We are recruiting a consultant facilitator for the local dialogue.
I. Background
Building on the results of phase 1 and the dynamics of multi-stakeholder platforms, phase 2 of the
BIODEV2030 project aims to contribute to the implementation of the Kunming-Montreal Global
Biodiversity Framework by promoting the adoption of productive practices that reconcile
biodiversity and development.
At the national level, it involves supporting national public authorities in identifying sectoral
public policy instruments (SPPIs) for priority sectors and pathways for reforms to promote this
change in practices. Furthermore, at the level of a pilot territory per country (TRIDOM landscape
Cameroon), it involves assisting stakeholders in collectively identifying the actions necessary to
reconcile development and biodiversity, thereby realizing the CBD's vision of a "world living in
harmony with nature." Transition projects towards nature-positive practices, or even nature-based

consultant facilitator for the local dialoguesolutions, will be developed based on the actions identified and then presented to potential funders.
All more specific project orientations will be determined at the country level within the framework
of a multi-stakeholder dialogue, to best address the priorities and needs of each country.
This territorial dialogue is facilitated by a professional facilitator recruited by BIODEV2030. The
facilitator supports the design and facilitation of the dialogue process, based on local workshops,
including the objective and agenda of each workshop. He also assists in seeking a consensus to
develop a pilot project and advance it to the prefeasibility stage by the end of Phase II. He employs
a systemic change approach and collective action for this purpose.
II. Objectives, expected results and approach
I. Objectives
At the scale of a pilot territory in Cameroon (TRIDOM), the facilitator assists stakeholders in
identifying actions to reduce pressures to collectively identify a structuring project idea for
transitioning to productive practices that integrate biodiversity, or even nature-based solutions,
which will be developed and presented to potential funding partners.

