Participate in training on data collection tools, methodologies, and ethical
considerations.
b. Conduct household surveys using digital tools, ensuring that responses are
accurately recorded.
c. Facilitate KIIs and FGDs, ensuring a comfortable and respectful environment
for participants.
d. Engage with community leaders and respondents with respect and cultural
sensitivity.
e. Adhere to ethical standards, ensuring confidentiality and voluntary
participation in all data collection activities.
f. Report daily on the progress of data collection activities to the field
supervisor/JRS M&E.
g. Support the logistics of organizing and facilitating FGDs and KIIs.
h. Address challenges that arise during data collection, including adapting to
changing security or logistical issues.
4. Required Qualifications and Experience
• Local residence in one of the target localities: Nkambe, Ako, Menchum Valley,
Wum in the North West Region and Akwaya, Mamfe, Alou, and Fontem in
the South West Region
• Minimum A-level education or equivalent.
• Experience in data collection for household surveys, KIIs, and FGDs is highly
desirable.
• Fluency in local languages spoken in the respective localities and working
knowledge of English or Pidgin English.
• Good communication skills and the ability to engage with diverse community
members.
• Familiarity with digital tools such as smartphones or tablets for data
collection.
• Strong knowledge of the local context and the challenges faced by the
community, including conflict dynamics, displacement, and access to
services.
• Ability to work independently and meet deadlines under minimal supervision.
• Willingness to travel within the locality and to neighboring communities for
data collection.
5. Duration of Assignment
• The enumerators will be recruited for a period of 11 days, which includes:
• 6 days (3 days in NW and 3 days in SW) of training (2 days) and pilot (1 day) on
the data collection tools and methodologies.
• 5 days of field data collection/transcription, both quantitative and qualitative.
6. Training and Support
• Enumerators will undergo comprehensive training provided by JRS, covering
the following areas:
• Overview of the Multisectoral Needs Assessment and the context of the
localities.
• Data collection tools and methodologies for household surveys, KIIs, and
FGDs.
• Ethical considerations and informed consent processes.
• Troubleshooting common challenges during data collection.
• Reporting mechanisms and communication with the supervisor.
• Enumerators will be supervised by experienced JRS M&E team who will offer
support throughout the data collection period. Additionally, logistics, security,
and necessary materials will be provided to ensure effective and safe
operations.
7. Remuneration and Benefits
• Enumerators will receive a competitive daily remuneration package that
reflects local market standards. In addition, they will receive:
• Transport allowance for travel within and between communities.
• Daily subsistence allowance to cover meals and other necessary expenses
during data collection.
