Terms of Reference: Consultant for the development of scenarios in the framework of the Soil,
Water, and Climate Project (ProSEC)

1. Background
The Federal Institute for Geosciences and Natural Resources (BGR) is an institution of the German
cooperation that implements scientific projects belonging of the Federal Ministry of Cooperation and
Development (BMZ).
In this context, the BGR supports the Ministry of Agriculture and Rural Development of Cameroon
(MINADER) through a technical cooperation project with the Institute of Geological and Mining
Research (IRGM) and the Institute of Agriculture Research for Development (IRAD). The project is
named "Development of scenarios and modelling of soil and water resources under the effect of
climate change in Cameroon" (in short ProSEC for Soil, Water and Climate Project (in French: Projet
Sol, Eau et Climat)) and targets the North and Adamawa regions. It is part of the joint program “Rural
Development in Cameroon” financed by BMZ. The project emphasizes the training of staff from
partner institutions in jointly developing a model to simulate the future of water and soil resources in
the target regions of the project under, among other driving forces, the effect of climate change and
demographic development.
One of the main ProSEC activities is the development of regional future scenarios on soil and water
resources in the regions Adamawa and North for the period 2024 to 2100 at a round table
(participatory approach). The round table will be composed of relevant actors from the target regions
(inter alia representatives of farmers' cooperatives, regional authorities, (inter)national cooperation
institutions and the partner institutions of the client). It is planned to organise three (03) round table
events, the location of which will vary (Yaoundé, Garoua, Ngaoundéré), but which will build on each
other in terms of content and will take place with the same participants. The round table will discuss
the factors and aspects that need to be included in the regional scenarios and will provide input from
the participants’ different fields of expertise to develop regional scenarios. The scenarios should take
into account as many factors as possible that influence soil, groundwater and surface water
resources in the Adamawa and North region. This includes, but is not limited to, climate change,
population development, water abstraction behaviour, and cultivation and irrigation methods.
In a kick-off event in Yaoundé, the key actors of the round table will be introduced to the objectives of
the round table, as well as to the idea behind scenarios and different approaches to scenario
development. This will be followed by a discussion among the participants with the aim of reaching
agreement on an approach. One possible approach to regional scenario development would be to
build the scenarios based on the global Shared Socioeconomic Pathways (SSPs). Based on the
discussion during the kick-off event and the decision for an approach, a study will then be
conceptualised to serve as a basis for the development of the scenarios during the next round table
events.
For this, the BGR is looking for an expert in scenario development for a consultancy. He/she will
work in close collaboration with the client, the participants of the round table, and partner
institutions.

The managers of the ProSEC project in Cameroon are hereinafter referred to as "the client".2
2. Specific objectives of the consultancy / Deliverables
The overall objective of the consultancy is to enrich the kick-off event of the round table with content
and knowledge on scenarios and subsequently design a concept for a study / survey in the target
regions North and Adamawa. The study will particularly focus on the communities of Ngaoundéré III
and Ngong, and aims to identify factors that need to be considered in the development of future
scenarios regarding water and soil resources (e.g. climate change, demographic development,
agricultural development, land use, abstraction for irrigation and drinking water, etc.). The study /
survey will serve as a basis for the development of the scenarios during further round table events
and builds on the discussion of the kick-off event.
The specific objectives and deliverables are:
1. Content support for the launch event of the Round Table: Introduction to the concept of
scenarios and presentation of different approaches to scenario development during the
kick-off event of the round table;
2. Conceptualisation of a study / survey in the target regions Adamawa and North and
formulation of the respective Terms of Reference.
3. Tasks
3.1 General aspects
The consultant implements the services defined in these Terms of Reference in close collaboration
with the client.
3.2 Expected services
The services include in particular the following activities:
Deliverable 1 Provision of input on scenario development at the round table's kick-off event
Activity 1.1 Familiarization with ProSEC, partner institutions, objectives and tasks of the round
table, target regions, and development of scenarios in the context of the project
based on both materials made available by the client and personal initiative;
Activity 1.2 Participation in the ProSEC operational planning workshop (30th – 31th of August
2023);
Activity 1.3 Preparation of content for the kick-off event of the round table, including but not
limited to the definition of key points of discussion, a presentation on the round table
objectives and different approaches to scenario development;
Activity 1.4 Participation in a planning meeting with the client and presentation of prepared
content for the kick-off event (see Activity 1.3) during these meetings;
Activity 1.5 Active participation in the kick-off event of the round table including the presentation
of prepared content (see Activity 1.3) and contribution to the following discussion;
Activity 1.6 Drafting of a brief report in collaboration with the round table moderator on the
discussion results of the round table’s kick-off event (5 pages maximum);
The kick-off event for the round table is envisioned to take place in the week of 18 September 2023.
Deliverable 2 Conceptualisation of a study / survey in the target regions
Activity 2.1 Conceptualisation of a study / survey based on the discussion results of the round
table’s kick-off event. Depending on the approach to scenario development, important
factors / information that are relevant for further scenario development should be3
obtained / collected. The study should be carried out mainly in the communities of
Ngong (North) and Ngaoundéré III (Adamawa) to involve local authorities and the
rural population;
Activity 2.2 Preparation of Terms of Reference for tendering the study / survey implementation
to a local consultant.
The draft Terms of Reference must be submitted to the client by the 1st of October 2023. Comments
will be given by the Client within one week so that the final version of the TdR should be submitted by
16 October 2023.
4. Organisation
If not based in Yaoundé, the contractor is required to organize his/her own trips within Cameroon.
This includes arranging all necessary travel documents, hotel accommodation, flights, etc.
All expenses (transport within Yaoundé, food, communication, equipment, etc.) must be included in
the financial offer.
5. Financing of the service
The consultant will receive 50% of payment upon acceptance of deliverable 1 and 50% of payment
upon acceptance of deliverable 2.

6. Duration and location
The activities will start in August 2023 and will extend over a total period of approximately eight (08)
weeks according to the current planning. The meetings and events will take place in Yaoundé.
The schedule below is indicative and will be revised during the finalisation of the contract between
the client and the consultant.4

7. Profile of the consultant
The consultant shall have the following minimum skills and expertise:
 Master’s Degree or Diploma in environmental sciences, social sciences or any other
discipline enabling him/her to analyse aspects of natural and social sciences and to
develop scenarios;
 At least 6 years professional experience in conducting research /providing technical
advice on future development scenarios, e.g. effects of climate change, demographic
change, socio-economic developments;
 Advanced knowledge on Cameroonian or global development scenarios including climate
change projections is considered a strong asset;
 Professional experience in the conceptualisation and/or conduction of socioeconomic or
environmental studies , ideally in rural areas of Cameroon;
 Working experience in Northern Cameroon (North, Adamawa) is considered an asset;
 Excellent command of French and English; Fulfulde is considered an asset.

The deadline for submitting the offer is 14th of July, 2023 (GMT +1). Tenders must include a technical
proposal with a description of the work methodology to be used in the execution of this service,
indication of references and proof of experience, the CV of the person concerned and a financial
proposal.
