Terms of Reference for a Consultancy to Strengthen Market Access, Branding, Quality Compliance, and Sales Capacity of a Women’s Group Producing Reusable Pads and Soap in Mehe, Mayo Sava Division, Far North Region of Cameroon

CONTEXTE 
About Good Neighbors:
Good Neighbors is an international Korean NGO founded in Seoul in March 1991. It is present in 52 countries around the world and aims to make the world a better, hunger-free place, where people live together in harmony. The Organization community development to protect children's rights and encourage community autonomy.
Good Neighbors started its operations in Cameroon since 2014. It has a head Office is in Yaoundé and field Offices in Maroua and Mbalmayo. GNCMR's work is focused on community development, implementing projects in the sectors of Health, Child Protection, livelihood (Income Generation Activities), food security, Education, Water and Sanitation hygiene and Environment. Good Neighbors Cameroon works with different international partners such as the multilateral and bilateral agencies, INGOs to seek sustainable solutions to development and humanitarian challenges. 
Health is a key intervention sector of Good Neighbors, founded on the principle that quality healthcare is a fundamental prerequisite for life. In many vulnerable communities, systemic gaps in basic healthcare disproportionately affect women and girls. These disparities are most common in female specific health realities such as maternal care and menstrual health. Good Neighbors therefore places a strong emphasis on the unique health needs of women and girls, ensuring that interventions promote dignity, Safety and community wide health equity.


I.    PROJECT BACKGROUND AND OBJECTIVE
Menstrual hygiene management is a crucial aspect of women's health that is often overlooked and stigmatized. Proper management of menstrual hygiene can prevent infections, reduce reproductive health issues, increase confidence and self-esteem and improve access to education. According to findings discussed by Cameroonian authorities and partners, 70% of menstruating women and girls in Cameroon lack access to regular basic sanitation products.
This is even worse in vulnerable communities. It was discovered through an assessment conducted by Good Neighbors Cameroon in Mehe village that, 98% of women use old, dirty cloths as absorbents for menstrual blood during their periods. Menstruation is still a taboo and there are so many myths surrounding menstruation in this community. To Address this Good Neighbors Cameroon and Good Neighbors Canada designed a project entitled “Improving Menstrual Health Education among women and girls of Mehe”, funded by Global Affairs Canada. The core aim of this project is to improve the menstrual health and hygiene of women and girls in the village of Mehe, enabling them to participate fully and with dignity in educational, cultural and civic activities. 
Specifically, the project aims to;
•    Provide access to accurate and reliable information on menstruation and menarche. 
•    Empower girls and women to mitigate health risks associated with poor menstrual hygiene thereby improving their health and wellbeing 

II.    OBJECTIVES OF THE ASSIGNMENT
To ensure that High quality and affordable menstrual products and hygiene supplies are available in Mehe in the long run, Good Neighbors Cameroon recently equipped 113 women with the technical skills to fabricate reusable pads and artisanal soap. Having completed the training phase, the Objective of this Consultancy is to Establish the necessary commercial foundations for this women led group. The Consultant is expected to transform these new technical skills into a professional market presence by creating a brand, securing quality certifications and opening sales channels. 
The Specific Objectives are;
•    Design professional logos, labels and packaging for both reusable pads and soap, creating a high standard visual identity that ensures the products are market ready and appealing to all buyers ranging from local retail shops and markets to schools, clinics and bulk Institution buyers like NGOs, UN agencies 
•    Identify and create formal pathways to sell the reusable pads and soap targeting both retailers and institutional buyers, ensuring these links are secured through commitment letters
•    Lead the group through the official National quality certification process to ensure that the reusable pads and soap meet the standards required for formal procurement
•    Develop a sustainable community first pricing model with a pricing structure where profit margins from bulk sales are strategically used to subsidize costs at the local level, keeping the products affordable for women and girls in Mehe village.
•    Facilitate a practical, visual based comprehensive sales and marketing training program for 113 illiterate and semi illiterate women and girls. This should include;
    Proper handing, hygiene maintenance and attractive product display
    Brand Storytelling: Helping the women better articulate the health and social value of their products
    Simple non literacy dependent methods of tracking sales, issuing receipts and separating business funds from personal money.
•    Propose and initiate a simplified digital marketing strategy using basic social media to showcase products and increase visibility for both local and wider markets
•    Facilitate a practical market sales activation in the local markets in Meme or Mora where the beneficiaries pitch and sell their products directly to the local audience.
•    Identify and secure product placement in local supermarkets within the Far North region and beyond to establish a formal retail presence.


