THE WORLD WIDE FUND FOR NATURE (WWF) CAMEROON IS LOOKING FOR A SERVICE PROVIDER FOR: THE DEVELOPMENT OF A WEBSITE FOR LOBEKE NATIONAL PARK (TERMS OF REFERENCE)

1. Context
Lobeke National Park, located in southeastern Cameroon, is a key biodiversity hotspot in the Congo
Basin. Managed in partnership with the government and WWF, the park plays a vital role in
conservation, ecotourism, and sustainable community development. To improve its visibility, facilitate
stakeholder engagement, and promote conservation and tourism initiatives, Lobeke National Park is
developing a dedicated website.
These terms of reference serve as a framework for the development of the website, ensuring that it
effectively meets the needs and objectives of Lobeke National Park.
2. Objectives

The main objectives of website development are:
• Ensure an official online presence for Lobeke National Park.
• Facilitate the sharing of information on conservation efforts, ecotourism opportunities,
research programs and community engagement initiatives.
• Strengthen stakeholder engagement, including tourists, researchers, donors and local
communities.
• Improve transparency and accessibility to reports, publications and updates on park activities.
3. Scope of WorksThe successful developer will be responsible for the following tasks:
• Website Design and Development:
o Develop an attractive, user-friendly and responsive website.
o Ensure compatibility with computers and mobile devices.
o Integrate a content management system (CMS) to facilitate updates.
• Content and Features:
o Design the homepage and key sections (About, Conservation, Research, Ecotourism,
Community Engagement, News & Events, Contact, and Downloads).
o Develop interactive features such as a blog, event calendar, online donation/payment
system, and contact forms.
o Integrate multimedia elements (images, videos, interactive maps).
o Provide a multilingual interface (French and English).
• SEO and Security:
o Implement SEO best practices.
o Ensure website security and user data protection.
• Training and Support:
o Train designated Lobeke National Park staff in content management.
o Provide post-launch technical support and maintenance for a defined period.

4. Deliverables and Deadlines
Deliverable Deadline
Initial report (work plan, website structure) 2 weeks after signing the contract
Website prototype for validation 1 month after signing the contract
Fully functional website 3 months after signing the contract
Staff training and documentation Within 3 months
Post-launch technical support 6 months after launch
5. Provider Profile: The service provider must meet the following qualifications and experience:
• Proven experience in website design and development, preferably for conservation
organizations or NGOs.
• Proficiency in modern web technologies (HTML, CSS, JavaScript, CMS such as WordPress or
Drupal).
• In-depth knowledge of SEO, web security and data protection.
• Ability to provide training and technical support.
• Excellent communication and project management skills.
6. Submission File
Interested companies or individuals should submit:
• A technical proposal detailing the approach, work plan and timeline.
• A financial proposal with a detailed budget.
• A portfolio of previous projects (links to completed work).
• CVs of the key team members involved in the project.
• References from previous clients.
• A complete tax file including a valid tax compliance certificate.
7. Criteria for evaluating offers
Eligible proposals will be evaluated based on full and open competition, in strict compliance with the
combined score method, where the proposed technical proposal will be weighed at 80%, and
combined with the price offer, which will be weighed at 20%.
It should be noted that failure to comply with the constituent elements of the submission file is a
disqualification criterion.
