Request for Proposal (RFP) for Consultant Services: Triangulation and geo-spatial mapping for EPI routine immunization service delivery extension in Cameroon.
BACKGROUND
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. SCOPE OF WORK
CHAI is looking for a motivated individual to conduct a GIS mapping of all service delivery sites including fixed sites and outreach sites and triangulate with zero-dose population, cold chain equipment availability and healthcare workers allocation in four health districts across four regions in Cameroon. This activity aims to identify non-traditional and traditional sites for use as outreach locations, to extend EPI routine immunization service delivery and improve coverage. He/she will work closely with internal CHAI teams and external partners to provide technical leadership for data triangulation, offer strategic guidance for the activity and lead the data mapping and documentation of the process and results. The successful individual will possess excellent data management with advanced excel and GIS skills and must demonstrate a passion for results and a commitment to excellence.
ROLE & RESPONSIBILITIES
· Conduct GIS mapping of all immunization service sites and triangulate with zero-dose data, cold chain availability, and healthcare worker allocation to identify coverage gaps and potential outreach sites.
· Provide technical guidance and strategic input throughout the mapping process, ensuring data-driven decisions for extending immunization services.
· Work closely with CHAI teams and external partners to validate data, align with national priorities, and ensure effective implementation.
· Document the process, tools used, challenges, and outcomes, and produce maps, reports, and presentations to inform program improvements.
DELIVERABLES
The consultant will be expected to deliver the following:
· Clean consolidated dataset on Excel showing different triangulated parameters.
· GIS Maps showing all fixed and outreach immunization sites, overlaid with zero-dose population, cold chain, and healthcare worker data.
· Data triangulation analysis report identifying service gaps and recommending potential outreach locations.
· Stakeholder presentation summarizing methods, findings, and strategic recommendations.
TIMELINE
The consultant is expected to complete the mapping and the aforementioned related deliverables within a maximum of one month.
QUALIFICATIONS
- BSc in Geography / Geospatial Science, or statistics/ data science, or health information systems.
- Minimum 3–5 years of experience in public health mapping, health systems, or related areas.
- Proven experience working with health service delivery, preferably in immunization or community health.
- Ability to interpret complex datasets and generate actionable insights.
- Experience working with diverse stakeholders, including government, NGOs, and field teams.
· Advanced proficiency in GIS software (e.g., ArcGIS, QGIS).
· Familiarity with data triangulation techniques and geospatial analysis.
· Excellent analytical, strategic and problem-solving skills.
· Ability to work independently and as part of a multidisciplinary team.
· Strong work ethic, integrity, credibility and dedication to CHAI's mission.
· High level of proficiency in Microsoft PowerPoint, Excel and Word.
· Strong report writing and presentation skills.
· Professional proficiency in English, fluency in French is a plus.