III.    TRAINING SCOPE/APPROACH AND TEACHING METHODS: 
The training will cover at least 9 days of the total Consultancy where 113 participants will be trained in 3 cycles (Approximately 37 participants for each session for 3 days each). The Consultant may decide to use one day allocated for each group for the practical market sales activation. Given the literacy levels of the group, the Consultant must;
•    Develop a detailed visual training program that uses image heavy presentations and adult learning techniques specifically designed for rural residents.
•    Create a print ready visual sales guide illustrating the lifecycle of sales from clean packaging and display to receiving money and issuing a receipt.
•    Conduct practical exercises where participants practice pitching, price negotiation and handling money
•    Design a comprehensive training manual and submit the electronic version to Good Neighbors Cameroon at least, a week before the sessions to outline the learning outcomes
•    Prepare all necessary technical samples (if required) and practical equipment before the sessions to help the participants better understand the training topics through hands on experience
•    Use simple pre-tests and post-tests to track how much the participants have learned and include these results in the final report of the Consultancy
•    Promote constant communication and knowledge sharing among the group members to build cooperation and increase the overall success of the project.
•    Training should be highly participatory, with the aim of enabling participants to fully understand the message and develop skills to effectively apply and disseminate the knowledge acquired.
•    Produce training reports no later than one week after the training session and share them with the email addressed that will be shared upon contract signature.
The Consultant may decide to work with a collaborator or assistants to facilitate their work (This collaborator or Assistant is NOT the responsibility of Good Neighbors Cameroon).
Good Neighbors Cameroon is responsible for;
1.    Ensuring access to project information, information about the Organization, mobilization of Community members and focal persons for activities in the community
2.    Ensuring follow-up of the Consultation
3.    Refreshment and transportation of beneficiaries during the training sessions
4.    Logistics and Pictures during training sessions 
5.    Printing of project visibility material for the training sessions 
6.    Purchase of all materials to be used for the training session based on Consultant’s proposition


IV.    EXPECTED DELIVERABLES

•    Two complete market ready brand identity and packaging designs for reusable pads and soap developed and approved by the end of the Consultancy
•    A comprehensive database and partnership report detailing at least two established, ready-to-use bulk sales pathways, including confirmed contact points and official documentation like formal agreements as proof of the link by the end of the Consultancy
•    A practical toolkit for the group outlining the specific steps to manage these established buyers and a clear strategy for independently identifying and securing new sales partnerships.
•    One National quality certification process successfully initiated and advanced for reusable pads and soap with all required documentation submitted Mid Consultancy
•    A practical visual based sales and marketing training program delivered to 113 women and girls by the end of the Consultancy 
•    A simplified digital marketing presence with a minimum of two active social media channels established and regularly updated to showcase products to potential buyers 
•    Simple visual tools for tracking sales and managing cash introduced and used by the women by the end of the Consultancy
•    A Market Day event in a local market where the women sell their products, proven by a simple sales list and photos.
•    At least two signed agreements with supermarkets to put the soap and pads on their shelves by the end of the Consultancy
•    A final consultancy report and comprehensive training manual submitted to Good Neighbors Cameroon, documenting all activities, training results, and recommendations for long-term success at most two weeks after the end of the Consultancy.
NB: A midterm report will be submitted by the Consultant to highlight progress on activities and key results achieved to date.


V.    REQUIRED QUALIFICATIONS AND EXPERIENCE

•    Advanced university degree (Master’s preferred, Bachelor’s acceptable with strong experience) in Business Administration, Marketing, Social Enterprise Development, Development Studies or any other Related field.
•    Minimum 7 years of relevant professional experience in market systems development, SME or Social Enterprise support.
•    Proven experience in branding, packaging, and product positioning, including design of logos, labels, and packaging suitable for both local/community markets and institutional or retail buyers.
•    Demonstrated experience in market access and sales channel development, including engagement with bulk buyers such as NGOs, UN agencies, government programs, and formal retail outlets like supermarkets.
•    Proven capacity to support producer groups through national quality certification and standards compliance processes, particularly for hygiene, sanitary or consumer products.
•    Strong experience developing sustainable and inclusive pricing models, including community-first approaches that balance institutional sales with local affordability.
•    Demonstrated expertise in sales, marketing, and brand storytelling, with the ability to translate product health, social, and environmental value to different audiences.
•    Proven experience designing and delivering practical, visual, non-literacy-based training, including sales skills, hygiene and product handling, basic business practices, and simple financial management for illiterate and semi-literate people.
•    Strong facilitation skills, with demonstrated experience delivering training and capacity-building programs for diverse groups, including community members, producer groups,
•    Previous experience providing training and technical support for Non-Governmental and Development projects and programs
•    Practical experience in market activations and direct sales events, supporting beneficiaries to pitch and sell products in local or regional markets.
•    Experience in developing and implementing simplified digital and online marketing strategies, including basic use of social media to reach urban or institutional markets.
•    Proficiency in French (verbal and written) and fluency in the local language (Fulfulde); training sessions will be conducted in Fulfulde, while reports may be written in French or English.
•    Familiarity with the specific socio-economic and cultural context of the Far North Region of Cameroon
