CONTEXT
Impact Santé Afrique (ISA) is a not-for-profit organization based in Africa whose
main objective is to contribute to the improvement of people's health by
implementing transformative and sustainable programs that will save lives and
improve the health of our communities. (For more information, visit

Afrique (ISA) also coordinates the CSO Platform for Malaria Elimination (CS4ME).
As part of the process of strengthening the capacity of CSOs to mobilize domestic
resources ISA, in collaboration with the National Malaria Control Program is looking
for a consultant to develop training tools.
I.
Objectives
The aim of this consultation will be to develop a training tool for civil society to
strengthen their skills in effective advocacy, adapted to the Cameroonian context,
on the mobilization of domestic funding for the fight against malaria.
II.
Duties and responsibilities of the consultant
Under the supervision of the Senior Project Coordinator, the consultant will carry
out the following tasks:
1. Conduct a literature review and analysis of the budget allocation
process and opportunities for domestic malaria funding in Cameroon,
2. Design educational content tailored to the context and training needs
of civil society players on the subject,
3. Develop an interactive and accessible training tool to build the capacity
of civil society organization’s
4. Validate the training tool with the players involved and adapt it
according to their feedback.
5. Promote the use of the tool to improve the advocacy strategy in favor
of domestic funding for the fight against malaria.
6. To run a training course for civil society organizations in Cameroon on
domestic funding for the fight against malaria. At the end of the
training, to draw up a SMART action plan for implementation over 2
years

III. Main results and deliverables
Literature review and analysis of the budget allocation process and
opportunities for domestic malaria funding in Cameroon,
Detailed training program: content, methodology, teaching aids and
logistics.
Training materials: presentations, training aids, guides or practical
information sheets.
Content of the SMART action plan: specific, clear and achievable
document for implementation over two years, with success indicators.
Report on the training session: summary, feedback from participants,
evaluations and recommendations.
Final report: summary of activities, results, strengths,
recommendations for follow-up and sustainability.
IV.
Consultation period
This consultation mission will run from Tuesday 2nd September to Friday 31 October
2025.
V.
Candidate profile
The expertise required will relate to the recruitment of a consultant whose
qualifications and skills correspond to the following criteria:
Degree in Health Economics,
Proven experience in the field of health with expertise in issues related
to process analysis and optimization,
Proven experience in the field of advocacy,
Good knowledge of the health system, how it works, how it is
organized, and the different actors that make it up
Good knowledge of management, but also technical and legislative
knowledge of the health sector in Cameroon,
Excellent ability to write reports and make clear and accurate
presentations, in order to communicate their findings to decision
makers and the public,
Experience in workshop facilitation, training and coordination of multi
sectoral partners in the health sector, leadership qualities and ability
to facilitate consensus;
Perfect oral and written command of French and English;
Good drafting, analytical and summarizing skills;
Familiarity with remote meeting and conference applications.

Evaluation of bids
The evaluation of the tenders received will be based on the following criteria:
(i) The candidate's experience in carrying out assignments similar to those
specified in the terms of reference;
(ii) The understanding of the expectations of the assignment and the proposed
intervention methodology;
(iii) The proposed Financial offer
