SUMMARY OF THE CoSMO PROJECT
The 5-year, approximately US$33 million Consolidating Systems and Services for the Management of Orphans and Vulnerable Children in Cameroon (CoSMO) Project funded by the President's Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID) will cover at least 68 health districts across all 10 regions of Cameroon. The program is being implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (NECC) since January , 2023.
The OVC program addresses the challenges of sustainable care and support to OVC by -strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, sub-recipients' partners,
the Government of Cameroon and other stakeholders are working collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.
TERMS OF REFERENCE, JOB Summary
Under the supervision of the MEAL Manager, the MEAL Officer will assist project monitoring, evaluation, accountability and learning (MEAL) implementation at the zonal level, by working directly with sub recipient and community members, coordinating various MEAL related project activities and events in support of National Episcopal Conference of Cameroon (NECC) work to serve the poor and vulnerable children. Your service and community relations skills ensure that the sub recipient and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact. You will work closely with sub recipient, Zonal program team and the central MEAL team to ensure high quality data that enables the tracking of services provided to Orphans and Vulnerable Children (OVC) in Littotal and SOUth regions of Cameroon.
Duties and res onsibilities
0 Support the coordination and monitoring (including digital data collection) of MEALrelated project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to MEAL-related systems forquality project implementation are strengthened.
Monitor and report on MEAL-related activities at Sub-Recipient Implementing Partners (SR-IPs). Compile data provided by SR-IPs as per project requirements and contribute to the preparation of quality reports.
Coordinate communication and facilitate MEAL-related information sharing among the project team, sub recipient, and project beneficiaries at the community level to assist sub recipient in strengthening the community interest, involvement and support networks.
Champion the utilization of Project MEAL Management Information System (MIS) at the zonal level. Verify SR-JPs data through project Management Information System set standards are adhered reporting periods.
Oversee implementation of Routine Data Quality Audit (RDQA) activities as per LISAID/PFPF A P, standards, as well as NECC Policioc and Procoduro or at implementing partners level and ensure identified gaps have been action in a timely fashion.
In coordination with the project team support MEAL-related capacity-building events for SR-IPs. Build capacity through mentorship, supportive supervision and training on data management and utilization, including the use of the project data collection tools,qnterpretation and analysis of key performanceindicators, quality reporting to meet program requirements.
Actively participate in regular joint supportive supervision visits to the SR-IPs and ensure timely implementation of action plans=
Assist with the roll-out and implementation of the project's feedback complaints and response, mechanism (FCRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FCRM.
Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project MEAL activities.
Coordinate regular data review meetings, including technical and MEAL teams to assess project performance against set targets and key activities.
Ensure standard project participants filing procedures are adhered to at the implementing partners level.
Contribute to program learning by posing thoughtful questions, reflecting upon and sharing with project management the information gathered from community members and partners.
MINIMUM QUALIFICATIONS
Education and ex erience
Master's degree required in Biostatistics, Demography, Public Health, Epidemiology, Information System Management, or any relevant field.
At least 4 years of practical experience in Monitoring, Evaluation, Accountability and Learning preferably in the health sector.
Advanced knowledge in the usage of MS Excel for data analysis and visualization. The level of knowledge will be tested both MEAL Theory and practical.
Proficient in data management/analysis software such as SPSS, Epidata /info, Access, Stata, R, Python or another similar software.
Proficient in PowerBi or Tableau or similar software.
Good knowledge on the usage ot Microsott Ottice 365 suite.
Knowledge or case rnunagernenl cycle approach and longitudinal analysis.
The following attributes will be a plus:
Experience in HIV/ AIDS project/ programs.
Knowledge in PEPFAR MER data requirements.
Personal ualities

Observation, active listening and analysis skills with ability to make sound judgments. Good relationship management skills and the ability to work closely with local partners qnd community members,
