SUMMARY OF THE CoSMO PROJECT
The 5-year, approximately US$33 million Consolidating Systems and Services for the Management of Orphans and Vulnerable Children in Cameroon (CoSMO) Project funded
by the President's Emergency Plan for AIDS Relief (PCPFAR) through the Uriited Slules Agency for International Development (USAID) covers 68 health districts across all 1 0 regions of Cameroon. The program is being implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (NECC) since January I , 2023.
The OVC program addresses the challenges of sustainable care and support to OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, sub-recipients' partners, the Government of Cameroon and other stakeholders are working collaboratively to reach health districts across the country where the HI burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.
TERMS OF REFERENCE
JOB Summar
You will lead all risks related activities of the CoSMO project and also the compliance of sub-recipients with NECC policies, local laws and Donor regulations. You will constantly monitor contract terms to help ensure the effective delivery of high-quality programs to orphans and vulnerable children. Your knowledge and skills will help reduce risks to staff, risks on the effectiveness of our programs and risks to the people we serve through the application of the principles of management, integrity, transparency and accountability.
Duties and res onsibilities
Contribute to the optimization of the NECC/CoSMO project compliance system Evaluate and monitor the compliance of the NECC/CoSMO Project and its Sub Recipient — Implementing Partners with respect to the United States Government policies and procedures
Ensure that regular and comprehensive risk analysis are carried out at all project levels and maintain a problem management log
Provide information to project staff, sub-recipients and partners on financial accounting policies and procedural compliance issues and provide training and other capacity building activities as needed.
Ensure that NECC and her sub recipients adhere to standard requirements, including helping them develop robust risk management and fraud detection and reporting systems
Ensure timely closure of finance audit recommendations rclatcd to donor compliance; participate in preparation, implementation and monitoring of related actions plans
MINIMUM QUALIFICATIONS
Education and ex erience
0 Master's degree in accounting, business administration or otherrelevant field preferred. certification in accounting or auditing would be an asset
Minimum 5 years of professional experience, ideally in an international organization, with progressive responsibility in operations and/or programming. At least 04 of these years include experience in audit, compliance or risk management.
At least 02 years of previous experience ensuring compliance for a United States Government Funding.
Experience imthemanagementffsub=recipient
Experience in capacity building for stakeholders

Knowledge of auditing standards and compliance
COSO internal control framework or the Institute
Standards for the Professional Practice of Internal

Language required / desired
Must be bilingual with a working knowledge of English and French.
