As part of the implementation of the CIBEL project (Inclusive Conservation of Biodiversity and Ecosystems by
Local Communities), WWF is looking for a Consultant to propose and implement a technological design for a
product storage warehouse (NTFPs and cocoa) and support the appropriation of infrastructure management by
the cocoa farmers' cooperative and NTFP cooperative in the Ndongo area, Moloundou district, Boumba and
Ngoko department in the East region of Cameroon.
1. CONTEXT AND JUSTIFICATION
The CIBEL Project (Inclusive Conservation of Biodiversity and Ecosystems by Local Communities) whose overall
objective is to establish in Madagascar and the Congo Basin inclusive and sustainable protection systems for
natural environments and biodiversity for the benefit of the environment and populations, allows the
implementation in the Cameroon part (Ndongo zone), 06 themes namely: Zero deforestation cocoa,
Strengthening of NTFP and fishing value chains, Promotion of community forests (the three community forests
in the area), Establishment of community forests, Biomonitoring and Strengthening of local governance.
In a context of global biodiversity collapse, local communities living near threatened ecosystems are seeing
their vulnerability increase daily. To ensure the effectiveness and improve the social acceptability of
conservation programs, it is important to involve these communities in the measures implemented, so that they
can derive socio-economic benefits through access to natural resources or the maintenance of ecosystem
services. In three countries in the Congo Basin, through the CIBEL project, WWF France, WWF Gabon, WWF
Cameroon, and WWF Congo will support populations in preserving forest resources, promoting sustainable
economic activities, and strengthening the voice of civil society and local communities in decision-making
regarding natural resources.
2. OBJECTIVE
2.1 General objective of the service
Propose a technological design for a product storage warehouse (NTFP and cocoa) consisting of: a storage
space for at least 100 tonnes of cocoa and 20 tonnes of NTFP products and equipped offices, build and ensure
ownership of the management of the infrastructure by the 02 cooperatives (cocoa and NTFP) in the area.
2 Specific objectives
The need for intervention in this call for consultants is structured around three main objectives:
a) Propose a technological design for a storage warehouse: A storage warehouse with a capacity of at least
100 tonnes will be built using semi-temporary materials that meet the standards for storing cocoa and
NTFPs in Cameroon. The warehouse will consist of two offices and a storage space of at least 100
tonnes. of cocoa and 20 tonnes of NTFP products.
b) Build, raise awareness and strengthen the capacities of cocoa producers and NTFP collectors on the
use, management and monitoring of the infrastructure put in place;
c) Monitor and evaluate activity to ensure that the infrastructure is adopted, appropriate and used
according to standards.
3. METHODOLOGICAL APPROACH
After the publication of the offer, candidates will submit a technical and financial proposal. The technical
proposal will include the approach for the realization of the service. In his proposal, the consultant will endeavor
to take into account the deadlines for the provision of this unit before the end of the next harvest (mid-August
2025). He will also describe the approach he will use to ensure the appropriation of the use, management and
monitoring of the infrastructure by the producers of the 02 cooperatives. The implementation approach
therefore includes two components: the theoretical component which will consist of training the members of
the 02 cooperatives on the use, management and monitoring of the infrastructure and the practical approach
which will consist of the implementation and monitoring-evaluation of the infrastructure..
4. COMPONENTS OF THE STORAGE WAREHOUSE
The store must include:
• A well-ventilated space above capable of storing at least 100 tonnes of cocoa and at least 20 tonnes of
NTFP products.
• 02 offices each equipped with an office table, 04 chairs and 01 cabinet for storing documents.
5. DURATION AND TIMETABLE OF COMPLETION
The duration for the completion of service four (04) between May and August 2025.

7. PROVIDER PROFILE
The service provider must :
• Have a complete team capable of supporting the delivery of the service in both theoretical and practical
aspects.
• Have good experience in carrying out similar services (ability to carry out infrastructure and training);
• Have good experience with village communities.
• Having worked in the local area will be an asset.8. THE COMPOSITION OF THE SUBMISSION FILE INCLUDES THE FOLLOWING DOCUMENTS:

monitoring of the infrastructure by the members of the 02 cooperatives.

9. CRITERIA FOR EVALUATING OFFERS
Eligible proposals will be evaluated on the basis of full and open competition, in strict compliance with the
combined score method, where the proposed technical proposal will be weighted at 60%, while the financial
offer will be weighted at 40%.
