Job Description
Overview of Role:
The post holder will support our wildlife protection activities to combat poaching and trafficking by:
working with other team members to develop and implement operational systems related to law
enforcement; supporting production ofresources and trainings to develop capacity to carry these
out within the Global Conservation (GC)team and partners; supporting the establishment and
operation of information gathering networks;supporting arrest operations against traffickers and
strengthening judiciary follow up of court cases; and supporting the community surveillance
networks. This will primarily focus on illegal wildlife trade affecting the Southeast Cameroon
Rainforest Complex comprising the Dja Faunal Reserve (DFR), Ngoyla Faunal Reserve (NFR) and Nki
National Park in Cameroon extending to Minkebe National Park in Gabon.
The post-holderwill also provide technical input on project development, design, delivery and
reporting. He/she will assist with maintaining existing and developingnew, relationships and
partnerships with relevant stakeholders including Cameroonian authorities, judiciary, donor
agencies, local and international NGOs, private sector actors, research institutions and local
communities.
The post will be based at GC’s office in Yaoundé with main field sites in the East and South Region
with regular national travel as required.
Main Duties and Responsibilities
Law Enforcement
Engage with key stakeholders working within the judicial system in order to improve law
enforcement and delivery of appropriate sentencing for serious wildlife crime in accordance
with Cameroon law.
Follow up on, record (and where necessary attend) court cases involving serious wildlife
crime.
Follow up on, record and report on serious illegal wildlife crime arrests and seizures.
On a daily basis, manage and report on the Community Surveillance Networks and associated
schemes in priority landscapes.
Alongside colleagues, implement law enforcement activities in GC priority landscapes to
improve effectiveness of support to partnersto control poaching and illegal wildlife trade.
Work with GC colleagues to develop, written guidelines and procedures for all relevant
programme law enforcement activitiesincluding a GC Cameroon confidential information
policy.
Support colleagues, where appropriate, in operation of information gathering networks to
include collection, exploitation and transmission of sensitive information.
Conduct briefings and debriefings with GC colleagues in relation to illegal activities pre- and
post-mission
Provide support to project and partner teams in enforcement activities (targeted arrest
operations, drafting and forwarding court complaint reports, judiciary follow up of court cases
etc.).
Work alongside colleagues to monitor and assess the performance of law enforcement
activities carried out in various field sites and provide technical assistance where necessary.
Work with relevant government authorities to set up effective informant networks and
provide ongoing technical support as required.
Work with relevant programme staff on, risk assessment of law enforcement activities and
determine guidelines and protocols of engagement.
Programme development, co-ordination and support
Work with project managers to ensure successful delivery of projects to a high standard, in
line with donor requirements
Support project development and writing of fund raising proposals for law enforcement
work as appropriate.
Provide technical advice and support to staff and partnersto ensure the quality of outputs
and maximum impact of the programme in Cameroon.
Travel to project sites and other localities as necessary forproject activities.
Work with the programme team to build the institutional capacity of local partners.
Reporting and Communications
Ensure technical and financial reports to GC, donors and partners are produced on time and
to a professional standard.
Represent GC at key meetings and workshops and develop GC’s profile in Cameroon and the
wider region as required.
Assist the Central Africa Director with building and maintaining strong, open and regular
communication with key local partners, and ensure their consultation and inclusion in the
design and implementation of all project activities in Cameroon.

Person Specification
Qualifications & Experience
Experience of living and working in Central Africa, ideally in Cameroon.
Either, experience in the field of law enforcement, intelligence and/or investigations, ideally
gained in a law enforcement agency, or working within an investigative/information
gathering role in the NGO sector, OR a demonstrable ability to be able to deal with complex
law enforcement issues, record, write and maintain accurate records and communicate
information about such to third parties of differing societal levels, and have an ability to be
able to influence change and negotiate within governmental and NGO hierarchies.
Willingness and ability to operate with discretion and without attracting undue attention to
activities pertaining to intelligence gathering and training
Willingness and adaptability to undertake training in complex law enforcement
methodologies if necessary
Complete affinity with IT, the use of email, mobile telephony and common short message
services.
Proven capacity building skills, with some experience in developing training resources and
delivering training.
Experience in project design, planning and management desirable.
Experience of managing relationships with relevant partners, and developing important
relationships with influential
Experience of technical and financial report writing, and the timely submission of such
Ability to ensure accuracy and brevity in communication during critical situations
Knowledge
A good understanding of current national, international and Africa specific illegal wildlife
trade issues.
Skills & Abilities
Fluent spoken French is essential.
Ability to communicate in English desirable.

Other Requirements
Able and willing to work long hours and over weekends when required.
Willing and able to travel to and spend time in project sites in Cameroon, with a possibility
of extended stays in the area around Djoum, Mintom, Lomie, Ntam, Oveng.
