EMERGENCY CALL FOR APPLICATIONS OPEN N° 001 GIZ Pro-PASSaR/JAPSSO/HUMAN RIGHTS NFM 3/DE/DAF/2023 FOR THE RECRUITMENT OF TEN (10) CIVIL SOCIETY ORGANIZATIONS AS COMMUNITY LEGAL CLINICS (CJC) IN THE 10 REGIONS OF CAMEROON
TERMS OF REFERENCE FOR RECRUITMENT OF COMMUNITY LEGAL CLINICS (CLC) IN CHARGE OF HUMAN RIGHTS INTERVENTIONS TO BENEFICIARIES OF THE GLOBAL FUND PROJECT
I. Objective of the call for expressions of interest
The purpose of these ToRs is to recruit ten (10) civil society organizations as community legal clinics (CLCs) in the 10 regions of Cameroon to coordinate and implement certain human rights activities of the NMF3 grant to the beneficiary populations of the Global Fund Project (GFP).
II. Key Interventions and Responsibilities of CLCs
The main mission assigned to community legal clinics is the implementation of certain technical and operational activities of the human rights module of the grant, including psycho-social support and referencing, legal information and awareness related to health, field support to the project's legal advice.
Under the GFP, legal clinics provide free legal assistance to beneficiaries by:
- Propose a technical offer for the implementation of the package of activities;
- Identify among community members the people to be trained as paralegals;
- Identify HIV/TB-related human rights violations carried out in the community;
- Collect and document allegations of human rights violations from project targets;
- Ensure that the beneficiary knows and understands their rights as a beneficiary of HIV/TB services (Know your Right approach);
- Ensure that the beneficiary is aware of the procedures related to the case raised and that he is kept informed of developments in his file throughout the procedure;
- Prepare cases and attend hearings with legal counsel;
- Organize mediations between the parties to the conflict, as far as possible;
- Search for legal evidence (case law, texts, etc.) and information on similar cases;
- Assist in the drafting of front-line legal acts;
- Keep records up to date, while respecting confidentiality related to the status and other personal information of the beneficiary;
- Report to the supervising legal counsel;
- Prepare intervention reports and periodic reports;
- Mobilize actors and beneficiaries during legal advice activities;
- Ensure the accompaniment of legal advisors during their descents.

NB: An Organization can only apply in one or more regions if it is actually located in the said region(s).
IV. Constitution of files
Any complete file must include the following elements:
1. A request signed by the head of the organization addressed to the Executive Director of the NGO JAPSSO;
2. A completed application form (maximum 04 pages - see form);
3. Proof of existence of the structure as an association/organization (attach the receipt containing the creation and the organizational chart);
4. Proof of the existence of a bank account opened in a financial institution in accordance with the standards in force;
5. Two letters of recommendation to justify a good reputation with partners;
6. Proof of establishment in the city where the association/organization is a candidate (location plan).

VI. CLC Selection Criteria

NB: The selection of CJCs will only be validated after the on-site evaluation visit has been conducted.
VII. Deadline for submission of applications
Complete applications are submitted or sent no later than June 1, 2023 at 16:00 on site or online.