stakeholders, to ensure momentum for the pilot
project, in line with the issues discussed in phase I
at the local level.
The dialogue is designed as a collaborative
process, utilizing systemic thinking to
promote collaboration.
Adhesion The dialogue utilizes custom animations for
effective content sharing with stakeholders.Membership To ensure the social acceptance of the
project, the dialogue aims to address the
expectations of stakeholders regarding health,
safety, well-being, respect, information and overall
understanding, inclusion, and meaning.
These animations pay particular attention to
the simplification of relevant issues arising
from the IPPS study and the initial national
dialogue workshops.
Capacity Building
Strengthening the capacity for action of
participants to support the launch of the pilot
project, particularly to promote the project to
private donors/funders.
Local workshops benefit from professional
facilitation, experience in co-creative
collaboration and systemic change.
Empowerment
Support the capacity-building activities of
participants to assist in the launch of the pilot
project.
The workshops primarily take place in person
and utilize appropriate tools to facilitate and
stimulate group discussions, maintain
participation, and support convergence
towards the expected outcomes.
Synergies
Identify the territorial projects and synergistic
actions that will connect and amplify the efforts of
the participants.
Participants will discover and apply the key
concepts and tools of systemic thinking while
engaging in dialogue and identifying concrete
actions.
III. Scope & Responsibility
This section presents the objectives of facilitation and the responsibilities of the facilitator in
preparing and conducting territorial workshops. Context and framing of facilitation the consultant
will be responsible for the design and facilitation of territorial workshops, with a view to building
consensus around a pilot territorial project that can be promoted to donors and private financial
actors. This project must integrate key actions necessary to align development and biodiversity
conservation in an identified sector. The design and facilitation by the consultant will promote
constructive exchanges among all stakeholders and the appropriation of key sectoral issues
discussed at the national level and arising from various studies (IPPS, diagnostics). The service
provider may mobilize experts as needed to support its outreach activities.
The main framing elements are summarized below. The facilitator may propose modifications to
the content if deemed relevant and feasible.• Each workshop will last up to one day, spread over a period of 9 months, thus allowing for
cycles of action and reflection, and will take place between mid-March 2025 and midDecember 2025.
• The facilitator and the project team will have worked, if necessary with relevant
stakeholders, on a strategy for inviting and mobilizing key stakeholders and will ensure
their engagement throughout the project.
• The local workshop will accommodate up to 30 participants from the government,
decentralized public administration, the private sector (particularly representatives from
the economic sector targeted by the pilot project), civil society, local communities and
indigenous peoples, as well as development organizations, development aid, or the
financial sector, who will be encouraged and actively incentivized to participate in the
workshops. Consideration of gender and its integration into the construction of the
participant list will be considered. When conditions permit, the objective is to strive for
gender parity among participants. The facilitator will ensure, if deemed relevant by the
project team, the follow-up of participants/representatives of entities to allow for continuity
and progress in discussions between the workshops.
• The dialogue format must be designed to accommodate field constraints.
• In addition to local workshops, up to 10 meetings with certain key stakeholders and
resource people may be organized to best inform the dialogue that will take place during
the workshops. If necessary, resource persons/experts may be invited to the workshops.
• The work will be carried out directly with the project team/national level based in Yaoundé
and in the pilot area of Mintom/Djoum.
• The facilitator will be based in Yaoundé and will undertake field missions if needed.
IV. Specific objectives
The facilitator will have to:
• Propose a dialogue process based on local workshops.
• Support the design of the objective and program of the workshops.
• Align with the national project coordinator to carry out activities during the workshops.
• Produce reports documenting the results of each workshop and recommendations for
adapting the dialogue, if necessary.The facilitator's work particularly includes:
Phase 1 – Understanding the Context
• Collaborate with the project team, the trio/taskforce to thoroughly understand the logic,
objectives, model, success criteria, risks, roles and responsibilities, as well as the state of
readiness for dialogue.
• Review of the literature, deliverables from Phase I, and studies already produced for Phase
II, to understand the achievements and ongoing work in Cameroon, existing on the project
or other WWF Cameroon projects.
• Preparatory meetings and/or interviews with key stakeholders to understand the political
and economic context, as well as their roles.
• Based on the collected elements, produce a framing note for the territorial workshop cycle.
Phase 2 – Design of Sessions
• Design the detailed collaborative process and agenda (i.e., what will be done during the
workshop) for preparatory meetings and workshops, using a systemic change and
collective impact approach.
• Define with the project team the facilitation techniques that will be used and train them as
needed.
• Invitation strategy to mobilize resource actors (powerful, have influence) to ensure the
participation of target individuals.
• Stakeholder mapping.
• Prepare for external intervention times when necessary (experts).
• Prepare detailed notes for the facilitator (i.e., what will be said during the workshop) with
a distribution of roles between the Facilitator and the project team.
• Brief co-facilitators and technical advisors.
Phase 3 – Facilitation of Sessions (iterative)
• Lead the facilitation of preparatory meetings.
• Direct the facilitation of workshops.
Phase 4 – Monitoring, Evaluation, and Learning
• Prepare reports on the workshop sessions. At a minimum, these reports should include: the
number of participants (male/female, organization), the agenda followed, thedialogue/facilitation techniques used, the main points discussed, the decisions made, points
of consensus and dissent, and the facilitator's perspective on the change dynamics. This
report will include recommendations for continuing the dialogue.
• Implement a simple approach to monitoring, evaluation, and learning to inform adaptive
management. This involves, for example, identifying collective and/or individual
indicators to track stakeholder engagement in reaching a consensus on the pilot project to
be undertaken.
• Apply an approach that adapts to the evolution of exchanges and collective dynamics to
adjust the design of each session as the dialogue unfolds, in collaboration with the national
project coordinator.

• Mapping of stakeholders carried out by the project team
• Criteria defined by the national platform regarding the pilot project
• Logical framework of intervention for territorial projects
• Identification of active international donors in the field of biodiversity and their funding

Total 35VI. Required skills and experience
This position requires strong skills and an appropriate demeanor for dialogue and consensus
building, within a global vision:
- Over seven (07) years of experience in design and facilitation, utilizing a variety of
approaches and tools, with a particular emphasis on the use of systemic thinking.
- Solid knowledge of social, economic, and environmental issues as well as key stakeholders
in the pilot area (TRIDOM).
- Ten (10) years of experience working with multi-stakeholder and multi-sector groups,
forging collaborations and collective agreements despite differing opinions and
perspectives.
- Sharp political instincts. Extensive work experience in various political and cultural
contexts. Ability to understand the impact and influence on the process and commitment
to adapting these processes to the current context.
- Excellent collaborative work skills, with an openness to change and the ability to
receive/integrate feedback.
- Proven experience in promoting diversity and inclusion in dialogues.
- Excellent ability to plan/manage projects, organize, implement, and report on work.
- Ability to work under pressure and meet tight deadlines.
- Exceptional communication and advocacy skills.
- Excellent presentation and facilitation skills.
- Knowledge of the TRIDOM landscape, including environmental, social, and economic
issues.
- Demonstrated integrity and ethical standards.
- Proficiency in French and English as well as fluency in local languages commonly spoken
in the project region.
VII. Contractualization
Written contract outlining the content of the Terms of Reference and clarifying the payment terms.
Suggested payment schedule:
- Upon signing: 20%
- Deliverable 1: 20%
- Deliverables 2 & 3: 20%- Deliverables 4, 5 & 6: 40%
