CONTEXTE 
About Good Neighbors:
Good Neighbors is an international Korean NGO founded in Seoul in March 1991. It is present in 51 countries around the world and aims to make the world a better, hunger-free place, where people live together in harmony. It focuses on community development to protect children's rights and encourage community autonomy.
Good Neighbors started its operations in Cameroon since 2014. It has a head Office is in Yaoundé and field Offices in Maroua and Mbalmayo. GNCMR's work is focused on community development, implementing projects in the sectors of Health, Child Protection, livelihood (Income Generation Activities), food security, Education, Water and Sanitation hygiene and Environment. Good Neighbors Cameroon works with different international partners such as the multilateral and bilateral agencies, INGOs to seek sustainable solutions to development and humanitarian challenges. 
Health is a key intervention sector of Good Neighbors because good health care is a prerequisite for staying alive. In vulnerable communities where basic health care is a serious issue, women are more affected as compared to men. This is particularly in relation to female related realities such as child birth and menstrual hygiene which are strongly related to women’s health. Good Neighbors therefore places a particular attention on gender aspect in basic health care with a strong consideration on the health situation of women. 
I.    PROJECT BACKGROUND AND OBJECTIVE
Menstrual hygiene management is a crucial aspect of women's health that is often overlooked and stigmatized. Proper management of menstrual hygiene can prevent infections, reduce reproductive health issues, increase confidence and self-esteem and improve access to education. According to the government of Cameroon, 70% of menstruating women and girls lack access to regular basic sanitation products.
This is even worse in vulnerable communities. It was discovered through an assessment conducted by Good Neighbors Cameroon in Mehe village that, 99% of women use old, dirty cloths as absorbents for menstrual blood during their periods. Menstruation is still a taboo and there are so many myths surrounding menstruation in this community. This prompted Good Neighbors Cameroon and Good Neighbors Canada to design a project entitled “Improving menstrual health education among the women and girls of Mehe, in the division of Mayo Sava, in the Far North region of Cameroon”. The goal of this project is to improve the menstrual health and hygiene of women and girls in the village of Méhé enabling them to participate fully and with dignity in educational, cultural and civic activities. The project is funded by Global Affairs Canada.
Specifically, the project aims to;
•    Provide access to accurate and reliable information on menstruation and menarche. 
•    Empower girls and women to empower and mitigate health risks associated with poor menstrual hygiene thereby improving their health and wellbeing 

II.    OBJECTIVES OF THE ASSIGNMENT
The overall objective of this consultancy is to strengthen local reusable pad production capacity, promoting menstrual hygiene management, female empowerment, and sustainable development. The consultant will develop and deliver a comprehensive training program for 100 girls and women, equipping them with the skills and knowledge to produce high-quality reusable sanitary pads. The program aims to enhance local production, reduce dependence on disposable pads, and promote sustainable and cost-effective alternatives, ultimately contributing to improved health, well-being, and economic empowerment of women and girls. Specifically, the Consultant will;
1. Provide foundation in basic tailoring skills, including machine operation, fabric handling, and quality control.
2. Equip participants with practical skills in designing, cutting, and sewing reusable sanitary High Quality Reusable pads using machines, focusing on locally Appropriate, available materials and affordability.
3. Educate participants on menstrual hygiene management, benefits of reusable pads, its proper care and maintenance.

III.    TRAINING SCOPE/APPROACH AND TEACHING METHODS: 
 Training sessions are scheduled for 1 month for 100 girls and women in at least three cycles constituting 33 participants per group in Mehe Village in the Mayo Sava Division of the Far North Region of Cameroon. The consultant must;
1.    Design a detailed training program (including dates and times of training) in MS Word or Power Point format covering basic tailoring and machine operation, reusable pad fabrication techniques, materials selection and design, reusable pad benefits and care and submit it to Good Neighbors for review.

2.    Guide participants in sourcing high quality appropriate and locally available materials for pad production

3.    Provide and facilitate hands on training on reusable pad production and produce training reports.


4.    Prepare user-friendly presentations for illiterate and semi-illiterate rural residents.

5.    Produce a simple image guide (print ready) illustrating the different steps of reusable pad fabrication and care for participants’ reference

6.    Design and prepare a training manual and submit it (electronic version) to Good Neighbors at least one week before the training session. The manual should describe in detail the plans for the session addressing the learning outcomes, key content for each session, training methods for each session, including a detailed explanation of group activities, materials for each session. 


7.    Prepare special technical materials (if required) for the training (these are any practical materials, technical equipment or samples that relate to the training topic and will help to enhance the audience's understanding).

8.    Prepare a pre-test (before the start of each training) and a post-test (at the end of the training) to compare knowledge on the subject before and after the training sessions. The results will be shared with Good Neighbors Cameroon in the consultant's report.
9.    Encourage knowledge sharing, cooperation and communication between beneficiaries in order to maximize the project's chances of success. 
10.    Training should be highly participatory, with the aim of enabling participants to fully understand the message and develop skills to effectively apply and disseminate the knowledge acquired in the community. 
12.    Produce training reports no later than one week after each training session and share them with the following e-mail addresses;

The Consultant may decide to work with a collaborator or assistants to facilitate her work (This collaborator or assistant is NOT the responsibility of Good Neighbors Cameroon).
Good Neighbors Cameroon is responsible for;
1.    Ensuring access to project information, information about the Organization , mobilization of Community members and focal persons for activities in the community

2.    Ensuring follow-up of the Consultation

3.    Refreshment and transportation of beneficiaries during the training sessions

4.    Logistics and Pictures during training sessions 

5.    Printing of all banners, roll ups and T shirts for the training sessions 

6.    Purchase of all materials to be used for the training session based on Consultant’s proposition


IV.    EXPECTED DELIVERABLES

1.    100 women and girls gain valuable skills in reusable pad production, care and maintenance
2.    Production of high-quality reusable pads by trained women
3.    A comprehensive training manual and materials for future references
4.    A simple guide on fabrication and care of reusable pads

V.    REQUIRED QUALIFICATIONS AND EXPERIENCE

1.    Proven experience in tailoring, garment production or textile based vocational training with a focus on reusable sanitary pad production or similar products
2.    Understanding of menstrual hygiene standards and ability to address related topics with sensitivity and cultural awareness
3.    Familiarity with sewing machines, fabric handling, and quality control processes.
4.    The consultant/trainer must demonstrate mastery of the quality standards applicable to reusable sanitary pads, which guarantee their safety, effectiveness, durability and compatibility with the users' intimate health
5.    Experience in running a reusable pad production business or similar social enterprise 
6.    Ability to coordinate effectively with project teams and provide regular progress updates.
7.    Demonstrated experience working with women, youth, and other vulnerable populations, with a commitment to inclusive and participatory approaches.
8.    Strong facilitation skills, with experience in delivering training and capacity building programs for diverse groups
9.    Proficiency (verbal and written) in the national language (French) and the local language (Fulfulde). Training sessions will be conducted in the local language (Fulfulde) and reports may be written in English or French. The ability to write reports in English will be an added advantage.

10.    Previous experience in providing training to Non-Governmental and Development organizations.
